MEMORANDUM OF UNDERSTANDING
BETWEEN THE STATE OF CALIFORNIA
DEPARTMENT OF CALIFORNIA HIGHWAY PATROL
AND
THE CITY OF ARCADIA
This Memorandum of Understanding (MOU), entered into on April 27, , 1998, by
and between the State of California acting by and through the Department of California
Highway Patrol, hereinafter called CHP, and the City of Arcadia, hereinafter called
Arcadia, outlines the terms and conditions for participation in a test to evaluate the
impact of selectively routing wireless 911 calls to a local jurisdiction.
TERMS AND CONDITIONS:
in consideration of the terms and conditions, Arcadia and CHP do hereby agree as
follows:
The CHP delegates all responsibility as primary public safety answering point
(PSAP) to Arcadia for handling wireless 911 calls originating from designated cell
sites /sectors serving Arcadia area as described and noted on wireless carrier(s)
service coverage maps approved by the trail participants and on file in CHP
Telecommunications Section.
2. CHP and Arcadia agree to jointly assess wireless carriers coverage maps and
assign primary answering responsibility to the agency most likely to respond to a
majority of calls received from each cell sector (e.g. CHP will retain sectors
primarily covering freeways).
3. In recognition of the fact that Arcadia will have responsibility for handling all
selectively routed wireless 911 calls originating from designated cell sites
/sectors in the Arcadia area, Arcadia shall indemnify and hold harmless CHP, its
officers, employees, and agents from any and all claims and demands whatever
resulting from Arcadia's employee(s) sole negligence or emissions in connection
with the handling of calls routed to Arcadia under this MOU and only in those
cases for which Arcadia would otherwise be liable.
4. The CHP agrees to indemnify, hold harmless, and defend Arcadia, its officers,
employees, and agents from any and all claims and demands related to the
CRP's negligence or omissions in connection with the handling of calls routed or
transferred to CHP under this MOU.
5. Arcadia agrees to transfer any 911 call requiring CHP response to the CHP Los
Angeles Communication Center through the existing E911 network, or if
unavailable, via a designated seven (7) digit emergency number.

6. Arcadia and CHP each agree to install a minimum of two additional 911 trunk
lines, to be paid for by State DGS, at their respective communications centers for
the purposes of conducting this test and evaluating the impact of selective
routing.
7. The term of this agreement / test shall be for a period of six months to begin
following receipt of a fully executed agreement approved by the State, and
implementation of technology and equipment required to conduct the test, and a
date agreed upon to all trail participants. The agreement is subject to termination
at any time by either party upon written notice to all affected parties. Affected
parties agree to meet mid -test to evaluate the test findings.
8. 'All participants in the test agree to compile and report statistical data necessary
to evaluate the impact of selective routing:
a. Arcadia and CHP Communications Center shall compile weekly and /or
monthly statistical data to report the total number of wireless 911 calls
received and the number of calls transferred to other agencies.
b. Wireless service providers will compile statistical data in weekly and /or
monthly reports as described in the trail Performance Requirements
document, agreed to by all participants.
9. All services under this MOU shall be coordinated by:
