RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, April 9, 2025 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Vanni called the meeting to order at 6:03pm. PLEDGE OF ALLEGIANCE — Commissioner Ayala ROLL CALL OF COMMISSIONERS PRESENT: Ayala, Golsby, and Vanni UNEXCUSED: Cheung and Mediana SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Ayala reported he attended a City of Arcadia workshop about a proposed new bike lane on Colorado Place between Baldwin Ave and Colorado Boulevard. The goal of this particular section of bike lane is to increase safety, control traffic speeds, and promote cleaner, healthier forms of transportation through the City. Commissioner Ayala reported he is encouraged to see more bike lanes in the City. Commissioner Goldsby reported he attended his first Volunteer Appreciation Dinner. Commissioner Goldsby reported he enjoyed the Fiesta themed event and meeting other volunteers from various City Departments. Chairperson Vanni reported he participated in the Santa Anita Derby Day 5k on April 3 and had a fun time running through distinct parts of the City including the Arboretum and the Santa Anita Racetrack. REPORT FROM CITY COUNCIL MEMBER LIAISON Council Member Eileen Wang invited the Commissioners to attend the City Council Reorganization on Tuesday, April 15, 2025. Mayor Pro-Tem Sharon Kwan will be inducted as Mayor and Council Member Wang will become Mayor Pro-Tem. Council Member Wang reported the Council approved the following City Ordinances; Accessory Dwelling Unit (ADU), Affordable Housing, and Inclusionary Housing. These ordinances provide policies and regulations that require residential developments to include affordable housing units as part of their unit mix. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of March 12, 2025. It was moved by Commissioner Ayala, seconded by Commissioner Goldsby, and unanimously carried on roll call vote to approve consent calendar 2a. 2. REGULAR ITEMS a. Report from Public Works Services Department I. Project Updates Deputy Director Public Works Services (DDPWS) Carmen Masud reported the groundcover at several park playgrounds throughout the City have been repaired or replaced. DDPWS Masud shared pictures of the sites and the completed work. Sites include Bonita Park, Tripolis Park, Camino Grove Park, Bicentennial Park, and Hugo Reid Park. DDPWS Masud reported Public Works Services will be hosting an event on Saturday, April 19, "Arcadia Goes Green" celebrating Earth Day in the Arcadia Public Library parking lot. DDPWS Masud reported Newcastle Park renovations are moving along with some of the electrical going in, dry wall being installed and more cement being poured. DDPWS Masud reported the time capsule that was discovered with the park renovation will be reburied to be open in the future. b. Report from Recreation and Community Services Department Director Recreation Community Services (DRCS) Sara Somogyi handed out information on the Newcastle Commemorative Brick Campaign offered by the Arcadia Parks Foundation. DRCS Somogyi reminded the Commissioners there is still time to order a brick and support Arcadia parks. DRCS Somogyi reported the Volunteer Appreciation Dinner on April 3 was a success and again thanked the Commissioners for their generous service to the community. Monthly Reports DRCS Somogyi reported on several senior programs in the month of March. DRCS Somogyi reported Coffee with the Mayor had 17 seniors in attendance. DRCS Somogyi reported the Karaoke program continues to be popular with 84 participants. DRCS Somogyi reported Mahjong had 64 participants. DRCS Somogyi reported the Monday Dance had 290 participants. DRCS Somogyi reported Taste the Town had 17 seniors enjoy lunch at Shabu Lin restaurant in Arcadia. DRCS Somogyi reported AARP conducted the Tax Assistance Program and assisted 140 seniors with free tax filing. DRCS Somogyi reported the You've Got a Friend program reached out to two participants. DRCS Somogyi reported Shamrock Bingo had 90 participants. DRCS Somogyi reported the Night at the Rodeo event had 143 participants who enjoyed food, music, and dancing. DRCS Somogyi reported on several recreation programs and activities in the month' of March. DRCS Somogyi reported the Afterschool Program had 4,418 children in attendance. DRCS Somogyi reported the Elementary School Track Meet was held on March 12 and had 200 youth who participated in various running and field events. DRCS Somogyi reported the Volunteen Program had 63 teens volunteer 278 hours. Gregory Vanni Chairperson Sara Somogyi Secretary STAFF REPORT Recreation and Community Services Department DATE: May 14, 2025 TO: Honorable Chairperson and Members of the Recreation and Parks Commission FROM: Sara Somogyi, Director of Recreation and Community Services% SUBJECT: PROGRAMS & ACTIVITIES — April 2025 SENIOR SERVICES DIVISION Arcadia Senior Services plays an integral part in the wellness of the senior community. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Three pool tables are available Monday through Friday from Billiard Room 7:30am-4:30pm for seniors to enjoy themselves and make new 216 friends. Blood Pressure Free blood pressure checks are available the second Tuesday 12 Check of each month, from 10-1lam in the Community Center. Bridge is available on Wednesdays from 10am-1 pm and Fridays Bridge from 1-4pm. Card games can help improve memory and 260 cognition. It also enhances motor skills and promotes socialization. Exercise plays a vital role in a senior's health and contributes to Classes bone density, increased muscle strength, flexibility, and can 2,224 reduce stress. Some classes offered are line dance, cardio plus, Zumba, and more. On Thursdays, Fit & Talk meets for a fun and easy 30-minute Fit & Talk workout. In April, the following workouts were provided: Line 39 Dance, Seated Disco, Circuits, and a Walk around the Community Center. The gift shop sells jewelry, hand crafts, and unique items made Shoppers 148 Gift Shop by senior crafters for a great price. The Gift Shop is located at Revenue $571 the Community Center and open to the public. Information & The Information & Referral (I&R) program assists seniors and Referral Intakes their families with issues that affect their quality of life by 78 providing I&R referrals that address their living concerns. On the first and third Tuesday of the month, seniors can Karaoke participate in karaoke. Karaoke is a popular program where 77 senior participants enjoy singing to their favorite tunes in many languages. The Neighborhood Legal Services of Los Angeles Organization Legal Assistance is available once a month at the Community Center to provide 10 seniors with legal insight. The Lions Sight program is offered in conjunction with the Lions Sight Arcadia Lions Club. The program offers low-income seniors free 2 vision care. Prospective clients are screened to make the necessary arrangements for the free service. Mahjong is a popular game of Chinese origin played by four Mahjong people with 144 tiles that are drawn and discarded until a player 88 secures a winning hand. Participants are welcome every Friday from 12:30 to 3pm. The Monday dance is held the first, third, and fifth Monday of Monday each month. This program provides a good atmosphere for 191 Dance participants to show off their dance skills and to meet new dancers. Live bands play a variety of popular music to dance to. Monthly Dial A Ride bus passes are sold at the Community Center and Bus Pass can also be mailed to seniors. Bus passes are $5 per month. 36 Pinochle meets every Monday from 9am-2pm. Pinochle is a trick Pinochle taking ace ten card game of German origin usually played by two 24 to four people with a 48-card deck. A nutritious meal is provided Monday -Friday for $3 for individuals Senior Meals age 55+ and $4 for individuals ages 50-54. Lunch is served Meals 1,190 Program promptly at 11:30am, and patrons have the option to pay for their Average Meals 56 lunch online between the hours of 7:30-10am. Senior Free seminars are available every month on various topics. The Seminars following topics were presented in April: Hearing Life, Breathing 104 Exercises, and Asthma. Sing Along with James meets Wednesdays from 1-3pm. James Sing Along with James plays his guitar and sings songs from the 50s-80s with a group 200 of seniors for fun and socialization. Table Tennis Taste the Town Tax Assistance Program Table Tennis is available Monday -Friday, from 8am-4pm. Equipment is available at the front desk for seniors to play and meet new friends. Each month participants meet at a different restaurant to have lunch and socialize. This month lunch was held at Ding's Garden restaurant in Arcadia featuring an authentic Chinese gourmet meal. On Thursdays and Fridays, AARP Tax Aide volunteers assist seniors with their Income Tax filing. This program is free for individuals who are 50 years and older income. Tech Talk is provided for individuals who need assistance with Tech Talk their electronic devices. Volunteens are available on the second 8 and fourth Friday of the month from 4-5pm to assist with their questions and devices. Sweet Oranges On April 11, the Bunco program took place with an orange them. Bunco Participants enjoyed three rounds of Bunco, a light lunch, 25 dessert, and raffle prizes. Spring Flin I On April 18, the annual Spring Fling event took place at the p g g Community Center with a royal ball theme. The event included 53 —Royal Ball I lunch, live music, games, and an award for the "Belle of the Ball." Support services include registering members for trips, signing Meeting: 60 Arcadia up new members, and managing the club's correspondence. A Passes Sold: 60 Travelers Club monthly club meeting is held at the Community Center to discuss Passen ers: 61 future trips and provide a social gathering. Total: 181 Cumulative total for senior services Connection Total number of monthly newsletters distributed this month 5,458 1,250 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM DESCRIPTION _ The Adult basketball league has 28 teams each season. The league Adult Basketball takes place at the Dana Gym on Sundays from 8am to 10pm. The spring league started March 30, 2025, and will run through June 29, 2025. The After School Playground Program is a free drop -in program for youth in grades K-5. The program operates Monday through Friday Afterschool from school dismissal to 4:30pm. The program began on August Program 19, 2024, and will go through May 30, 2025. Six elementary school playgrounds provide a variety of activities including board games, crafts, and outdoor games to keep participants safely engaged and entertained. Co -Ed Youth Volleyball The Co -Ed Youth Volleyball League takes place from March 24 to May 17. There are two divisions, Division A for grades seventh and eighth and Division B for grades fifth and sixth. This is an internal league with four teams per division. Games are played on Saturdays. Kids Night Out took place on Friday, April 11, at the Arcadia Community Center. Participants took part in a "Spring is Here" Kids Night Out themed evening. Parents enjoyed a night out while their Children played games, had dinner, made a paper bunny puppet craft, and watched a movie. On Friday April 18, the annual Teen Egg Hunt was held at Arcadia Teen Egg Hunt Par 3 Golf Course. 237 Participants played games and joined in the flashlight egg hunt in search of the golden eggs. Six lucky teens found the golden eggs and received special spring goodie bags. On Saturday, April 19, the Recreation Department held the annual Spring Spring Extravaganza at Arcadia County Park. 1,000 people Eggstravaganza attended the event and enjoyed face painting, rafts, a photo with the Bunny, and age -appropriate egg hunts. City -Wide Health Education Series Community Campout Community Center Classes Dana Gym Classes MEC Classes On Wednesday, April 23, 25 people attended the City -Wide Health Education Series seminar on "Parkinson's Disease Essentials: Recognizing Symptoms and Navigating Treatment" presented by Dr. Xenos Mason, MD. On Saturday, April 26, the Arcadia Parks Foundation held the 3rd Annual Community Campout. 125 people attended a safe and fun night out camping and enjoyed dinner, family activities, hot chocolate, a movie under the stars, and a continental breakfast on Sunday morning. Examples of classes offered at this location include exercise 237 1,000 25 125 classes, karate, cooking, chess, table tennis, yoga, lip reading, 1,766 painting, and line dancing.
