PUBLIC HEARING NOTICE – PLANNING COMMISSION
Persons wishing to comment on the project and/or environmental documents may do so at the public hearing or by submitting wri tten
statements to Planning Services prior to the January 13, 2026, hearing. This notice was posted on the City’s website, the City Council
Chambers, and at the Arcadia Public Library on Tuesday, December 30, 2025. The staff report for this project will be available on the City’s
website at www.ArcadiaCA.gov after 5:30 p.m. on Thursday, January 8, 2026. For more information you may also visit the City’s website at
www.ArcadiaCA.gov/noticesanddecisions. City Hall will be closed on Wednesday, December 31, 2025, and January 1, 2026 in observance of
New Year, and on Friday, January 9, 2026.
Per Government Code Section 65009 – If you challenge this project in court or in administrative hearing, you may be limited to raising only
those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of
Arcadia, or prior to the public hearing.
In compliance with the American with Disabilities Act, if you need special assistance to participate in this meeting, please contact Planning
Services at (626) 574-5423. Notification of three business days prior to the meeting will enable the City to make reasonable arrangements to
assure accessibility to this meeting.

NOTICE IS HEREBY GIVEN that the Planning Commission will hold a public hearing for
the proposed request:
A. Extension Request No. EXT 25-05 to extend the validity of Conditional Use
Permit No. CUP 94-004 for one year for a former restaurant with a drive-
through service window – Goldstein’s Bagel Bakery - in the Downtown
Mixed-Use (DMU) Zone; and
B. The former restaurant, Goldstein’s Bagel Bakery, was previously approved
with a Negative Declaration; no additional CEQA review is required as the
extension is not a project under CEQA.
Project Description: The request is to approve a one-year time extension of Conditional
Use Permit No. CUP 94-004 for a former bakery/restaurant with a drive -through service
window, formerly known as Goldstein’s Bagel Bakery. The property has been vacant for
more than one year, and the existing Conditional Use Permit would otherwise expire due
to discontinuation of the previously approved use. Because the property is located within
the Downtown Mixed Use (DMU) Zone, the drive-through service window is considered a
legal nonconforming use. The requested extension would preserve the existing
entitlement for one additional year, allowing the property owner to pursue a new tenant
for the property. The extension does not authorize any expansion or other change in the
previously approved use.
