RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, JULY 9, 2025 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER – Chairperson Vanni called the meeting to order at 6:01 p.m. PLEDGE OF ALLEGIANCE – Commissioner Goldsby ROLL CALL OF COMMISSIONERS PRESENT: Ayala, Cheung, Goldsby, Mediana, and Vanni ELECTION OF OFFICERS Commissioner Cheung made a motion to nominate Vice Chairperson Mediana as Chairperson, seconded by Commissioner Ayala and unanimously carried on roll call vote. Commissioner Cheung made a motion to nominate Commissioner Ayala as Vice- Chairperson, seconded by Commissioner Vanni and unanimously carried on roll call vote. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Chairperson Mediana reported the new Pickleball courts at Tierra Verde Park are being well utilized. Chairperson Mediana reported it is nice to see the community utilizing the park more. Chairperson Median reported his family has been enjoying the Summer Concerts and Movies in the Park. Vice Chairperson Ayala reported he attended Concerts and Movies in the Park with his family and enjoyed the evening. Vice Chairperson Ayala is looking forward to seeing the newly overlaid pickleball lines added to the Tierra Verde Park courts. Vice Chairperson Ayala inquired if there will be specific times for pickleball usage. Director Recreation Community Services Department (DRCSD) Sara Somogyi informed the Commission the courts will remain on a first come, first serve basis while usage is assessed. Vice Chairperson Ayala thanked DRCSD Somogyi for taking action regarding the possible removal of the crosswalk at Second Ave and Bonita. Vice Chairperson Ayala reported the crosswalk will be replaced once the repaving of the street is complete. Commissioner Cheung reported the Pickleball courts at Tierra Verde Park look great. Commissioner Cheung thanked DRCSD Somogyi and staff for all their hard work and the programs provided for the community. Commissioner Goldsby reported he attended the Ribbon Cutting Ceremony at Tierra Verde Park on June 24. Commissioner Goldsby reported he missed the Patriotic Festival Drone Show on June 28 but looks forward to catching future shows. Commissioner Vannie reported the bears are active in the Arcadia foothills and experienced one on his property. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Kwan thanked the Commissioners for all of the work and insight they provide to the community. Mayor Kwan reported the Patriotic Festival held on June 28 was a magnificent event with extraordinary attendance from the Arcadia Community and many of the surrounding communities. The infectious sense of unity and festive atmosphere made for a memorable event for all who attended. Mayor Kwan reported she attended the Ribbon Cutting Ceremony at Tierra Verde Park on June 24. Mayor Kwan reported she received a letter from tennis players who utilize the Tierra Verde Courts inquiring about possible designated court usage time for tennis players and designated court usage for pickleball players and will provide the information to DRCSD Somogyi for review and consideration. Mayor Kwan stated she is honored to be a part of the Recreation and Parks Commission, a commission that does so much for the community. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of May 14, 2025. It was moved by Commissioner Goldsby, seconded by Vice Chairperson Ayala, and unanimously carried on roll call vote to approve consent calendar 2 .a. with two corrections, the spelling of Commissioner Goldsby’s name and the removal of the duplicated name of Commissioner Cheung in the roll call of the Commissioners. 2. REGULAR ITEMS a. Report from Public Works Services Department I. Project Updates Deputy Director Public Works Services Department (DDPWSD) Carmen Masud reported residents can purchase bear resistant trash carts through the Public Works Services Department. DDPWSD Masud reported Newcastle Park renovations are moving along and the project is on schedule with completion expected in fall. b. Report from Recreation and Community Services Department I. Monthly Reports DRCSD Somogyi welcomed Council Liaison Mayor Kwan to the meeting. DRCSD Somogyi reported summer programs are underway with the youth Summer Fun ‘N Play program being held at two Arcadia Unified School District sites with over 2,000 children participating. DRCSD reported one site offers extended care to accommodate working parents. DRCSD Somogyi reported the youth Sports Camp will run the last four weeks of the summer Programming July 14 through August 8. DRCSD Somogyi reported the Concerts and Movies in the Park series began on Thursday, June 26, with 889 people enjoying the concert and 327 people watching the movie. DRCSD Somogyi reported National Night Out and the City of Arcadia’s Birthday celebration will take place together on Tuesday, August 5. DRCSD Somogyi reported on several senior activities during the month of June, starting with Coffee with the Mayor which had 39 participants attend. DRCSD Somogyi reported Fit & Talk had 46 participants. DRCSD Somogyi reported the Gift Shop had 145 visitors. DRCSD Somogyi reported Karaoke had 73 participants. DRCSD Somogyi reported 107 players participated in Mahjong. DRCSD Somogyi reported the Monday Dance continues to be popular with 323 in attendance. DRCSD Somogyi reported the Senio Meals Program served 1,245 meals. DRCSD Somogyi reported 80 participants attended the senior seminars on “The New Reverse Mortgage and Understanding Hernia Symptoms.” DRCSD Somogyi reported Sing Along with James had 170 participants. DRCSD Somogyi reported the first Doubles Billiards 8-Ball Tournament took place with 16 competitors and the winner took home a medal, a prize, and bragging rights. DRCSD Somogyi reported 138 seniors attended the Summer Luau event and received fresh orchid leis donated by California Specialty Farms. DRCSD Somogyi reported on several recreation programs and activities during the month of June. DRCSD Somogyi reported the Adult Basketball league had 787 participants. DRCSD Somogyi reported Specialty Camps, which include both educational and outdoor recreational activities, had 850 children in attendance. DRCSD Somogyi reported the Volunteen Program had 21 volunteens providing 348 hours of service. DRCSD Somogyi reported the City-Wide Health Education Series had 42 attendees for the Seminar on “Cataract Surgery: Different Lens Implants for Different Visual Outcomes” presented by Dr. Christopher Yo, MD, Ophthalmology, Kaiser Irwindale Medical. DRCSD Somogyi reported Community Center facility rentals continue to increase with 2,310 people utilizing the facility in the month of June. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room There are three pool tables available Monday through Friday from 7:30 a.m. to 4:30 p.m. for seniors to play. The Billiard Room is undergoing renovations July 22- July 31. 141 Blood Pressure Check Free blood pressure checks are available on the second Tuesday of the month, from 10:00 a.m. to 11:00 a.m. 9 Bridge Bridge is available on Wednesdays from 10:00 a.m. to 1:00 p.m. and Fridays from 1:00 p.m. to 4:00 p.m. Card games can help improve memory and cognition. 133 Classes Exercise plays a vital role in a senior’s health and contributes to bone density, increased muscle strength, flexibility, and can reduce stress. Some classes offered are line dance, cardio, Zumba, and more. 2,508 Coffee with the Mayor Coffee with the Mayor is held on the third Tuesday of the month, where seniors can stop by to listen and chat with the Mayor about City issues and topics of personal interest. 35 Fit & Talk Fit & Talk meets every Thursday for an easy 30-minute workout. There are different workouts each week, such as Line Dancing, Zumba, Yoga, and more. 42 Gift Shop The Gift Shop sells jewelry, hand crafts, and unique items made by senior crafters. It is located at the Community Center. Shoppers: 145 Revenue: $580 Information & Referral Intakes The Information & Referral (I&R) program assists seniors with providing I&R referrals that address issues or living concerns. 45 Karaoke Karaoke meets on the first and third Tuesday of each month. It is a popular program where seniors can sing their favorite songs in many languages. 84 Legal Assistance The Neighborhood Legal Services of Los Angeles Organization is available once a month to provide seniors with legal insight. 4 Mahjong Mahjong is a game of Chinese origin played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. Mahjong meets every Friday from 12:30 p.m. to 4:00 p.m. 80 Monday Dance Monday dance is held the first, third, and fifth Monday of each month. Seniors are able to show off their dance skills and to meet new dancers. Live bands play a variety of music to dance to. 217 Monthly Bus Pass Dial-A-Ride bus passes are sold for $5 per month. Bus Passes can also be mailed to customers. 46 Pinochle Pinochle meets every Monday at 9:00 a.m. Pinochle is a card game of German origin played by two to four people with a 48-card deck. 24 Senior Meals Program Lunch meals are provided Monday-Friday. The cost is $3 for individuals who are 55 years or older and $4 for individuals who are 50-54 years of age. Meals 1,144 Average Meals 55 Senior Seminars Free seminars are available every month on different topics. The topic in July was: Learning Effective Self Defense. 34 Sing Along with James Sing Along with James meets Wednesdays from 1:00 p.m. to 3:00 p.m. James plays his guitar and has participants sing along with him. 204 Table Tennis Table Tennis is available Monday-Friday, from 8:00 a.m. to 4:00 p.m. with equipment provided. 960 Taste the Town Each month participants meet at a different restaurant in Arcadia to have lunch and socialize. On July 17, participants had lunch at Xi’An Foodie Restaurant featuring northern Chinese food. 22 Tech Talk A volunteen presents on different technology topics each month. Assistance is provided after each presentation for those who need help with their device. The topic on July 11 was Recognizing Scams. 27 Weekly Movie A weekly movie is available to watch every Tuesday at 12:30 p.m. Movies shown this month: The Six Triple Eight, Murder Mystery, Burn-E, Suzume, National Treasure, and Mission Impossible: Dead Reckoning. 45 You’ve Got a Friend This program provides a weekly phone call to individuals who live alone or need someone to check in on them. New friends are made, and great conversations are enjoyed. 2 Patriotic Picnic On Wednesday, July 3, the Patriotic Picnic for seniors was held. Seniors enjoyed games, raffle prizes, lunch, and dessert. 66 Circus Bingo On July 18, participants enjoyed Bingo with a Circus theme. The program includes eight games of bingo, a light lunch, and a raffle. 78 Afternoon at the Movies On July 25, participants attended an afternoon program to learn all about the making of the popular 1985 sci-fi movie Back to the Future. Guest speaker, Theo Siegel, discussed the making of the film and its entirety. 13 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and managing the club’s correspondence. A monthly club meeting is held at the Community Center to discuss future trips and provide a social gathering. Meeting: 70 Passes Sold: 95 Passengers: 61 Total: 226 Cumulative total for senior services 6,344 Connection Total number of monthly newsletters distributed this month. 1,400 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM DESCRIPTION ATTENDANCE Adult Basketball The Adult basketball league has 28 teams each season. The league takes place at the Dana Gym on Sundays from 8:00 a.m. to 10:00 p.m. The summer league started July 13, 2025, and will run through September 21, 2025. 584 Co-Ed Youth Basketball The Summer Co-Ed Youth Basketball League takes place from June 23 to August 9. There are two divisions, Division B for grades fifth and sixth and Division C for grades third and fourth. This is an internal league with four teams per division. Games are played on Saturdays. Div B 400 Div C 421 Total 821 Summer Fun ‘N Play The Summer Fun ‘N Play Program provides children from ages 5-12 with weekly recreational activities in a group environment. The program runs for eight weeks from June 9 through August 1. The children enjoy a variety of games, crafts, and a weekly demonstration from outside organizations. BS 1,249 CG 1,287 Total 2,536 Summer Sports Camp Sports Camp is offered for four consecutive weeks, July 14 through August 8. Children 5-12 years old participate in a variety of sport activities including basketball, soccer, volleyball, swimming, and more. Campers enjoy a weekly field trip to a fun adventure. In the first three weeks campers experienced Skate Express Roller-Skating Rink, La Mirada Splash Zone water park, and an outing to Bonelli Regional Park. June Specialty Camps offered art, tennis, soccer, and several Science, Technology, Engineering, and Mathematics (STEM) camps. 785 Summer Concerts & Movies in the Park On Thursday evenings in July five Summer Concerts and Movies in the Park took place. Attendees enjoyed music from bands Mobility: US Air Force Band, Stacy Ann & the Master Plan, So Rad, Raymond Michael: Elvis, and The Answer. Movies included Inside Out 2, Sonic 3, Matilda, Grease, and Moana 2. Concerts/Movies 4,096/1,576 Volunteen Program The Volunteen Program provides teens, ages 13-16, with valuable volunteer experiences to help prepare them for college and future jobs.
