CALL TO ORDER – Mayor Kwan called the Regular Meeting to order at 7:00 p.m. 2. INVOCATION – Mohammad Ahad, Mosque of San Gabriel 3. PLEDGE OF ALLEGIANCE – City Manager Lazzaretto 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Cao, Cheng, Fu, Wang, and Kwan ABSENT: None 5. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto had nothing to report. 6. PRESENTATIONS a. Presentation of a $30,000 donation from the Friends of the Arcadia Public Library for Library programming. b. Presentation of Mayor’s Certificate of Commendation to Priscilla Lee for receiving the Grand Prize at the Creative World Art Center, Juried Student Art Show. 7. APPOINTMENTS a. Appointments to City Boards and Commissions. CEQA: Not a Project Recommended Action: Make Appointments City Manager Lazzaretto presented the staff report and recommended the City Council reappoint the following board and commission members: Tina Lee Rodriguez to the Human Resources Commission for a second four (4) year term ending June 30, 2029. Barbara Delphey (filled an unexpired term) to the Library Board of Trustees for a second four (4) year term ending June 30, 2029. 2 06-17-2025 It was the consensus of the City Council to reappoint the specified board and commission members. Regarding the Arcadia Health Commission, City Manager Lazzaretto stated that there are seven positions open on the Commission: four positions designated to represent local health care entities and three At-Large positions for health care professionals that live or practice in Arcadia; he noted that there is one applicant for every open position, and therefore, it is recommended that the City Council appoint the following applicants: David Ratto – At-Large Member Dino Clarizio – At-Large Member Desiree Molina – At-Large Member Chia-Chieh Hu – Local Health Care Member (Huntington Health) Mark Feng – Local Health Care Member (Kaiser Permanente) Angela Thomassian – Local Health Care Member (Keck Medicine of USC) Clifford Daniels – Local Health Care Member (USC Arcadia Hospital) The City Council unanimously agreed to appoint the seven applicants to the Health Commission for a four (4) year term ending June 30, 2029. City Manager Lazzaretto conducted the nomination process. Arcadia Beautiful Commission (3 positions) Regarding the Arcadia Beautiful Commission, the City Council made the following nominations: Mayor Kwan nominated Ashish Guha. Council Member Cao nominated Michael Cham and Karren Levine. Council Member Cheng nominated Linda Fine and Michael Cham. Seeing no other nominations, the City Council cast their votes as follows: Council Member Fu – Ashish Guha, Karren Levine and Michael Cham Council Member Cao – Ashish Guha, Karren Levine and Michael Cham Mayor Kwan – Ashish Guha, Michael Cham and Karren Levine Council Member Cheng – Karren Levine, Linda Fine and Michael Cham Mayor Pro Tem Wang – Ashish Guha, Karren Levine and Michael Cham As a result, Ashish Guha, Karren Levine, and Michael Cham were appointed to the Arcadia Beautiful Commission for a four (4) year term ending June 30, 2029. 3 06-17-2025 Library Board of Trustees (2 positions) Regarding the second position to the Library Borad of Trustees, the City Council made the following nominations: Council Member Fu nominated Barbara Ansell. Mayor Kwan nominated Joyce Platt. Seeing no other nominations, the City Council cast their votes as follows: Mayor Pro Tem Wang – Barbara Ansell Council Member Cheng – Barbara Ansell Mayor Kwan – Joyce Platt Council Member Cao – Barbara Ansell Council Member Fu – Barbara Ansell As a result, Barbara Ansell was appointed to fill an unexpired term ending June 30, 2027. Senior Citizens Commission (1 At-Large position) Regarding the Senior Citizens Commission, the City Council made the following nominations: Council Member Cao nominated Alexander Arasawa. Mayor Pro Tem Wang nominated Alexander Arasawa. Mayor Kwan nominated Angela Lai. Seeing no other nominations, the City Council cast their votes as follows: Council Member Fu – Alexander Arasawa Council Member Cao – Alexander Arasawa Mayor Kwan – Angela Lai Council Member Cheng – Alexander Arasawa Mayor Pro Tem Wang – Alexander Arasawa As a result, Alexander Arasawa was appointed to the Senior Citizens Commission – At-Large position, for a two (2) year term ending June 30, 2027. 4 06-17-2025 Senior Men’s Club (1 position) Based on the Senior Men’s Club letter of recommendation, it was the consensus of the City Council that Steve Sherman be reappointed to the Senior Citizens Commission as the Senior Men’s Club member, for a second two (2) year term ending June 30, 2027. Traveler’s Club (1 position) Based on the Traveler’s Club letter of recommendation, it was the consensus of the City Council that Marilyn Mazone be appointed to the Senior Citizens Commission as the Traveler’s Club member, for a two (2) year term ending June 30, 2027. 8. PUBLIC HEARING a. Resolution No. 7641 confirming the Engineer’s Report for the levy and collection of the Arcadia Citywide Lighting District No. 1 and the associated Assessment Diagram; and ordering the levy and collection of assessments for Fiscal Year 2025- 26. CEQA: Not a Project Recommended Action: Adopt Public Works Services Deputy Director Masud presented the Staff Report. Mayor Kwan provided a statement regarding the expected conduct of Council Members during City Council meetings. Mayor Kwan opened the Public Hearing – no one appeared. Mayor Kwan closed the Public Hearing. A motion was made by Council Member Fu, seconded by Council Member Cao, and carried on a roll call vote to adopt Resolution No. 7641 confirming the Engineer’s Report for the levy and collection of the Arcadia Citywide Lighting District No. 1 and the associated Assessment Diagram; and ordering the levy and collection of assessments for Fiscal Year 2025-26. AYES: Fu, Cao, Cheng, Wang, and Kwan NOES: None ABSENT: None 5 06-17-2025 9. PUBLIC COMMENTS Donna Choi, Executive Director of the Downtown Arcadia Improvement Association, appeared to announce that the Patriotic Festival and drone show will take place on Saturday, June 28, and encouraged the entire community to attend. Sonia, an Arcadia resident, appeared and addressed remarks made by Council Member Fu during the City Council Reports portion of the June 3, 2025, City Council meeting. Council Member Fu responded to the public comment made by the previous speaker. Irene Tan, an Arcadia resident, appeared and expressed support for her daughter’s participation during Public Comment at a previous City Council meeting; she also expressed her disappointment in a Council Member’s response to her daughter’s remarks; she encouraged the City Council to consider the message being conveyed to the younger generation; and stated that she supports her daughter and all young people who are learning to engage with government. Kenneth Tan, an Arcadia resident, appeared and expressed support for his daughter’s participation during Public Comment at a previous City Council meeting; he also expressed his disappointment in a Council Member’s response to his daughter’s remarks; and he encouraged the City Council to reflect on how to foster a culture where all voices are heard and valued. Charisma Chen, an Arcadia resident, appeared in support of the speakers who addressed the City Council at the previous meeting; she expressed disappointment in the ongoing dialogue among the Council Members; and stated that if they cannot conduct business in a respectful manner, they should not be serving on the City Council. 10. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). Council Member Fu commented on Mayor Kwan’s statement regarding public discourse and the public’s concern; he expressed appreciation to the Tans for supporting their daughter; he provided an update on an effort he is undertaking to collaborate with local businesses on Baldwin Avenue and in Downtown Arcadia to achieve common goals. Council Member Cao provided a report on the various events that he attended or will be attending as a representative of the City; he stated that he met with Insurance Commissioner Ricardo Lara and staff from the Los Angeles County Board of Supervisors to advocate on behalf of the City; he expressed disappointment in the tenor of this evening’s proceedings; he announced that June 14 was the 250th Anniversary of the United States Army; and he 6 06-17-2025 stated that he is proud of the country, its veterans, and all who are committed to public service. Council Member Cheng thanked all the residents that applied for the City’s Boards and Commissions, congratulated those who were appointed, and encouraged continued community participation; he requested City Council support to place an item on a future agenda to discuss reinstating the Arcadia Youth Commission – Council Member Fu and Council Member Cao concurred; he expressed pride in his colleagues; he emphasized the importance of recognizing veterans; he acknowledged Father’s Day; and he encouraged the community to contact City staff with any questions regarding the budget. Mayor Pro Tem Wang provided a report on the various events that she attended or will be attending as a representative of the City; she thanked City staff for their dedication and hard work; she expressed appreciation to the Tan family for supporting their daughter; she encouraged the City Council and the community to come together in pursuit of a better future; and she provided a statement about the recent discourse at City Council meetings. Mayor Kwan addressed comments made by some Council Members; she expressed concern about the tone and conduct of recent City Council meetings; she emphasized the importance of maintaining respectful dialogue; and she requested that the City Manager respond to questions related to the City’s budget. In response to Mayor Kwan’s inquiries, City Manager Lazzaretto answered various questions related to the City’s current and prior-year budgets. 11. CONSENT CALENDAR a. Regular Meeting Minutes of June 3, 2025. CEQA: Not a Project Recommended Action: Approve b. Ordinance No. 2405 amending Article III, Chapter 1, Part 3 of the Arcadia Municipal Code regarding Fire Hazard Severity Zones and adopt the Fire Hazard Severity Zones (“FHSZ”) Map. CEQA: Exempt Recommended Action: Adopt c. Ordinance No. 2406 amending the Arcadia Municipal Code by adding Part 11 to Chapter 2 of Article II (Administration Code) to formally establish the Senior Citizens Commission. CEQA: Not a Project Recommended Action: Adopt 7 06-17-2025 d. Ordinance No. 2407 amending Article III, Chapter 3, Part 2, Section 3320 (Public Safety) of the Arcadia Municipal Code to prohibit bicycles and wheeled toys on all recreation courts. CEQA: Not a Project Recommended Action: Introduce e. Resolution No. 7636 amending the Senior Citizens Commission By-Laws. CEQA: Not a Project Recommended Action: Adopt f. Amendment to the Professional Services Agreement with Studio Spectrum, Inc. for video production and broadcast services for City Council meetings, in an amount not to exceed $35,000. CEQA: Not a Project Recommended Action: Approve 8 06-17-2025 l. Amendment to the Master SaaS and Services Agreement with Sharp Performance for mobile app services for Fiscal Year 2025-26, in an amount not to exceed $43,010. CEQA: Not a Project Recommended Action: Approve m. Contract with All Cities Engineering Inc. for the Goldring Well Pipeline and Storm Drain Project in the amount of $916,920. CEQA: Mitigated Negative Declaration / Notice of Determination Filed Recommended Action: Approve n. Services Agreement with Vertex Data Utility Services, LLC. to provide WaterSmart Software for Arcadia water customers in an amount not to exceed $49,597.14. Authorize Lease Agreement for 1,200 acre-feet of production rights in the Main San Gabriel Basin from Covina Valley Water Company in the amount of $1,096,200. CEQA: Not a Project Recommended Action: Approve p. Purchase Order with OCLC, Inc. for bibliographic services and metadata in an amount not to exceed $32,000. CEQA: Not a Project Recommended Action: Approve q. Purchase Order with Tsai Fong for international language materials in an amount not to exceed $35,000. Change Order to increase the Purchase Order with PDQ Enterprises, Inc. dba PDQ Rentals for emergency equipment rentals in the amount of $12,692. CEQA: Not a Project Recommended Action: Approve u. Accept all work performed by Carter Enterprises Group, Inc. for the Americans with Disabilities Act Curb Ramp Project in the amount of $211,866. CEQA: Exempt Recommended Action: Approve v. Accept all work performed by Gentry Brothers, Inc. for the Downtown Alley Improvements Project and City Broadband Infrastructure in the amount of $1,984,979.50.
