REGULAR MEETING MINUTES
October 2, 2025
CALL TO ORDER - Vice -Chairperson Sherman called the meeting to order at 4:01 pm

1. PUBLIC COMMENTS - None
REPORTS FROM SENIOR CITIZENS COMMISSIONERS
Commissioner Arasawa reported that members of his community expressed interest for
senior activities, programs, and events be available after 6:00 p.m. for those seniors who still
work.
Commissioner Arzate asked if there is a community garden in Arcadia. Deputy Director of
Recreation and Community Services, Candice Cheung (DDRCS) responded that there is a
community garden at Holly Avenue Elementary School and there is a butterfly garden at
Newcastle Park.
Commissioner Arbour introduced herself as the representative for the Golden Senior Club.
Commissioner Arbour reported the club meets at 11:00 a.m. on Thursdays. Club members
begin with prayer followed by the Pledge of Allegiance. Club members enjoy singing, bingo,
lunch, and holiday celebrations. Commissioner Arbour reported there is a $10 annual
membership fee.
Commissioner Laczko reported she attended the South Korea Cultural Day Camp trip on
September 25, 2025, and commended staff for the fun excursion. Commissioner Lackzo
reported she stopped by one of the sewing classes and was happy to see a great
environment. Everyone expressed how happy they were with the class. Commissioner
Lackzo inquired about a third class due to the demand and popularity of the sewing class.
Commissioner Laczko requested that the Senior Citizens Commission photo be included in
the Connection Newsletter for the public to know who they are. DDRCS Cheung stated there
will be an opportunity to add topics to future agendas. This would occur during the request
for future item section of the agenda. An item can be added if a majority of the commission
desires to add it to the agenda.
Vice -Chairperson Sherman reported that the Men's Club members continue to enjoy playing
pinochle each week. There are currently six members in the Men's Club who meet every
Monday from 9:00 a.m. to 2:30 p.m. at the Arcadia Community Center.
REPORT FROM CITY COUNCIL MEMBER LIAISON
Council Member Michael Cao reported that on Saturday, October 4, 2025, the annual Moon
Festival will be held from 5:00 p.m. to 8:30 p.m. at the Arcadia City Hall Lawn. The event is
free and will include entertainment, activities for children, food vendors, and mooncake
making. Council Member Cao reported October is breast cancer awareness month and there
will be a Citywide Health seminar on October 22, 2025, at 6:00 p.m. at the Arcadia Public
Library. Guest speaker, Dr. Mary Yamashita, will talk about breast cancer and what you need
to know. Dr. Yamashita is a Clinical Professor of Radiology and Surgery Chief of Breast
Imaging at Keck Medicine of USC.
2. CONSENT CALENDAR
a. Regular meeting minutes of September 4, 2025.
Recommended Action: Approve
It was moved by Commissioner Arzate seconded by Commissioner Curley and unanimously
carried on roll call vote to approve Consent Calendar Item 2.a.

3. REGULAR ITEMS
a. Staff Presentation on Senior Programs and Event
Recreation Coordinator (RC) Brian DeLeon gave a brief presentation on many of the
programs and events offered by the Arcadia Recreation and Community Services
Department. RC DeLeon has over 10 years of recreational experience with youth camps,
afterschool programs, special events, excursions, sports leagues, and rentals. Currently his
areas of responsibility are 50+ programs, community events, and facility reservations. RC
DeLeon is the main contact who helps facilitate weekend rentals to non-profit organizations.
RC DeLeon reported on upcoming fall programs which include Bunco, Bingo, Table Tennis
Tournament, Veterans Day, and Cultural Day Camp. RC DeLeon's office is located at the
Arcadia Community Center.
b. Report of Recreation Supervisor Annie Sumioka (RS)
Recreation Supervisor, Annie Sumioka (RS) reported on the following senior programs
and events. On September 19, 2025, 162 seniors attended the popular Western Hoedown
event which includes entertainment, lunch, and line dancing with DJ Pam Wagoner. On
September 25, 2025, participants enjoyed a guided tour of Koreatown. The program
includes transportation, lunch, a tour, and goodie bags. On September 26, 2025, 15
participants signed up for the monthly senior social hour where everyone can interact
with one another, play games, and enjoy refreshments and snacks. Pinochle and puzzles
is the new edition inside the craft room. The annual Moon Festival will be held on Friday,
October 3, 2025, a celebration of the autumn harvest which includes lunch, and
entertainment. Taste the Town will be held on October 16, 2025, at 11:30 a.m. where
participants can enjoy a nice meal at Auntie Qiu Kitchen. The annual Craft Fair will be held
on Saturday, October 25, 2025, from 9:00 a.m. to 2:00 p.m. The Craft Fair is held each
year at the Arcadia Community Center which includes handmade items, seasonal items,
craft demo, entertainment, and raffle prizes. On October 31, 2025, the annual Halloween
event will be held with a Monster Mash theme. The event includes lunch, entertainment,
games, costume contests, and dancing.
RS Sumioka reported on the following free seminars. On October 13, 2025, there will be
a free vegetable planting garden seminar at 1:30 p.m. Supplies will be provided. On
October 22, 2025, a free estate planning seminar will be held at 12:00 p.m. On October
27, 2025, a fraud prevention seminar will be held. All seminars are held at the Arcadia
Community Center. Lastly, RS Sumioka reported that staff is working with Pasadena City
College on offering a free history class in the near future.
c. Report of Recreation and Community Services Director (RCSD)
DDRCS Cheung followed up with the Arcadia Development Services Department (DSD)
on the status of the Derby restaurant in Arcadia. DSD is currently waiting for their plans.
DDRCS Cheung advised everyone that the Connection Newsletter is solely to promote
and advertise for senior programs and events. DDRCS Cheung recommended that the
Senior Citizens Commission should wear their name badge to City events in order for the
public to get to know who they are.
DDRCS Cheung reported the grand reopening ceremony of Newcastle Park will be held
on Tuesday, October 7, 2025, at 5:30 p.m. DDRCS Cheung reported Breakfast with Santa
registration will open on October 13, 2025. This popular event sells out fast.

ADJOURNMENT
Vice -Chairperson Sherman adjourned the meeting at 4:38 p.m. to Thursday, November
6, 2025, at 4:00 p.m. in the Recreation Conference Room, 375 Campus Drive, Arcadia.
