RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, January 14, 2026 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER – Chairperson Mediana called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE – Vice-Chairperson Ayala ROLL CALL OF COMMISSIONERS PRESENT: Ayala, Cheung, Goldsby, Mediana, and Vanni SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS Director Recreation and Community Services Department (DRCSD) Sara Somogyi formally invited the Commissioners to attend Opening Day Ceremonies for the Arcadia Little Leagues on Saturday, February 21, and the Arcadia Pony Baseball League on Saturday February 28. 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Chairperson Mediana reported he attended Breakfast with Santa and had a nice time. Vice-Chairperson Ayala reported he had an enjoyable time at the Snow Festival with the family. Snow sledding was his daughter’s favorite activity at the event. Vice-Chairperson Ayala reported he utilizes the Newcastle Park pickleball courts weekly. Vice-Chairperson Ayala reported a tree in Newcastle Park had come down in a recent windstorm. Vice- Chairperson Ayala reported he recently attended a children’s birthday party at Newcastle Park where everyone had a very nice time. Commissioner Cheung reported she enjoyed the Snow Festival and being a part of the distribution of the Nike youth running shoes, generously donated by LA28: Organizing Committee for the 2028 Olympic and Paralympic Games. Commissioner Cheung reported she has passed by Newcastle Park several times and sees many people enjoying the facility. Commissioner Cheung reported she is still receiving concerns regarding the condition of the fencing on the north side of the Civic Center Soccer Field. Commissioner Goldsby reported he had a pleasant time at the Breakfast with Santa event. Commissioner Goldsby reported he has been entertaining out-of-town visitors with the many activities Arcadia has to offer. Commissioner Vanni wished everyone a Happy New Year. Commissioner Vanni reported he patronized the new Hilton Hotel and reports it is a spectacular facility including a rooftop lounge that has some spectacular views of Arcadia. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Kwan reported she will be presenting the State of the City address on Thursday, January 22, at the new Arcadia Hilton Hotel at 4:00 p.m. Mayor Kwan reported the Arcadia High School Marching Band took the gold medal at the recently held Festival of Bands and the band had the honor of marching in the New Year’s Day Pasadena Tournament of Roses Parade. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of November 12, 2025. It was moved by Commissioner Goldsby, seconded by Commissioner Vanni, and unanimously carried on roll call vote to approve consent calendar 2.a. b. Approve the Special Meeting Minutes of December 1, 2025. It was moved by Commissioner Goldsby, seconded by Commissioner Vanni, and unanimously carried on roll call vote to approve consent calendar 2.b. 3. REGULAR ITEMS a. Report from Public Works Services Department I. Project Updates Deputy Director Public Works Services Department (DDPWSD) Carmen Masud reported the Public Works Services Department will be accepting the Newcastle Park Project at the January 20, 2026, City Council meeting. DDPWSD Masud reported the Public Works Services Department is going through the Request for Proposal (RFP) process for Wilderness Park for debris removal and sediment basin placement. DDPWSD Masud reported the Eisenhower Park Basketball Court Resurfacing Project will begin soon. DDPWSD Masud confirmed the fencing at the Civic Center field is structurally sound and a refurbishment project will be presented to Council in the 2026-2027 budget. b. Report from Recreation and Community Services Department DRCSD Somogyi wished everyone a Happy New Year and thanked them for attending the Breakfast with Santa and Snow Festival event. DRCSD Somogyi thanked Mayor Kwan for serving as Council Liaison for the past several months. I. Monthly Report DRCSD Somogyi requested the monthly report be received and filed. The Commissioners agreed to receive and file the report without further discussion. II. Discussion of Future Park Projects DRCSD Somogyi gave a brief overview of the City Parks toured at the December 1, 2025, Special Commission Meeting and the information in the Future Park Project binders previously distributed. DRCSD Somogyi encouraged the Commissioners to discuss and list potential park projects by their first, second, and third choice. After several minutes of discussion DRCSD Somogyi reviewed potential projects with the Commissioners. It was unanimously decided to continue the discussion at the next meeting on February 11, 2026, to give the Commissioners more time to consider the options. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room There are three pool tables available Monday through Friday from 7:30 a.m. to 4:30 p.m. for seniors to play. 204 Blood Pressure Check Free blood pressure checks are available on the second Tuesday of the month from 10:00 a.m. to 11:00 a.m. 6 Bridge Bridge is available on Wednesdays from 10:00 a.m. to 1:00 p.m. and Fridays 12:00 p.m. to 3:00 p.m. 173 Exercise Classes Exercise plays a vital role in a senior’s health and contributes to bone density, increased muscle strength, flexibility, and can reduce stress. 2,043 Coffee with the Mayor Coffee with the Mayor is held on the third Tuesday of the month, seniors can listen and chat with the Mayor about City issues and topics of personal interest. 25 Fit & Talk Fit & Talk meets on Thursdays at 10:00 a.m. for easy 30- minute workouts including Zumba, stretching, walking, Pilates, and more. 26 Gift Shop The Gift Shop sells jewelry, hand crafted items, blankets, and other unique items made by senior crafters. Shoppers: 184 Revenue: $683 Information & Referral Intakes The Information & Referral program assists seniors finding resources that address their issues or living concerns. 30 Karaoke Karaoke meets on the second and fourth Tuesday of each month. It is a popular program where seniors can sing their favorite songs in many languages. 64 Legal Assistance A representative from the Neighborhood Legal Services of Los Angeles Organization (NLSLA) is available each month to provide seniors with a free 30-minute consultation. Appointments are required. 4 Lions Sight The Lions Sight program is offered in conjunction with the Arcadia Lions Club. Low-income seniors are screened to make necessary arrangements for their free vision care. 1 Mahjong Mahjong meets Fridays at 12:30 p.m. It is a game of Chinese origin played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. 114 America Mahjong American Mahjong meets Tuesdays at 12:30 p.m. It is a game of strategy, skill, and luck. The objective is to be the first, by drawing and discarding tiles to match tiles to a specific hand from the American Mahjong card. 40 Monday Dance Monday dance is held the first, third, and fifth Monday of each month. Seniors can show off their dance skills and meet new dancers. Live bands play a variety of music to dance to. 96 Monthly Bus Pass Dial-A-Ride bus passes are sold for $5 per month. Bus Passes can also be mailed to customers. 17 Pinochle Pinochle meets every Monday at 9:00 a.m. It is a card game of German origin played by two to four people with a 48- card deck. 20 Senior Meals Program Lunch meals are provided Monday-Friday. The cost is $3 for individuals who are 55 years or older and $4 for individuals who are 50-54 years of age. Meals 839 Average Meals 45 Senior Cinema Free movies are shown on Tuesday’s at 12:30 p.m. January movies were Green Book, Dog, Around the World in 80 Days, The Way, and Life Lessons from a 7-thousand Mile Bike Ride. 34 Senior Seminars Free information seminars are available each month for seniors to attend. January seminar topics were Real Estate Fraud and Managing Diabetes & Blood Pressure. 96 Sing Along with James Sing Along with James meets Wednesdays from 1:00 p.m. to 3:00 p.m. James plays his guitar and has participants sing along. 136 Table Tennis Table Tennis is available Monday-Friday, from 8:00 a.m. to 3:30 p.m. with equipment provided. 224 You’ve Got a Friend This program provides a weekly phone call to individuals who live alone or need someone to check in on them. New friends are made, and great conversations are enjoyed. 3 New Year’s Bingo On January 9, 2026, the New Year’s Bingo was held with 72 participants in attendance. The program included a light lunch, eight rounds of Bingo, and raffle prizes. 72 Table Tennis Tournament On January 16, 2026, seniors participated in the Table Tennis Tournament. This double elimination tournament allowed participants to compete against others in fast paced games of Table Tennis. The winners received prizes, medals, and bragging rights. 13 Matter of Balance The City of Arcadia has partnered with California Healthier Living to provide a series of eight weeks for older adults on managing concerns about falls. Each week they will meet from 12:30 p.m. to 2:30 p.m. 10 Taste the Town Each month participants meet at a different restaurant in Arcadia to have lunch and socialize. On January 15, 2026, participants met at Ramen Yukinoya restaurant for traditional ramen. 16 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and managing the club’s correspondence. A monthly club meeting is held at the Community Center to discuss information on trips. Meeting: 63 Passes Sold: 70 Passengers: 70 Total: 203 Cumulative total for senior services 4,693 Connection Total number of monthly newsletters distributed this month. 1,300 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM DESCRIPTION ATTENDANCE Adult Basketball The Adult basketball league has 28 teams this season. The league takes place at the Dana Gym on Sundays from 8:00 a.m. to 10:00 p.m. The winter league started December 14, 2025, and will continue through March 8, 2026. 300 Afterschool Program The Afterschool Playground Program is a free drop-in program for youth in grades K-5. The program operates Monday through Friday from school dismissal to 4:30 p.m. The program runs from August 18, 2025, through May 29, 2026. Six elementary school playgrounds provide a variety of activities including board games, crafts, and outdoor games to keep participants safely engaged and entertained. There are five divisions in total, three boy divisions, two girl divisions, and one co-ed boy/girl division. Games are played with surrounding cities and are held at the Dana Gym on Saturdays. At the end of the season, All-Star teams will be formed to compete in the Southern California Municipal Athletic Federation (SCMAF) Basketball Tournament. Boys A 235 Girls A 157 Boys A 292 Girls B 196 Boy/Girl C 440 Total 1,320 Kid’s Night Out On Friday, January 13, 2026, Recreation staff hosted Kids Night Out–Superhero Night. This month, 34 participants enjoyed coloring, playing a Tic Tak Toe ball throwing game, a themed craft including decorating their own hero masks. For dinner, they had pizza and Oreo ice cream sandwiches. The night concluded with a viewing of the movie, Into the Spider Verse. 34 City-Wide Health Education Series On Wednesday, January 28, 2026, 36 individuals attended the City-Wide Health Education Series seminar on “Joint Health & Mobility” presented by Andrew Yun, MD. 36 Volunteen Program The Volunteen Program provides teens, ages 13-16, with valuable volunteer experiences to help prepare them for college and future jobs.
