Any individual wishing to speak before the Recreation and Parks Commission is limited to
five (5) minutes per person, unless waived by the Recreation and Parks Commission. Under
the Brown Act, the Recreation and Parks Commission is prohibited from discussing or taking
action on any item not listed on the posted agenda. The matter may automatically be
referred to staff for appropriate response or action or may be placed on the agenda of a
future meeting.

CALL TO ORDER – Chairperson Mediana called the meeting to order at 6:02 p.m.

1. PUBLIC COMMENTS
REPORTS FROM RECREATION AND PARKS COMMISSIONERS
Chairperson Mediana apologized he was unable to attend the Newcastle Park Grand
Reopening on October 7. Chairperson Mediana thanked Public Works Services Department
Street Supervisor (PWSDSS) Dave Thompson for taking care of the obstructed visibility of one
of the stops signs at the intersection of Second Avenue and Camino Real.
Vice-Chairperson Ayala reported he attended the Grand Reopening of Newcastle Park on
October 7. He stated it was a great event with positive reviews posted online by the public.
Vice-Chairperson Ayala suggested the lights at the Newcastle Handball and Pickleball courts
be turned on earlier. DRCSD Somogyi informed the Commissioners that the timers will be
adjusted accordingly. Vice-Chairperson Ayala reported he is excited to utilize the park for
family outings.
Commissioner Cheung reported she went and took a look at the new permanent fence
around Hugo Reid and says it looks really good. Commissioner Cheung reported the Grand
Reopening of Newcastle Park on October 7 was an exciting event. Commissioner Cheung
congratulated everyone involved in the renovation of the facility and remarked there was a
good turnout from the public.
Commissioner Goldsby reported he attended the Grand Reopening of Newcastle Park on
October 7 and was extremely impressed with the facility. Commissioner Goldsby reported
there was a great turnout from the public, that the spirits were high, and the positive energy
could be felt in the park. Commissioner Goldsby commented the repaved streets in the City
are nice to travel on.
Commissioner Vanni reported to PWSDSS Thompson that there is debris sliding from the
hillside in the residential area north of Carolwood on Canyon. It appears to be coming from
the area above Wilderness Park where the herd of sheep and goats did brush clearing.
Commissioner Vanni commended the staff on an amazing job with the Grand Reopening of
Newcastle Park on October 7.

CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of September 10, 2025.
It was moved by Commissioner Goldsby, seconded by Commissioner Cheung, and
unanimously carried on roll call vote to approve consent calendar 2.a.

a. Report from Public Works Services Department
I. Project Updates
PWSDSS Thompson reported woodchips were added to the Hugo Reid Park playground.
PWSDSS Thompson reported the Grand Reopening of Newcastle Park went extremely well.
b. Report from Recreation and Community Services Department
I. Summer Video
DRCSD Somogyi presented a summer video to highlight the 2025 summer activities.
II. Monthly Report
DRCSD Somogyi requested the monthly report be received and filed. The Commissioners
agreed to receive and file the report without further discussion.
III. Discussion of Future Park Projects
DRCSD Somogyi provided binders to each Commissioner containing completed park projects
and potential future park projects for review and discussion. The binder is an informational
guideline broken down by the five voting districts in the City. The binder includes explanation
on how parks are classified and the Parks Facility Fund budget sheet. The Parks Facility Fund
is a fund generated by tax revenue stemming from new developments in the City. These
funds may only be used to improve and expand usage in City park facilities. After an overview
of the contents, DRCSD Somogyi requested the Commissioners take time to review the
information prior to the November 12 meeting. DRCSD Somogyi encouraged the
Commissioner’s to present any additional projects for consideration that may be of interest
to the community.
ADJOURNMENT
Chairperson Mediana adjourned the meeting at 7:01 p.m. to November 12, 2025, at 6 p.m.

SENIOR SERVICES DIVISION
Arcadia Senior Services plays an integral part in the wellness of the senior community. The
multitude of programs, services, and activities offered supports the healthy and independent
lifestyle of the participants. A brief description with program attendance is listed below.
PROGRAM DESCRIPTION ATTENDANCE
Billiard Room There are three pool tables available Monday through
Friday from 7:30 a.m. to 4:30 p.m. for seniors to play. 284
Blood Pressure
Check
Free blood pressure checks are available on the
second Tuesday of the month, from 10:00 a.m. to
11:00 a.m.

Bridge Bridge is available on Wednesdays from 10:00 a.m. to
1:00 p.m. and Fridays 1:00 p.m. to 4:00 p.m. 242
Exercise
Classes
Exercise plays a vital role in a senior’s health and
contributes to bone density, increased muscle
strength, flexibility, and can reduce stress.

Coffee with the
Mayor
Coffee with the Mayor is held on the third Tuesday of
the month, where seniors can listen and chat with the
Mayor about City issues and topics of personal
interest.

Fit & Talk
Fit & Talk meets on Thursdays for easy 30-minute
workouts which include chair stretching, senior
Olympics, circle volleyball, and more.

Gift Shop
The Community Center Gift Shop sells jewelry, hand
crafted items, blankets, and other unique items made
by senior crafters.

The Information & Referral program assists seniors

Karaoke
Karaoke meets on the second and fourth Tuesday of
each month. It is a popular program where seniors
can sing their favorite songs in many languages.

The Neighborhood Legal Services of Los Angeles
Organization is available once a month to provide
seniors with legal insight.

Mahjong
Mahjong meets Fridays at 12:30 p.m. It is a game of
Chinese origin played by four people with 144 tiles
that are drawn and discarded until a player secures a
winning hand.

Dance
Monday dance is held the first, third, and fifth Monday
of each month. Seniors are able to show off their
dance skills and to meet new dancers. Live bands play
a variety of music to dance to.

Bus Pass
Dial-A-Ride bus passes are sold for $5 per month. Bus
Passes can also be mailed to customers. 20
Pinochle
Pinochle meets every Monday at 9:00 a.m. It is a card
game of German origin played by two to four people
with a 48-card deck.

Lunch meals are provided Monday-Friday. The cost is
$3 for individuals who are 55 years or older and $4 for
individuals who are 50-54 years of age.

James
Sing Along with James meets Wednesdays from 1:00
p.m. to 3:00 p.m. James plays his guitar and has
participants sing along with him.

Table Tennis is available Monday-Friday, from 8:00

Taste the Town
Each month participants meet at a different
restaurant in Arcadia to have lunch and socialize. On
October 16, participants met at Auntie Qiu Kitchen for
authentic Shanghainese food.

Senior Cinema
Free movies are shown Tuesday’s at 12:30 p.m. This
month’s movies were The Mummy, Nightmare Before
Christmas, Trick or Treat, Last Breath, and Wicked.

You’ve Got a
Friend
This program provides a weekly phone call to
individuals who live alone or need someone to check
in on them. New friends are made, and great
conversations are enjoyed.

Moon Festival
Luncheon
On October 3, 2025, participants enjoyed the annual
Moon Festival luncheon. The event included a Guqin
performance, traditional Chinese food, and
mooncakes.

On October 17, 2025, participants signed up for the
popular Bingo program. The theme was Oktoberfest
and included lunch, refreshments, dessert, and
prizes.

Monster Mash
On Friday, October 31, 2025, seniors attended the
annual Halloween celebration, Monster Mash. The
event included lunch, games, goody bags, dancing,
and a costume contest with prizes.

Travelers Club
Support services include registering members for
trips, signing up new members, and managing the
club’s correspondence. A monthly club meeting is
held at the Community Center to discuss information
on trips.

RECREATION SERVICES DIVISION
The Recreation Services Division is responsible for providing programs and activities which
meet the recreational needs of the community. A diverse selection of programs is offered
for youth, adults, and families to provide the opportunity for positive recreation experiences
and to promote health and wellness. A brief description and attendance totals for the
programs and services is listed below.

The Adult basketball league has 28 teams each season.
The league takes place at the Dana Gym on Sundays
from 8:00 a.m. to 10:00 p.m. The fall league started
September 28, 2025, and will run through December 7,
2025.

Afterschool
Program
The Afterschool Playground Program is a free drop-in
program for youth in grades K-5. The program operates
Monday through Friday from school dismissal to 4:30
p.m. The program runs from August 18, 2025, through
May 29, 2026. Six elementary school playgrounds
provide a variety of activities including board games,
crafts, and outdoor games to keep participants safely
engaged and entertained.

Youth
Volleyball
The fall Co-Ed Youth Volleyball League takes place from
September 8 to November 12. There are two divisions,
Division A for seventh and eighth graders and Division
B for fifth and sixth graders third and fourth. This is an
internal league with four teams per division. Practices
are on Monday and Wednesdays with games played on
Saturdays.

Daughter
Dance
On Friday, October 3, the annual Father Daughter
Dance took place. This year’s Disco themed event had
participants dressed in their grooviest attire, including
bell bottoms, flower crowns, and sequins. Attendees
danced the night away, competed in fun games, took
photos at the photo booth, had a catered dinner by
Stonefire Grill, and enjoyed a dessert table filled with
various treats.

Moon
Festival
On Saturday, October 4, the City of Arcadia in
collaboration with the Arcadia Chamber of Commerce
and the Arcadia Chinese Association held the annual
Moon Festival at City Hall Lawn. Over 2,000 people
celebrated under the mid-autumn moon, gathering with
friends and family. Attendees enjoyed a variety of
entertainment including dancing, singing, storytelling,
vendor booths, mooncake making, and food booths.

Park Grand
Reopening
On Tuesday, October 7, the City of Arcadia proudly
unveiled the newly renovated Newcastle Park at the
Grand Reopening Ceremony. Over 250 individuals
gathered to watch the Ribbon Cutting Ceremony and
explore the amenities of the new park including
pickleball courts, tennis courts, handball courts,
playground, exercise equipment, and butterfly garden.
All attendees were treated to a cookie and a giveaway
of a pickleball, handball, or frisbee.

Kid’s Night
Out
On Friday, October 10, 40 children attended this Spooky
themed event. Participants played a pumpkin toss
game, had a mummy making competition, and did
themed crafts all while wearing their costumes. Pizza
and cupcakes were served and the evening concluded
with a viewing of the movie, Hotel Transylvania.

Series
On Wednesday, October 22, 17 individuals attended the
City-Wide Health Education Series seminar on “Breast
Cancer: What you need to know” presented by Mary
Yamashita, MD.

Halloween
Haunting
On Friday, October 24, the Recreation and Community
Services Department teamed up with the Downtown
Arcadia Improvement Association to bring the
community Halloween fun. Over 3,500 people put on
their costumes to enjoy games and candy in Downtown
Arcadia.

Craft Fair
On Saturday, October 25, 350 people attended the
annual Craft Fair. Attendees browsed and purchased
various handmade art, crafts, and seasonal items made
by local crafters. Additionally, attendees enjoyed live
entertainment from Tony DiGiovanni and raffle
drawings throughout the event.

Volunteen
Program
The Volunteen Program provides teens, ages 13-16,
with valuable volunteer experiences to help prepare
them for college and future jobs. During the month of
October, a total of 211 hours were completed by 16
Volunteens.
