SUBJECT: ACCEPT ALL WORK PERFORMED BY YUNEX LLC (“YUNEX TRAFFIC”) FOR
THE HUNTINGTON DRIVE CORRIDOR TRAFFIC SIGNAL IMPROVEMENT
PROJECT IN THE AMOUNT OF $585,158.60.
CEQA: Exempt
Recommendation: Approve
SUMMARY
On March 19, 2024, the City Council awarded a contract to Yunex LLC (“Yunex
Traffic”), in the amount of $534,955, plus a 10% contingency for the Huntington Drive
Corridor Traffic Signal Project. During the project, there were two (2) change orders
totaling $50,203.60, or about 9.38% of the original contract amount.
All terms and conditions of the contract have been met, and the required work has
been completed to the City’s satisfaction, for a final cost of $585,158.60. It is
recommended that the City Council accept all work performed by Yunex Traffic for
the Huntington Drive Corridor Traffic Signal Improvement Project as complete; and
authorize the final payment to be made in accordance with the contract documents.
BACKGROUND
Huntington Drive is one of the busiest roadways in the City, handling over 20,000
vehicles per day in each direction. In recent years, the City has been actively
upgrading the existing traffic signal infrastructure with modern technologies for
improved operations. These upgrades include the implementation of Flashing Yellow

Arrow (“FYA”) cycles, video detection, and enhanced pedestrian and vehicle signal
indication. Such improvements are made possible through the installation of new
Advanced Traffic Controller (“ATC”) cabinets, which have been installed at 28 of the
65 City owned and operated intersections.
As part of the Capital Improvement Program, the Huntington Drive Traffic Signal
Improvement Project was developed to upgrade the existing signal equipment at
seven intersections along the corridor. The goal of the project is to accommodate
new technology and enhance traffic safety at the following intersections:
• Huntington Drive & Michillinda Avenue
• Huntington Drive & Sunset Boulevard
• Huntington Drive & Golden West Avenue
• Huntington Drive & Baldwin Avenue
• Huntington Drive & Gate 1 (The Shops at Santa Anita)
• Huntington Drive & La Cadena Avenue
• Huntington Drive & Holly Avenue/Campus Drive/Gate 3 (Santa Anita Park)
The project was advertised for bids on February 2, 2024, and bids were opened on
February 22, 2024. Yunex LLC (“Yunex Traffic”) was the lowest qualified bidder,
submitting a bid of $534,955. On March 19, 2024, the City Council awarded a contract
to Yunex Traffic in that amount, with a 10% contingency.
DISCUSSION
Construction began in October 2024 and was completed in July 2025. Two change
orders were processed during the course of the project, resulting in a total increase
of $50,203.60. Despite these changes, the final cost remained within the original
contract amount, including the 10% contingency. Details of the change orders are
provided below.
Change Order No. 1 included the furnishing and installation of seven (7) Clary
battery backup systems, 15 pedestrian push buttons with signage, 12
pedestrian modules, five (5) yellow ball traffic signal modules, five (5) yellow
arrow modules, five (5) programmed visibility lamps, three (3) right angle
visors, and associated hardware.

Change Order No. 2 addressed unforeseen issues encountered during
construction at five intersections. This included the replacement or repair of
aging wires, cables, and faulty equipment that were not part of the original
project scope. These items were completed on a time-and-materials basis to
prevent delays and allow the contractor to continue work without interruption.
Additionally, Change Order No. 2 included a credit of $2,485, related to the
installation of battery backup systems.
A summary of the Change Order amounts, and final contract amount, is as follows:
Original Contract: $534,955.00
Change Order #1 $28,130.00
Change Order #2 $22,073.60
Change Order Sub Total: $50,203.60
Final Total Contract: $585,158.60
ENVIRONMENTAL ANALYSIS
This project is categorically exempt pursuant to the California Environmental Quality
Act ("CEQA") under sections 15301 (Existing Facilities), 15302 (Replacement or
Reconstruction), and 15303 (New Construction or Conversion of Small Structures), as
the project involves the replacement of existing facilities, and limited installation of
new, small structures related to the traffic signal system, with no expansion of use.
FISCAL IMPACT
This project was budgeted in the Fiscal Year 2022-23 Capital Improvement Program
in the amount of $1,000,000 for both design and construction, with funding from
Measure M. Of the total budget, $175,539.62 was spent to purchase traffic signal
cabinets and video detection equipment for all seven intersections. Additionally,
$37,847.83 was spent on design services, including work performed by the
Development Services Department and Advantec Consulting. After these
expenditures, the remaining project balance is $786,612.55, and as a result, there are
sufficient funds to cover the entire project cost of $585,158.60.

RECOMMENDATION
It is recommended that the City Council determine this project is categorically
exempt under the California Environmental Quality Act (“CEQA”); and accept all work
performed by Yunex LLC (“Yunex Traffic”) for the Huntington Drive Corridor Traffic
Signal Improvement Project as complete; and authorize the final payment to be
made in accordance with the contract documents.
