RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, September 10, 2025 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER – Chairperson Mediana called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE – Commissioner Ayala ROLL CALL OF COMMISSIONERS PRESENT: Ayala, Cheung, Goldsby, and Mediana UNEXCUSED: Vanni SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Chairperson Mediana reported Pickleball has been consistently active at the Tierre Verde Park courts. He commented on how nice it is to see so many people enjoying the facility. Chairperson Mediana reported one of the stop signs at Second Avenue and Camino Real is blocked by an overgrown tree. Public Works Services Department Street Supervisor (PWSDSS) Dave Thompson informed the Commission the issue will be looked in to. Vice-Chairperson Ayala reported he is excited for the reopening of Newcastle Park and is planning to celebrate his child’s birthday there. Commissioner Ayala inquired about reviewing the Department budget at the October meeting. Director Recreation Community Services Department (DRCSD) Sara Somogyi informed the Commission that the City’s financial department is still transferring information into the new financial system and reports generated at this time will not have complete information until the process is completed. DRCSD Somogyi informed the Commission she is compiling a list of potential park facility projects for consideration in future budget planning. DRCSD Somogyi informed the Commission she would like to have their input and help in prioritizing park projects before presenting them to City Council for consideration and approval. Commissioner Cheung reported the new fence at Hugo Reid Primary school is a nice addition to the facility. Commissioner Cheung reported she is looking forward to the reopening of Newcastle Park in October. Commissioner Goldsby – No Report REPORT FROM CITY COUNCIL MEMBER LIAISON No Report CONSENT CALENDAR a. Approve the Regular Meeting Minutes of August 13, 2025. It was moved by Commissioner Cheung, seconded by Commissioner Goldsby, and unanimously carried on roll call vote to approve consent calendar 2.a. with the correction of the spelling of Commissioner Vanni’s name. 2. REGULAR ITEMS a. Report from Public Works Services Department I. Project Updates PWSDSS Thompson reported the Public Works Services Department has completed the street slurry sealing around the southwest area of the City. PWSDSS Thompson reported the City of Monrovia is completing road repair near Peck Rd and Live Oak that is causing some lane closure in the area. b. Report from Recreation and Community Services Department I. Staff Presentation on Contract Classes and Special Events DRCSD Somogyi introduced Recreation Coordinator (RC) Denisse Bringas, coordinator over Contract Classes and Specials Events. RC Bringas addressed the Commission and gave a power point presentation on the many responsibilities she has in the Department. These include hiring and scheduling contract instructors for classes, designing and executing the quarterly Peacock Buzz Brochure, and assisting with the execution of Citywide Special Events. II. Monthly Reports DRCSD Somogyi passed out flyers for the upcoming Health Fair on September 20, the Moon Festival on October 4, the Grand Reopening of Newcastle Park on October 7 , and the Community Craft Fair on October 25. DRCSD Somogyi surprised the Recreation and Parks Commissioners by announcing there will be a plaque with their names on it placed at the front of Newcastle Park. DRCSD Somogyi further discussed potential park projects the Commission might be interested in proposing to the City Council for future budget consideration, including a possible second dog park and a lighted walking path around the County Park. DRCSD Somogyi reported on several senior activities during the month of August, beginning with 15 seniors receiving free blood pressure checks from Arcadia USC Hospital. DRCSD Somogyi reported senior classes had 1,505 participants. DRCSD Somogyi reported Coffee with the Mayor had 24 participants in attendance. DRCSD Somogyi reported the Gift Shop had 235 visitors. DRCSD Somogyi reported 132 players participated in Mahjong. DRCSD Somogyi reported the Senior Meals Program served 764 meals. DRCSD Somogyi reported Table Tennis had 646 participants. DRCSD Somogyi reported Taste the Town had 18 participants enjoy lunch at Kababstick Mediterranean Grill in Arcadia. DRCSD Somogyi reported 108 seniors attended the annual Beach Trip. DRCSD Somogyi reported 13 individuals attended the new program, Afternoon at the Movies. DRCSD Somogyi reported 58 seniors are participating in the new, free sewing class offered by Pasadena City College being held in the Museum Education Center. DRCSD Somogyi reported on several recreation programs and activities during the month of August. DRCSD Somogyi reported the Adult Basketball League had 807 participants. DRCSD Somogyi reported the first summer Youth Basketball League concluded the season with 272 participants. DRCSD Somogyi reported the 2025-2026 Afterschool Program began with 2,561 children attending. DRCSD Somogyi reported the Summer Sports Camp concluded in August with 452 children participating in the final week of summer programming. DRCSD Somogyi reported the Volunteen Program had 16 Volunteens providing 52 hours of service. DRCSD Somogyi reported the City-Wide Health Education Series had 17 individuals attend the Seminar on “Update on Lung Cancer: Screening and Diagnosis” presented by Dr. Mark Feng. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room There are three pool tables available Monday through Friday from 7:30 a.m. to 4:30 p.m. for seniors to play. 300 Blood Pressure Check Free blood pressure checks are available on the second Tuesday of the month, from 10:00 a.m. to 11:00 a.m. 8 Bridge Bridge is available on Wednesdays from 10:00 a.m. to 1:00 p.m. and Fridays 1:00 p.m. to 4:00 p.m. 186 Exercise Classes Exercise plays a vital role in a senior’s health and contributes to bone density, increased muscle strength, flexibility, and can reduce stress. 1,803 Coffee with the Mayor Coffee with the Mayor is held on the third Tuesday of the month, where seniors can listen and chat with the Mayor about City issues and updates. 22 Fit & Talk Fit & Talk meets on Thursdays for easy 30-minute workouts. 36 Gift Shop The Gift Shop sells jewelry, hand crafts, and unique items made by senior crafters. The Gift Shop is located at the Community Center. Shoppers: 590 Revenue: $233 Information & Referral Intakes The Information & Referral program assists seniors finding resources that address their issues or living concerns. 115 Karaoke Karaoke meets on the second and fourth Tuesday of each month. It is a popular program where seniors can sing their favorite songs in many languages. 50 Legal Assistance The Neighborhood Legal Services of Los Angeles Organization is available once a month to provide seniors with legal insight. 4 Mahjong Mahjong meets Fridays at 12:30 p.m. It is a game of Chinese origin played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. 112 Monday Dance Monday dance is held the first, third, and fifth Monday of each month. Seniors are able to show off their dance skills and to meet new dancers. Live bands play a variety of music to dance to. 214 Monthly Bus Pass Dial-A-Ride bus passes are sold for $5 per month. Bus Passes can also be mailed to customers. 20 Pinochle Pinochle meets every Monday at 9:00 a.m. It is a card game of German origin played by two to four people with a 48-card deck. 20 Senior Meals Program Lunch meals are provided Monday-Friday. The cost is $3 for individuals who are 55 years or older and $4 for individuals who are 50-54 years of age. Meals 913 Average Meals 46 Senior Seminars Free seminars are available every month on different topics. September topics were: Older Adults Home Modification, L.A. Metro on the Move, USC Arcadia on Nutrition and Brain Health, Matter of Balance, and Public Works on Water Conservation Techniques. 139 Sing Along with James Sing Along with James meets Wednesdays from 1:00 p.m. to 3:00 p.m. James plays his guitar and has participants sing along with him. 156 Table Tennis Table Tennis is available Monday-Friday, from 8:00 a.m. to 4:00 p.m. with equipment provided. 292 Taste the Town Each month participants meet at a different restaurant in Arcadia to have lunch and socialize. On September 18, participants had lunch at Blue Magpie restaurant for Taiwanese food. 10 Senior Cinema Free movies are shown Tuesday’s at 12:30 p.m. This month’s movies were Tortilla Soup, Coco, The Last of the Chupacabras, McFarland USA, Under the Same Moon, and Going Varsity in Mariachi. 54 You’ve Got a Friend This program provides a weekly phone call to individuals who live alone or need someone to check in on them. New friends are made, and great conversations are enjoyed. 3 Bunco On September 5, 29 participants signed up for the popular Bunco program. The theme was Tackle into Bunco and included a light lunch, refreshments, dessert, and prizes. 29 Sewing Techniques This new class, presented by Pasadena City College, will run through December 9, 2025. Participants will learn all about patterns, sewing techniques, and craft projects. 33 Western Hoedown On Friday, September 19, the annual Western Hoedown was held. The program included lunch, entertainment, raffle prizes, and line dancing with DJ Pam Wagoner. 162 Senior Cultural Day Camp On September 25, participants enjoyed a guided tour to various places in Koreatown to learn about the culture followed by lunch at a Korean restaurant. 52 Senior Social Hour On September 26, seniors attended a social hour where they met new friends through interactive activities and conversation. Snacks and refreshments were provided. 15 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and managing the club’s correspondence. A monthly club meeting is held at the Community Center to discuss information on trips. Meeting: 70 Passes Sold: 95 Passengers: 130 Total: 295 Cumulative total for senior services 5,633 Connection Total number of monthly newsletters distributed this month. 1,300 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM DESCRIPTION ATTENDANCE Adult Basketball The Adult basketball league has 28 teams each season. The league takes place at the Dana Gym on Sundays from 8:00 a.m. to 10:00 p.m. The summer league started July 13, 2025, and ran through September 21, 2025. 834 Afterschool Program The Afterschool Playground Program is a free drop-in program for youth in grades K-5. The program operates Monday through Friday from school dismissal to 4:30 p.m. The program runs from August 18, 2025, through May 29, 2026. Six elementary school playgrounds provide a variety of activities including board games, crafts, and outdoor games to keep participants safely engaged and entertained. There are two divisions, Division A for seventh and eighth graders and Division B for fifth and sixth graders third and fourth. This is an internal league with four teams per division. Practices are on Monday and Wednesdays with games played on Saturdays. Div A 328 Div B 312 Total 640 Kid’s Night Out On Friday, September 12, 41 children attended Kid’s Night Out. The theme of the evening was Around the World. The night consisted of themed activities including a fun game of Airplane Toss, making Globe Suncatchers, and watching Around the World in 80 Days. 41 Volunteen Program The Volunteen Program provides teens, ages 13-16, with valuable volunteer experiences to help prepare them for college and future jobs. During the month of August, a total of 145 hours were completed by 18 Volunteens. 18 Volunteens 145 hours City of Arcadia Health Fair On Saturday, September 20, the City of Arcadia’s 2nd Annual Health Fair took place at the Arcadia Community Center from 9:00 a.m. to 1:00 p.m. This free event featured 45 vendors which offered doctor consultations, health screenings, and various medical information for the 800 individuals in attendance. One of the screenings tested 37 diabetics for the possibility of Diabetic Retinopathy. This is the first time this type of extensive screening has been offered at a Health Fair and not in a doctor’s office! 800 City-Wide Health Education Series On Wednesday, September 24, 26 individuals attended the City-Wide Health Education Series seminar on “Prostate Cancer: What you need to know” presented by Mark Feng, MD. 26 Nature Hike On Saturday, September 27, 46 participants enjoyed a Nature Hike along the Lake Hollywood Reservoir. Transportation and lunch were provided.
