SUBJECT: Report and Recommendation to Authorize the City Manager to Extend the
Agreement Between the State of California, Office of Emergency Services
(O.E.S.) and the City of Arcadia, Providing for the City of Arcadia to Maintain
and Staff an O.E.S. Engine
Summary
The Arcadia Fire Department currently maintains and staffs (upon request) a State O.E.S. fire
engine per an agreement between the State of California and the City of Arcadia. The term of
this agreement has expired as of December 31, 1997. Staff is recommending the City Council
authorize the City Manager to amend the existing agreement (amendment attached), by
extending the expiration date to December 31, 1999.
Discussion
On February 1, 1989, the City of Arcadia entered into an agreement with the State of California,
Office of Emergency Services, transferring possession of O.E.S. Engine -230 along with certain
equipment to the City of Arcadia. In return for assuming possession of the O.E.S. engine, the
City accepted the responsibility, of providing minor maintenance to the engine and staffing it
upon request by the State.
Under this agreement, the City is permitted to use the O.E.S. engine as needed in daily
operations. This is of great benefit to the City as several vehicles and one reserve engine have
been eliminated from the Fire Department's fleet in recent years. The O.E.S. engine serves in a
back -up capacity and has been the only available reserve engine from time to time due to the
other two engines being out of service.
Requests for strike teams vary from year to year, as does the length of stay for the firefighters.
Over the last few years, we generally have received three to four strike team requests each year.
Fiscal Impact
The approximate cost to maintain the O.E.S. engine is $3,500.00 annually. The State pays for
repairs and major service requirements. In addition to the maintenance costs, the City generally

incurs overtime expenses when firefighters are summoned on strike teams to fight wildland fires.
However, the City is reimbursed by the State for most of the overtime expenses. It should also
be noted that State representatives have conveyed to staff that requests for strike teams are
expected to decline due to changes in State operations. Thus, the cost to the City as a result of
this agreement is projected to continue to be nominal.
Recommendation
It is recommended by staff the City Council authorize the City Manager to extend the
agreement between the State of California, Office of Emergency Services and the City of
Arcadia, providing for the City of Arcadia to maintain and staff an O.E.S. engine, on a
form approved by the City Attorney.

EXTENSION OF AGREEMENT
THIS AGREEMENT, made and entered into the 1st of February, 1989, and extended
in July 1990, July 1992, December 1993, and December 1995, by and between the State
of California, acting by and through its duly appointed, qualified, and acting Director of the
Office of Emergency Services, hereinafter called STATE, and the Arcadia Fire Department
through its duly appointed, qualified, and Acting Officers, hereinafter called TRANSFEREE.
WITNESSETH.
WHEREAS, under Agreement dated December 31, 1995, STATE transferred
possession of OES -230, along with certain equipment to TRANSFEREE for a period of two -
years, commencing December 31, 1995 and ending December 31, 1997, for a consideration
set forth therein; and
WHEREAS, it is the desire of the parties hereto to extend the term of said agreement
for an additional two -year period upon the same terms and conditions;
NOW, THEREFORE, it is mutually agreed as follows:
1. The paragraph of said agreement relating to term is hereby amended to provide
that the commencement date shall be December 31, 1997 and the expiration date shall be
December 31, 1999.
2. All other terms and conditions of said agreement shall remain unchanged and
in full force and effect during the extension period provided for herein.
