SUBJECT: PURCHASE ORDER WITH DELILLO CHEVROLET FOR THE PURCHASE OF
ONE 2025 CHEVROLET SILVERADO 1500 PICKUP TRUCK IN THE
AMOUNT OF $62,936.10
CEQA: Not a Project
Recommendation: Approve
SUMMARY
The Fiscal Year 2025-26 Equipment Replacement Budget provides for the
replacement of one 1/2-ton pickup truck for the Public Works Services Department
(“PWSD”) that meets the criteria outlined in the City’s Vehicle Replacement Program.
To ensure that the City is receiving the most competitive price, a formal bid process
was conducted. DeLillo Chevrolet submitted the lowest responsive bid. It is
recommended that the City Council approve a Purchase Order with DeLillo Chevrolet
for the purchase of one 2025 Chevrolet Silverado 1500 pickup truck in the amount of
$62,936.10.
BACKGROUND
The Fiscal Year 2025-26 Equipment Replacement Budget provides for the purchase
of one 1/2-ton pickup truck for the PWSD. The vehicle that will be replaced meets the
age and mileage criteria of the City’s Vehicle Replacement Program. The vehicle
scheduled for replacement is a 2013 Chevrolet 1500 with approximately 121,561
miles. The new 2025 Chevrolet Silverado will be used by the Utilities Manager to
supervise and manage the Utilities Division’s programs and activities, including
administering services involving the maintenance and repair of water mains, water
service line connections, water meter infrastructure, water production wells and

potable water reservoirs and forebays, and related capital improvements within the
public right of way.
The Utilities Division is requesting the purchase of a four-wheel drive truck to support
essential operations, particularly with the water and sewer infrastructure located in
the challenging terrain of the Arcadia foothills. This vehicle will serve as a critical asset
for the Utilities Manager in the performance of daily supervisory duties, emergency
response, and field assessments. The acquisition of a new four-wheel drive truck will
ensure year-round access to water facilities, mountain-side water meter
infrastructure, and the sewer lift station within the Wilderness Park facility.
DISCUSSION
A Notice Inviting Bids was published in accordance with City Council Resolution No.
7483, and bid packages were distributed to local vendors who provide this type of
vehicle. On June 24, 2025, the City Clerk received eight bids with the following results:

All bid documents were reviewed for content and the vendor’s background was
investigated. Based on this review, it has been determined that DeLillo Chevrolet is
the lowest responsive bidder that meets the City’s required vehicle specifications.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California
Environmental Quality Act (“CEQA”), as it can be seen with certainty that it will have
no impact on the environment.

FISCAL IMPACT
The total cost for the 2025 four-wheel drive Chevrolet Silverado 1500 pickup truck is
$62,936.10. The Fiscal Year 2025-26 Equipment Replacement Budget included
$85,000 for the purchase of this vehicle.
RECOMMENDATION
It is recommended that the City Council determine that this action does not
constitute a project under the California Environmental Quality Act (“CEQA”); and
approve a Purchase Order with DeLillo Chevrolet for the purchase of one 2025
Chevrolet Silverado 1500 pickup truck in the amount of $62,936.10.
