HomeMy WebLinkAboutItem 11o - Lease of Mobile Surveillance TrailersSTAFF REPORT POLICE DEPARTMENT DATE: July 15, 2025 TO: Honorable Mayor and City Council FROM: Roy Nakamura, Chief of Police By: Amber Abeyta, Management Analyst SUBJECT: PURCHASE ORDER AND AMENDMENT NO. 1 TO THE MASTER SAAS AND SERVICE LEVEL AGREEMENT WITH LIVEVIEW TECHNOLOGIES INC., FOR THE LEASE OF THREE MOBILE SURVEILLANCE TRAILERS THROUGH THE GOVERNOR'S OFFICE OF EMERGENCY SERVICES CALIFORNIA 1122 PROGRAM, IN AN AMOUNT NOT TO EXCEED $106,611 FOR FISCAL YEAR 2025-26 CEQA: Not a Project Recommendation: Approve SUMMARY In August 2024, the Police Department entered into a Master SaaS and Service Level Agreement with LiveView Technologies, Inc. (Attachment No. 1) for the lease of three mobile surveillance trailers. The mobile surveillance trailers enhance community presence by leveraging technology and equipment that provide access to real-time information. The mobile surveillance trailers were procured through the Governor’s Office of Emergency Services (“Cal OES”) California 1122 Program, resulting in significant cost savings. The trailers have proven to be an effective tool for deterring and combating crime. As a result, the Police Department would like to extend the lease for an additional one-year period. It is recommended that the City Council approve, authorize, and direct the City Manager to execute a Purchase Order and Amendment No. 1 (Attachment No. 2) to the Master Software as a Service (“SaaS”) and Service Level Agreement with LiveView Technologies Inc., for the lease of three mobile surveillance trailers through the Mobile Surveillance Trailers July 15, 2025 Page 2 of 4 Governor's Office of Emergency Services California 1122 Program, in an amount not to exceed $106,611 for Fiscal Year 2025-26. BACKGROUND In April 2024, the Police Department obtained three trailers from LiveView Technologies Inc. for a three-month trial period. Equipped with state-of-the-art cameras, motion sensors, and real-time data transmission capabilities, the mobile surveillance trailers were strategically positioned in various locations throughout the City to monitor and deter criminal activity. The presence of these surveillance units acted as a deterrent by reducing the likelihood of crimes occurring in the monitored areas. By integrating these trailers into operations, the Police Department aimed to improve situational awareness, facilitate faster response times, and foster a safer environment for the community. During the trial period, it was revealed that the trailers provided exceptional clarity and coverage, significantly enhancing the Police Department's ability to monitor key locations. Officers reported that the real-time footage allowed for quicker response times and more accurate assessments of developing situations. Additionally, the ease of setup and mobility of the trailers meant they could be deployed to various locations as needed, offering a flexible solution to evolving security needs. As the trial period came to an end, the Department evaluated the long-term benefits and costs of integrating these mobile surveillance trailers into regular operations. The insights gained during this trial allow for more informed decision-making, ensuring that any future investments in technology align with the goal of maintaining a safe and secure community. Given the positive experience, the City entered into a one-year Master Software as a Service (“SaaS”) and Service Level Agreement with LiveView Technologies Inc. The Agreement was for the lease of three mobile surveillance trailers for Fiscal Year 2024-25 and was approved by the City Council on August 20, 2024. DISCUSSION The one-year lease of the mobile surveillance cameras concluded on June 30, 2025, and the Police Department would like to continue the service for Fiscal Year 2025-26. LiveView Technologies Inc. will honor the Federal General Services Administration Mobile Surveillance Trailers July 15, 2025 Page 3 of 4 (“GSA”) pricing provided by the California 1122 Public Safety Procurement Program (“1122 Program”). The 1122 Program is led by Cal OES. This program provides the authority for state and local government entities to purchase and lease equipment from specific federal sources, resulting in an estimated 50-85% cost savings. The 1122 Program establishes sources for non-IT commodities that have been competitively assessed, negotiated, or bid by the GSA. The advantage of utilizing the 1122 Program is that it provides the City with access to the Federal Government’s large purchasing power, offering bigger discounts than the City could otherwise achieve on its own. Furthermore, the 1122 Program is in compliance with the City’s procurement policy. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), based on Section 15061(b)(3) of the CEQA Guidelines, as it can be seen with certainty that it will have no impact on the environment. FISCAL IMPACT Sufficient funds in the amount of $106,611 were approved as part of the Fiscal Year 2025-26 Equipment Replacement Budget. These funds are available to support the lease of the three mobile surveillance trailers. RECOMMENDATION It is recommended that the City Council determine that this action does not constitute a project under the California Environmental Quality Act (“CEQA”); and approve the Purchase Order and Amendment No. 1 to the Master SaaS and Service Level Agreement with LiveView Technologies Inc., for the lease of three mobile surveillance trailers through the Governor's Office of Emergency Services California 1122 Program, in an amount not to exceed $106,611 for Fiscal Year 2025-26. FOR THE LEASE OF THREE MOBILE SURVEILLANCE TRAILERS This Amendment No. 1 (“Amendment No. 1”) is hereby entered into on this ____ day of ______ 2025, by and between the City of Arcadia, a charter city organized under the Constitution and laws of the State of California, and LiveView Technologies Inc. a California Corporation, with respect to that certain Master Saas and Service Level Agreement between the Parties dated August 28, 2024 (the “Agreement”). The Parties agree as follows: 1. Section 1.3 of the Agreement, the Term is amended by extending the term from July 1, 2025, through June 30, 2026. 2. All the remaining terms and provisions of the Agreement are hereby reaffirmed. In witness whereof the Parties have executed this Amendment No. 1 on the date set forth below.
