CALL TO ORDER – Mayor Kwan called the Regular Meeting to order at 7:00 p.m. 2. INVOCATION – Reverend Eva Thai-Erwin, Church of the Good Shepherd 3. PLEDGE OF ALLEGIANCE – Reverend Eva Thai-Erwin, Church of the Good Shepherd 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Cao, Cheng, Fu, Wang, and Kwan ABSENT: None 5. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto had nothing to report. 6. PRESENTATIONS a. Presentation of an adoptable dog by Kevin McManus of the Pasadena Humane Society. b. Presentation of the 72nd Annual Arcadia Festival of Bands Proclamation. 7. PUBLIC COMMENTS Dom Tallerico, an Arcadia resident and Planning Commissioner, appeared and commented on the City’s finances; he encouraged the City Council to consider forming a Citizens Financial Advisory Committee, providing suggested qualifications for potential members; and he indicated that the purpose of the committee would be to determine whether there is any cause for concern. Donna Choi, Executive Director of the Downtown Arcadia Improvement Association, appeared and thanked City staff for their efforts and assistance in organizing the Halloween Haunting event; she commented on the success of the event and encouraged everyone to attend the Holiday Fair on Dec. 13. Diana Bacero, member of the Downtown Arcadia Improvement Association, appeared and expressed her appreciation to everyone who attended the Halloween Haunting event and recognized the participating Downtown Arcadia businesses. 2 11-04-2025 Nash Eskander, an Arcadia resident, appeared and expressed his concerns regarding burglaries that have occurred in his neighborhood over the past year; he requested additional patrol units and clarification on solicitation regulations, including whether a “No Trespassing” sign is required to prevent solicitors from approaching his residence. In response to Mr. Eskander’s comments, City Manager Lazzaretto noted that additional patrols would be assigned to the area; Assistant City Manager/Development Services Director Kruckeberg also clarified that solicitors are required to obtain a permit; he encouraged Mr. Eskander to register on the City’s Refusal Registry; and indicated that posting a “No Trespassing” sign may help deter solicitors. Sonia, an Arcadia resident, appeared and provided an update on a news article she referenced at the previous City Council meeting concerning an individual who pled guilty to acting as an illegal agent for the Chinese government; and she encouraged Mayor Pro Tem Wang to resign from office. April Verlato, former Arcadia Mayor and resident, appeared and thanked the City Council and City staff for organizing the Arcadia Community Cleanup Day event; she shared that she and Mayor Kwan attended the Asian Hall of Fame Induction; and she commented on City Attorney Maurer’s prior assertions on public comments given during City Council meetings, recalling a different practice during her time on the City Council. 8. CONSENT CALENDAR a. Special Meeting Minutes of October 20, 2025, and Regular Meeting Minutes of October 21, 2025. CEQA: Not a Project Recommended Action: Approve b. Professional Services Agreement with Republic Services for clarifier clean out and emergency clean-up services in the amount of $52,198.48. CEQA: Not a Project Recommended Action: Approve c. Professional Services Agreement with Mesa Energy Systems, Inc. DBA Emcor Services Mesa Energy for the supply of technology, parts, online communications, and support for the City’s HVAC automation management system, in an amount not to exceed $55,000. CEQA: Exempt Recommended Action: Approve d. Professional Services Agreement with Stetson Engineers, Inc. for the 2025 Water Master Plan Update in the amount of $254,600. CEQA: Not a Project Recommended Action: Approve 3 11-04-2025 e. Professional Services Agreement with CCS Facility Services – Los Angeles, Inc. for janitorial and porter services at various City facilities in an amount not to exceed $546,372. CEQA: Not a Project Recommended Action: Approve f. Purchase Order with Sager Ford for the purchase of one 2026 Ford F-350 Super Duty pickup truck in the amount of $67,592.57. CEQA: Not a Project Recommended Action: Approve It was moved by Council Member Cao, seconded by Mayor Pro Tem Wang, and carried on a roll call vote to approve Consent Calendar Items 8.a through 8.f. AYES: Cao, Wang, Cheng, Fu, and Kwan NOES: None ABSENT: None 9. CITY MANAGER a. Agreement between the City of Arcadia and the Los Angeles Organizing Committee for Olympic and Paralympic Games concerning operations for the 2028 Olympic and Paralympic Games. CEQA: Not a Project Recommended Action: Approve Assistant City Manager/Development Services Director Kruckeberg presented the Staff Report. Vic Nol, Director of Venue City Relations for the LA28 Olympic and Paralympic Games, thanked the City Council and City staff for their support of the agreement and future partnership on bringing the Games back to Arcadia. A motion was made by Council Member Cao, seconded by Council Member Cheng, and carried on a roll call vote to approve the agreement between the City of Arcadia and the Los Angeles Organizing Committee for Olympic and Paralympic Games concerning operations for the 2028 Olympic and Paralympic Games. City Attorney Maurer noted a friendly amendment to the motion, which authorizes the City Attorney to approve minor modifications to the Agreement. AYES: Cao, Cheng, Fu, Wang, and Kwan NOES: None ABSENT: None 4 11-04-2025 10. AB 1234 REPORTS FROM MAYOR AND CITY COUNCIL (limited to legally required reports). Council Member Fu had nothing to report. Council Member Cao had nothing to report. Council Member Cheng had nothing to report. Mayor Pro Tem Wang had nothing to report. Mayor Kwan responded to remarks made during the Public Comment period, specifically how public comments have been taken during City Council meetings. Council Member Cheng called for a point of order to inquire whether Mayor Kwan’s remarks were consistent with the current Rules of Procedure and Decorum, and requested clarification from the Parliamentarian. City Attorney Maurer, serving as Parliamentarian, clarified that comments may only be made on matters of personal privilege, and stated that he did not believe Mayor Kwan’s comments constituted such a matter. Mayor Kwan concluded her comments by sharing that she attended the San Gabriel Valley Economic Partnership Awards Gala on October 25, in San Dimas. 11. REQUEST FOR FUTURE ITEMS Council Member Fu requested City Council support to place an item on a future agenda to review the City’s policies and procedures on the safety of underage participants in youth programs – Mayor Pro Tem Wang and Council Member Cao concurred. He also requested staff support in developing an information program for residents to provide safety tips on avoiding scams targeting homeowners. City Manager Lazzaretto sought clarification on whether an agenda item was requested on the matter. Council Member Fu responded that he did not need an agenda item but was seeking City support in disseminating the information program to residents. As such, City Manager Lazzaretto shared that the matter could be discussed outside the meeting, without adding the topic to a future agenda. Mayor Kwan requested City Council support to place an item on a future agenda to establish a Citizens Financial Committee to provide clarification and transparency regarding the City budget. 5 11-04-2025 City Manager Lazzaretto reminded the City Council that a Citizen’s Financial Advisory Committee is already established and traditionally meets once a year, noting that it may be an appropriate time to revisit the committee’s role and functions. Council Member Fu inquired whether the annual financial reports had been finalized. City Manager Lazzaretto stated that the final audit report will be published at the end of December and that the Citizen’s Financial Advisory Committee would be scheduled to meet in January 2026 to review the results. Council Member Fu stated that Mayor Kwan’s request is premature and recommended revisiting the matter once the final audit report is completed – the City Council concurred. ADJOURNMENT The City Council adjourned at 8:02 p.m. to Tuesday, November 18, 2025, at 6:00 p.m., in the City Council Conference Room. Linda Rodriguez City Clerk
