HomeMy WebLinkAboutC-253511-00-56 C- 2535— OPERATIONAL PLAN FOR THE PROVISION OF FIRE PROTECTION, EMS AND RESCUE SERVICES THROUGH MUTUAL AID BETWEEN THE "AREA C" CITIES OF ALHAMBRA, ARCADIA, MONROVIA, MONTEREY PARK, SAN GABRIEL, SAN MARINO, SIERRA MADRE AND SOUTH PASADENA. 1.0 PURPOSE The purpose of this Operational Plan is to establish procedures for implementing a mutual aid response to fire, EMS and rescue incidents between the fire departments of Alhambra, Arcadia, Monrovia, Monterey Park, San Gabriel, ,San Marino, Sierra Madre and South Pasadena. 2.0 BACKGROUND The implementation of this Operational Plan will allow for the redistribution of available resources to meet the needs of the impacted jurisdictional agency. This shall include deploying the closest resources to the incident, and assigning units for "Key Station Coverage ". 3.0 KEY STATIONS Move -ups to cover Key Stations will be made when the local jurisdictional resources are not available to provide a minimum level of coverage for a geographical area. Move -ups are - required to cover Key Stations under the following conditions; 3.1 The Key Station will not be staffed for over 30 minutes. 3.2 On greater alarm fires 3.3 On a first alarm brush fire, where first alarm assignment will be committed for at least 30 minutes. 3.4 Upon request from the Incident Commander 3.5 The following are Key Stations: Listed Area C cities: ALHAMBRA: ARCADIA: MONROVIA: MONTEREY PARK: SAN GABRIEL: SAN MARINO: SOUTH PASADENA: Fire Station 71, 301 N. Del Mar Ave Fire Station 91, 2200 Huntington Dr Fire Station 81, 817 Mound Ave npmations) Plan Page 1 of 3 02000 revised 4.0 METHODS OF DISPATCH Upon request of a multiple alarm assignment, the closest available equipment shall be dispatched utilizing the CAD recommendation from Verdugo Fire Communications Center, Area C Coordinator. 5.0 COMMUNICATIONS Responding units shall receive tactical and command channel assignments from Verdugo Fire Communications Center, Area C Coordinator. 6.0 TRAINING Joint training exercises need to be carried out periodically under the direction of the Area C Fire Chiefs, for the purpose of maintaining efficient interdepartmental coordination. 7.0 INCIDENT COMMAND The officer of the first arriving unit will take necessary action dictated by the situation. Overall command of the incident will be assumed by the jurisdictional department upon its arrival at the scene. The aiding department will remain In command of its personnel. The Incident commander will contact the officer of the aiding department for resource coordination. The resources of the aiding department will be released from the incident by the jurisdictional department as soon as possible. 8.0 FIRE INCIDENT REPORTING Each department shall be responsible for obtaining needed information to complete reports for incidents within their respective jurisdictions. Assisting unit shall cooperate with the jurisdictional units to provide appropriate information for completion of fire reports. 9.0 REVISIONS This Operational Plan may be revised or amended at any time by mutual agreement of the Fire Chiefs of Alhambra, Arcadia, Monrovia, Monterey Park, San Gabriel, San Marino, Sierra Madre and South Pasadena.
