RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, May 14, 2025 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Vice Chairperson Mediana called the meeting to order at 6:02 p.m. PLEDGE OF ALLEGIANCE — Commissioner Ayala ROLL CALL OF COMMISSIONERS PRESENT: Ayala, Cheung, Golsby, and Mediana EXCUSED: Vanni A motion was made by Commissioner Ayala, seconded by Vice Chairperson Mediana, and unanimously carried on roll call vote to excuse Chairperson Vanni. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Ayala reported he continues to enjoy the residential parks throughout the City with his family. Commissioner Ayala inquired when the resurfacing of the Tierra Verde Park tennis courts will take place. Deputy Director Public Works Services Department (DDPWSD) Carmen Masud informed the Commissioners the resurfacing project should be completed by the end of June 2025. Commissioner Cheung stated she is looking forward to Mayor Kwan as the Council Liaison for the Recreation and Parks Commission. Commissioner Cheung reported the Community Campout sponsored by the Arcadia Parks Foundation was a successful event. The rainy weather had some families leave after the movie but overall, the campout was a nice community event. Commissioner Cheung reported the Arcadia Parks Foundation will be having a park enhancement day planting a butterfly garden in Newcastle Park on Saturday, May 17. Commissioner Goldsby — No Report Vice Chairperson Mediana reported he recently sent an email in to report graffiti at Terra Verde Park. Director Recreation and Community Services Department (DRCSD) Sara Somogyi thanked Vice Chairperson Mediana for reporting the graffiti. DRCSD Somogyi commented it is always helpful to receive these reports from pro -active citizens in the community. REPORT FROM CITY COUNCIL MEMBER LIAISON No Report CONSENT CALENDAR a. Approve the Regular Meeting Minutes of April 9, 2025. It was moved by Vice Chairperson Mediana, seconded by Commissioner Goldsby, and unanimously carried on roll call vote to approve consent calendar 2a. 2. REGULAR ITEMS a. Report from Public Works Services Department Project Updates DDPWSD Masud reported Newcastle Park renovations are progressing well with plumbing for the bathrooms being installed, playground equipment arriving, and concrete preparations for the future Pickleball courts taking place. DDPWSD Masud reported the Public Works Services Department will be hosting a Shred Day in the parking lot of the Arcadia Public Library on Saturday, May 17. b. Report from Recreation and Community Services Department DRCSD Somogyi reported the new Butterfly Garden will be planted by volunteers at the Newcastle Park construction site on Saturday, May 17. DRCSD Somogyi reported the Arcadia Parks Foundation is making a generous donation to the project and the Public Works Services Department is preparing the area by digging the holes for the 300 plants that will make up the garden. Monthly Reports DRCSD Somogyi reported on several senior programs in the month of April. DRCSD Somogyi reported 39 seniors participated in Fit & Talk, a program that engages seniors in different gentle impact physical activity each week. DRCSD Somogyi reported the Gift Shop had 148 shoppers come through. DRCSD Somogyi reported Karaoke continues to be popular with 77 participants. DRCSD Somogyi reported the Monday Dance had 191 participants. DRCSD Somogyi reported the Senior Meals Program served 1,190 meals. DRCSD Somogyi reported 200 seniors participated in Sing Along with James. DRCSD Somogyi reported AARP concluded the Tax Assistance Program with 140 seniors being assisted with free tax filing. DRCSD Somogyi reported Bunco had 25 participants. DRCSD Somogyi reported the Spring Fling Royal Ball event took place with 53 participants who enjoyed food, music, and dancing. DRCSD Somogyi reported on several recreation programs and activities in the month of April. DRCSD Somogyi reported the Afterschool Program had 4,698 children in attendance. DRCSD Somogyi reported the Co -Ed Youth Volleyball League had 850 participants. DRCSD Somogyi reported Kid's Night Out had 45 children in attendance. DRCSD Somogyi reported the annual Teen Egg Hunt had 237 teens participate. DRCSD Somogyi reported the Spring Eggstravaganza had approximately 1,000 people participate in this egg hunt for youth 12 years and younger. DRCSD Somogyi reported the Community Campout took place in April. 125 people enjoyed a night of dinner, family activities, a movie, and a continental breakfast in the morning. This year's Community Campout included the addition of traffic grade barriers around the perimeter of the City Hall lawn. This provided an extra barrier of safety that helped participants focus on the fun of the event. These barriers will remain up through September to help ensure the safety of several upcoming City events including the Summer Concert & Movie Series on Thursday evenings beginning June 26 and continuing through July 31. Gregory Vanni Chairperson Sara Somogyi Secretary STAFF REPORT Recreation and Community Services Department DATE: June 11, 2025 TO: Honorable Chairperson and Members of the Recreation and Parks Commission FROM: Sara Somogyi, Director of Recreation and Community Services �Z5 SUBJECT: PROGRAMS & ACTIVITIES — May 2025 SENIOR SERVICES DIVISION Arcadia Senior Services plays an integral part in the wellness of the senior community. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Three pool tables are available Monday through Friday from Billiard Room 7:30a.m.-4:30p.m. for seniors to enjoy themselves and make 223 new friends. Blood Pressure Free blood pressure checks are available the second Tuesday 10 Check of each month, from 10-11a.m. in the Community Center. Bridge is available on Wednesdays from 10a.m.-1 p.m. and Bridge Fridays from 1-4p.m. Card games can help improve memory and 289 cognition. It also enhances motor skills and promotes socialization. Exercise plays a vital role in a senior's health and contributes to Classes bone density, increased muscle strength, flexibility, and can 1,802 reduce stress. Some classes offered are line dance, cardio plus, Zumba, and more. Coffee with the Mayor is held on the third Tuesday of the month, Coffee with the where seniors can stop by to listen and chat with the Mayor about 41 Mayor City issues and topics of personal interest. On Thursdays, Fit & Talk meets for a fun and easy 30-minute Fit & Talk workout. Each week there are different workouts available such 49 as Line Dance, Zumba, Seated Yoga, and Senior Olympics. The gift shop sells jewelry, hand crafts, and unique items made Shoppers 145 Gift Shop by senior crafters for a great price. The Gift Shop is located at Revenue $831 the Community Center and open to the public. The Information & Referral (I&R) program assists seniors with Information & issues that affect their quality of life by providing I&R referrals 108 Referral Intakes that address their living concerns. Karaoke is available on the first and third Tuesday of each Karaoke month. Karaoke is a popular program where senior participants 84 enjoy singing to their favorite tunes in many languages. The Neighborhood Legal Services of Los Angeles Organization Legal Assistance is available once a month at the Community Center to provide 4 seniors with legal insight. The Lions Sight program is offered in conjunction with the Arcadia Lions Club. The program offers low-income seniors free 3 Lions Sight vision care. Prospective clients are screened to make the necessary arrangements for the free service. Mahjong is a popular game of Chinese origin played by four people with 144 tiles that are drawn and discarded until a player 93 Mahjong secures a winning hand. Participants are welcome every Friday from 12:30-3p.m. Monday dance is held the first, third, and fifth Monday of each Monday month. This program provides a good atmosphere for Dance participants to show off their dance skills and to meet new 195 dancers. A live band plays a variety of popular music to dance to. The cost is $3 at the door and includes refreshments. Monthly Dial -A -Ride bus passes are sold at the Community Center and 20 Bus Pass can also be mailed to seniors. Bus passes are $5 per month. Pinochle meets every Monday from 9a.m.-2p.m. Pinochle is a Pinochle trick taking ace ten card game of German origin usually played 24 by two to four people with a 48-card deck. Lunch meals are provided Monday -Friday. The cost is $3 for Senior Meals individuals who are 55 years or older and $4 for individuals who Meals 1,190 Program are 50-54 years of age. Lunch is served promptly at 11:30a.m. Average Meals 56 with the option to reserve a meal ticket online. Free seminars are available every month on various topics. The Senior following topics were presented in April: Hearing Life, Breathing 104 Seminars Exercises, and Asthma. Sing Along with James meets Wednesdays from 1-3p.m. in the Sing Along with lobby area. James plays his guitar and sings songs from different 151 James eras. Participants enjoy singing along for fun and socialization. Table Table Tennis is available for seniors to play and make new friends. Table Tennis is open Monday -Friday, from 8a.m.-4p.m., 440 Tennis with equipment provided. Each month participants meet at a different restaurant to have Taste the Town lunch and socialize. This month lunch was held at Kyuramen 26 restaurant in Arcadia featuring authentic Japanese dishes. Tech Talk is provided for individuals who need assistance with Tech Talk their electronic devices. Volunteens are available every month 5 from 4-5p.m. to assist with their questions and devices. A weekly movie is available for seniors to watch every Tuesday Weekly at 12:30p.m. Movies shown this month: Everything, Everywhere 38 Movie All at Once, Bao, The Swimmers, Parasite, and The Boy & the Heron. This program provides a weekly phone call to individuals who You've Got a live alone, feel lonely, or need someone to check in on them. 10 Friend New friends are made, and great conversations are enjoyed. Cinco de Mayo On May 2, seniors celebrated Cinco de Mayo with traditional 123 Celebration Mexican food, music, entertainment, and dancing. On May 9, a Community Resource Fair took place for seniors. The Resource Fair had 23 informational booths on a wide range 50+ Resource Fair of topics including housing, legal services, veteran programs, 108 volunteer opportunities, and more. Raffle prizes were won by several of the 108 seniors in attendance. Garden Bingo On May 16, participants enjoyed eight games of Bingo, lunch, 68 and a chance to win a raffle prize. The Senior Social Hour program was held on May 30, with a Senior Social Jeopardy theme. There were fun and lively rounds of questions 15 Hour including quizzing participants throughout the decades. The social hour allows participants to get to know one another. Support services include registering members for trips, signing Meeting: 61 Arcadia up new members, and managing the club's correspondence. A Passes Sold: 50 Travelers Club monthly club meeting is held at the Community Center to discuss Passengers: 32 Total: 143 future trips and provide a social gathering. Cumulative total for senior services 5,511 Connection Total number of monthly newsletters distributed this month. 1,250 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM DESCRIPTION ATTENDANCE The Adult basketball league has 28 teams each season. The league Adult Basketball takes place at the Dana Gym on Sundays from 8a.m. to 10p.m. The 404 spring league started March 30, 2025, and will run through June 29, 2025. The After School Playground Program is a free drop -in program for BS 827 youth in grades K-5. The program operates Monday through Friday CG 827 from school dismissal to 4:30p.m. The program began on August HA 810 Afterschool 19, 2024, and will go through May 30, 2025. Six elementary school HO 1,202 Program playgrounds provide a variety of activities including board games, HR 824 crafts, and outdoor games to keep participants safely engaged and LW 356 Total 4,846 entertained. The Co -Ed Youth Volleyball League takes place from March 24 to May 17. There are two divisions, Division A for grades seventh and Div A 329 Co -Ed Youth eighth and Division B for grades fifth and sixth. This is an internal Div B 273 Volleyball league with four teams per division. Games are played on Total 602 Saturdays. Kids Night Out took place on Friday, May 9, at the Arcadia Community Center. Participants took part in a "Camp Out" themed Kids Night Out evening. Parents enjoyed a night out while their Children played 45 games, had dinner, made a Mother's Day craft, and watched a movie. The Volunteen Program provides teens, ages 13-16, with valuable Volunteen volunteer experiences to help prepare them for college and future 16 Volunteens Program jobs. During the month of May, a total of 105 hours were completed 105 hours by 16 Volunteens. On Saturday, May 3, 350 people participated in the annual Community Community Bike Ride. Participants enjoyed riding through 7.4 miles 350 Bike Ride of beautiful Arcadia, raffle prizes, and upbeat tunes from the Arcadia High School Pep Band. On Saturday, May 3, 69 youth from the Arcadia Youth Track meets held in March advanced to the Southern California Municipal SCMAF-SGV Athletic Federation (SCMAF)-San Gabriel Valley (SGV) track meet 69 Track Meet in San Dimas. Participants competed in running and field events for a chance to advance to the SCMAF Track and Field Championship held on May 31. On Saturday, May 17, the City of Arcadia's annual Law Day event in collaboration with the Arcadia Chinese Association took place at Arcadia Law the Arcadia Community Center. 131 people received a free 20- 131 Day minute legal consultation from volunteer attorneys on a variety of topics. City -Wide On Wednesday, May 28, 38 people attended the City -Wide Health Health Education Series seminar on "Living Well with Osteoarthritis" 38 Education presented by Dr. Li Yang, MD, Department pf Rheumatology Kaiser Series Permanente Baldwin Park. SCMAF Track & On Saturday May 31, 27 youth advanced to the SCMAF Track & Field Field Championships in Downey. 27 Championship Community Examples of classes offered at this location include exercise Center Classes classes, karate, cooking, chess, table tennis, yoga, lip reading, 1,141 painting, and line dancing. Dana Gym Examples of classes offered at this location include exercise classes, youth basketball classes, pickleball, volleyball, and 468 Classes badminton. MEC Classes Examples of classes offered at this location include guzheng, 149 karate, tai chi, and line dancing. Off -Site & Examples of classes offered off -site or virtually include tennis, art, 877 Virtual Classes exercise, music, and more. Community The facility is available for rent to Arcadia civic and non-profit 1,750 Center Rentals organizations for activities and programs.
