The 38 volunteers who attended also had the opportunity to socialize with others and enjoy light snacks. Library Board of Trustee, Barbara Delphey, Friends of the Library Board members Elizabeth Renfrew and Carol Saunders, along with Administrative staff attended this year’s “Serving with a Purpose” event. Keynote speaker, Geoffrey Cohen who is a Professor of Psychology and Organizational Studies at Stanford University, shared about his examination of the processes that shape people’s sense of belonging, self-concept and the role those processes play in various social problems. Attendees also had the opportunity to network with each and attend breakout sessions designed for Trustees, Friends, Directors, and Managers to discuss timely topics of mutual interest. ADMINISTRATIVE Staff hosted and attended the City Council Budget Study Session on May 6. The Department of Library and Museum Services submitted a flat fiscal year budget for consideration. PROGRAMMING The De Stress Fest program invited teens to take a study break and grab a snack from the chip bar, take some photos, and enjoy the company of three golden retriever therapy dogs. There were 16 adults who participated in the Stamp Making Program and learned to make their own stamps. The International Film Program welcomed 16 attendees who enjoyed viewing the Australian musical comedy Strictly Ballroom. Bookish members gathered to discuss Interior Chinatown written by Charles Yu and the Bookmarked group explored the Coworker by Freida McFadden. The Library partnered with the Dancing with the Elephant Foundation to host a three-part workshop in Mandarin, drawing from the “Satir Iceberg Model” to help parents and caregivers better communicate with their children. May Activity Visitors: 30,361 Holds Processed: 2,250 Physical Items Checked Out: 37,221 eBooks/Audiobooks/Magazines Downloaded/Streaming: 7,620 Programs/Attendance: 57 | 1,591 Passports Issued/Photos Issued/Questions Answered: 158 | 103 | 269 To promote upcoming summer festivities, Children’s Services staff distributed 849 “Level Up” summer activity kits. Each bag contained materials to create a Pikachu origami bookmark as well as a reading resource list, summer events brochure, and small giveaway. StaƯ hosted a Minecraft Book Party for 111 attendees who enjoyed themed trivia, games, and crafting. The Principal Librarian and Library Board of Trustees member, Miriam Carter, co-hosted a two- part “Seeds Storytime” in which 32 children and their family members listened to stories, learned how to care for plants, decorated their own peat pots, and observed aphids. Middle schoolers used an assortment of candies to design unique edible masterpieces, including flowers, Pokemon characters, and imaginative sculptures during the Making It program. PARTNERSHIP AND COMMUNITY ENGAGEMENT The Children’s Services team conducted several community outreaches this month to help promote upcoming summer festivities including, Camino Grove Elementary School’s English Learner Advisory Committee (ELAC) parent meeting, Camino Grove Elementary School’s end of year assembly for transitional kindergarten and kindergarten students, Hugo Reid Elementary School’s Trade and Talent Day, and a school visit with the five first grade classes at Camino Grove Elementary. There were also visits to the Library from all of the Holly Avenue Elementary School first, second, and fifth grade classes. Adult Services staff tabled at the Arcadia Community Center’s 50+ Resource fair on Friday, May 9 and shared about eBook and eAudio resources, the Memory Lab, and free upcoming adult programs. Library Board of Trustees member, Hsiuchen Chen, as well as various staff members tended a booth at the Arcadia Firefighters’ Annual Pancake Breakfast, providing information about upcoming Summer at Arcadia Public Library festivities as well as giveaways for kids, teen, and adults. Staff attended the Arcadia Historical Society’s annual fundraising Kentucky Derby Garden Party in which special guests included two mules from Adams Pack Station and their owners. The Library Director met with the Dana Middle School Librarian, Cheryl Tarsala, and toured the school library and its unique arrangement of collections. The featured Arcadia Unified School District Student Art Display ended May 15 and District members as well as parent volunteers removed student artwork from bulletins throughout the building. Staff also attended the AUSD PTA Council Membership and Installation Luncheon on May 6. COLLECTIONS In preparation for the close of the 2024-2025 fiscal year staff began reconciling collection budgets as well as preparing spending allocations and purchase order requests for the new fiscal year. As bindery costs have significantly increased over the past few years, Technical Services staff have begun processing some Children’s paperback items in-house using plastic covers rather than sending them to be rebound with hardcovers. A total of 12 items were added to the History Room collection. The Local History Librarian processed one obituary request and spent 1.25 hours on local history research as well as 6.75 hours with the Arcadia Historical Society and outreach. Staff continued to weed the teen fiction and non-fiction collections as well as the large print materials. Adult and Teen Services volunteer, Carol C., assisted in updating the shelving endcaps in the Teen section. A memorial book and honorarium request was made to remember longtime resident Mrs. Fitchie and honor longtime resident Ms. Slemmons who turned 100 years old. A book was purchased in each of their names and a bookplate placed inside. The Library regularly receives stacks and sometimes box loads of donated materials from the community. Four times a day, Library Aides will collect and survey the items to determine whether to add them to the Library’s collection and/or provide them for the Friends of the Library Bookstore. TECHNOLOGY The Information Systems Services Supervisor and Library Services Manager Alba attended a five- year strategic planning workshop hosted by the City’s IT department to prioritize technology upgrades throughout the City, including the Library. Adult and Teen Services acquired Comics Plus, a new digital platform that offers unlimited and simultaneous access to digital comics, manga, and picture books. The Library submitted a draft of its desired landing page layout as part of the City’s website redesign project. The layout w ill be created into a mock- up for staff to review and make revision suggestions. The audiovisual equipment in the Cay Mortenson Auditorium was upgraded to Click Share to allow for wireless display through the projector and audio using Bluetooth. STAFFING Library Aide interviews were held May 1 and conditional offers were made to seven candidates. Hailey S. and Kenny W. began working as Shelving Aides on May 19. Part-time Children’s Services Librarian, Chantel Diaz, began her new position on May 5. Library Technician, Mariela F., began cross-training in Children’s Services on May 21. Leo L. moved to an Information Systems Services Aide position on May 19. Library Aide, Chi Chi L.’s, last day of employment was May 2. Transitional Partnership Program worker, Julissa M.’s, last day was May 29. TRAININGS The Children’s Services Senior Library Technician hosted three volunteer orientation sessions for 73 teens and provided a thorough overview of the summer reading program and volunteer expectations. Aides Aimee L. and Cierra M. began check-in training in the Account Services back office and Jocelyn H. and Tracy N. are now fully trained in all Adult and Teen Services shelving locations. SAFETY Several City staff members conducted a safety audit of the Library and provided suggestions for improvements, including the install of a concave mirror near the Account Services desk. To reinforce safety in the Children’s Room, signage was added to both the Girl’s and Boy’s restrooms. Staff have also redirected unattended adults to restrooms at the Library’s front entrance. According to the Arcadia City Charter and Resolution No. 7514, gifts or donations over $10,000 are subject to approval by the City Council. It is recommended that the City Council accept this donation of $30,000 for children’s and teen programming at the Arcadia Public Library for Fiscal Year 2025-26. DISCUSSION The Friends of the Arcadia Public Library (the “Friends”), as part of their ongoing mission to support the Library’s goals and objectives, are donating $30,000 to fund ongoing programming for children and teens. The Friends of the Arcadia Public Library raise funds through the sales of used books by the Friends Bookstore, located inside the Arcadia Public Library. The Friends also raise funds through Friends memberships from the community. This past year, they hosted several daylong book sales that also helped to boost sales and have begun selling gently used items on eBay as well. The funds donated by the Friends help the Library provide quality programs for the children and teens of Arcadia, beyond the current capacity of the City’s General Fund. All gifts to the Library over $10,000 are subject to approval by the City Council pursuant to City Charter Section 1218 and Resolution No. 7514. BACKGROUND The Arcadia Public Library uses the services of OCLC, Inc. as the supplier of metadata for its public catalog as well as maintaining a record of its 200,000 items used in providing Inter-Library Loan service to the public. OCLC is a nonprofit cooperative organization that maintains a database of the collections of 30,000 member libraries that is continually updated to enhance accuracy and completeness. DISCUSSION The estimated cost of $32,000 for OCLC’s services is based on historical usage. Searching for and downloading metadata records in OCLC's database is tracked by time spent and number of records displayed and downloaded. The average cost of cataloging an item is approximately $2.45, although there is a range for individual items based on complexity. In addition to the cost for cataloging and metadata, there is a fee of $765 per year for an online product that helps staff select the appropriate Dewey Decimal number for added items. There is also an additional annual cost for searching for and requesting Inter-library loan items of approximately $0.75 (which vary depending on complexity) on top of regular searching costs, and postage costs for returning items to lending libraries. Patrons pay a $5.00 fee for requesting an Inter-library loan item, which helps defray the cost of this service and recovered costs are deposited into the General Fund. DISCUSSION The Library has access to OverDrive through membership in the company’s group of local customer libraries, the Southern California Digital Library Consortium, which combines the digital collections of 25 member libraries to provide added selection for our patrons. The Library also adds to its collection in the Consortium by purchasing individual electronic books, digital audiobooks, and digital videos from OverDrive. These titles include current bestsellers, older classic titles, and titles for adults, teens, and children. Spending for these items has been growing with the increasing popularity of the digital format and usage by Library patrons continues to increase yearly. Although the Arcadia Public Library uses other vendors for international languages, Tsai Fong includes many popular international titles and authors and provides cataloging records not found with other vendors. Tsai Fong is a sole-source supplier for this reason because this is an important feature in assisting with cataloging. The estimated cost for Fiscal Year 2025-26 is $35,000. Ingram has continued to be a reliable provider, which the Library is relying upon with greater frequency; therefore, the request is to spend substantially more this Fiscal Year relative to other providers. It is recommended the City Council approve $115,000 purchase order with Ingram for Library materials. BACKGROUND The Arcadia Public Library orders materials from a number of vendors but the primary materials vendor supplies the largest quantity of materials in a timely manner, providing discounts in cost and shipping, as acknowledged in the Request for Proposal process. In Fiscal Year 2023-24, the Library opened a request for proposal (RFP) for primary materials vendors. Baker and Taylor came in number one, and Ingram number two, so Ingram has been well-vetted through the RFP process. Baker and Taylor has had a long history of working with the Arcadia Public Library, receiving and shipping orders in a timely manner. Recently, they closed their west coast warehouses and orders are now coming from the Midwest and east coast warehouses, delaying the delivery time. In many cases, the items are also no longer available after the order is placed, causing long waits for popular titles and frustrated patrons, and staff having to double back to determine if the item was ordered, why it hasn’t been received, and having to find another source if the item has been cancelled outright. PURCHASE ORDER WITH INGRAM FOR LIBRARY MATERIALS IN THE AMOUNT OF $115,000 6/17/2025 Page 2 of 2 DISCUSSION Due to the unforeseen delays in orders from Baker and Taylor, the Arcadia Public Library expanded its use of Ingram during the 2024-25 Fiscal Year and expects to rely upon them with greater regularity in the coming Fiscal Year. The request is to set the limit for purchases from Ingram at $115,000. This would be an additional $40,000 increase from this past Fiscal Year of $75,000. With this increase, the Library will have a reliable and timely option to receive new and popular items. The overall budget for new library materials will not change; however, by increasing the purchase limit, City staff will be able to choose whichever vendor can provide the needed materials in a timely manner at the best price possible. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under Section 15061(b)(3) of the California Environmental Quality Act (“CEQA”), as it can be seen with certainty that it will have no impact on the environment. PLEDGE OF ALLEGIANCE: Trustee Barbara Delphey ROLL CALL: Chair Pro-Tempore Hsiuchen Chen, Trustees Miriam Carter, Barbara Delphey, Director Darlene Bradley, Council Liaison Paul Cheng, Library Services Managers Samantha Alba and Petra Morris ABSENT: Chair Connie Liao The motion to excuse Chair Liao from the May 15, 2025 Library Board of Trustees meeting was moved by Chair Pro-Tempore Hsiuchen Chen, seconded by Trustee Carter, and carried on a unanimous vote. AYES: Chair Pro-Tempore Chen, Trustees Carter and Delphey NOES: None ABSENT: Chair Liao PUBLIC COMMENTS: None REPORTS FROM LIBRARY TRUSTEES / LIAISONS: Council Liaison Cheng shared about events happening throughout the City – Law Day on May 17, Rotary Club’s Field of Honor on May 18, Tribute to Veterans with County Supervisor Kathryn Barger on May 24, Allied Veterans Council gathering at Live Oak Memorial Park, and Coffee with a Police Officer on May 29. Trustee Delphey inquired about Mayor Pro Tem Eileen Wang’s interactions with the Federal Government. Council Liaison Cheng explained that there was no indication that Mayor Pro Tem Wang had any illegal interactions. REPORTS FROM THE DIRECTOR Announcements / Statements / Future Agenda Items Adult Services Librarian, Melissa M., provided an overview of the Library’s Summer at Arcadia Public Library reading program and special events for teens and adults. Children’s Services Supervisor, Amy D., provided an overview of the program for children. A summer kick-off event will be held on June 14, 2025. Director Bradley added that there is a direct correlation between children not reading well and then not excelling academically with lifelong implications. Trustee Delphey discussed the last Friends of the Library Board Meeting, the Friends’ fundraising efforts, and that Financial Secretary Randy Joseph would be stepping down. Chair Pro-Tempore Chen explained that she spoke to parents active in Arcadia Unified School District about the vacant Library Board of Trustees position and asked that they spread the word about it. She expressed hope that word would get out about the vacant Library Board of Trustees position. Trustee Delphey discussed how Board of Trustees members are appointed and that at some Libraries interviews are held. Further discussion ensued about Board of Trustees appointments. Director Bradley explained that ideally the appointment would be a Friends Board Member or Library volunteer with some knowledge of the workings of the Library, but not required. Serving with a Purpose: Director Bradley announced that she attended the Serving with a Purpose event in May and emphasized its theme of connecting with community. Monthly Statistical Report: March 2025: Directly Bradley acknowledged that the gate count continues to climb. Chair Pro-Tempore Chen noted that the 2023-2024 Fiscal Year to Date comparisons for the March 2025 Statistical Report were incorrect. Director Bradley acknowledged the error and explained that it would be amended. Director Bradley said that use of the digital collection continues to increase especially as the Library is no longer purchasing books on CD and Playaways. There was a slight increase in the number of holds requests and the Interlibrary Loan service had also increased. Teen Zone continued to grow in attendance and Children’s reference questions were up. Revenues also had an increase. Monthly Report Narrative: March 2025: The month listed in the statistical table for the March 2025 Monthly Report Narrative needed to be changed from February to March. Financial Report: March 2025: Director Bradley explained that some line items in the Financial Report have no entry as the data is input by another City department. The gas expenditure is over by forty-two percent due to the increase in gas costs and issues with a boiler that needs to be replaced. All other spending is on track. Monthly Statistical Report: April 2025: Director Bradley acknowledged that there was an increase in fines and fees revenues in April but that it is not a significant generator of revenue. Monthly Report Narrative: April 2025: Director Bradley said that the Arcadia Goes Green event was a great program and included a plant and clothing swap as well as Repair Café. Director Bradley inquired with the program coordinator, Adult Services Librarian Melissa M., if she might consider hosting a Repair Café at least twice a year. Trustee Delphey inquired about the website re-design project and Director Bradley explained that the new website layout will provide the best representation of the Library with buttons that provide direct links to eBooks, the My Account feature, as well as information about the Library and Museum. The Library will not take advantage of the calendar and update features, but the design will be reflective of patron perspective. Financial Report: April 2025: The April Financial Report indicates that gas is seventy-one percent overspent and Director Bradley acknowledged that the Library has no control over this. There are also unexpected building and repair expenses that occur such as the replacement of a toilet in the boy’s restroom. Chair Pro-Tempore Chen questioned what will happen if funds within the Library’s control are not spent and Director Bradley explained that funds can be spent to the penny but not overspent. Funds that are not spent do not roll over and are given back to the City’s General Fund, with the exception of the Friends of the Library trust account. The City Manager does survey what is spent and not over a three year average. Staff Update: Library Services Manager Alba shared that seven conditional offers were made for Library Aide positions as the Library was down to five Aides. The positions were open and unable to be filled as other Library recruitments were in the process. Trustee Carter inquired if the positions were part time and what is the job description. Library Services Manager Alba explained that the Aide position is a 15-hour per week job with flexible scheduling. All Aides begin in the Shelving division and learn about the Library layout and various pocket collections. Staff start by working in Children’s Services and then rotate to Adult and Teen Services and then on to Account Services. If the staff member stays for a year or longer the person benefits by acquiring additional skills. Director Bradley further added that the divisional rotation provides staff with additional skills, so that if a Library Technician position opens, a staff member from the Library Aide rank and file may be able to fill it. Gilb Museum of Arcadia Heritage: Director Bradley announced that there is currently a photography exhibit on display. The Museum will be getting two Getty Interns to help with City exhibits and other projects. A conditional offer has been extended for the 15-hour per week Museum intern position.
