The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES FEBRUARY 5, 2026 CALL TO ORDER – Chairperson Mazone called the meeting to order at 4:00 p.m. PLEDGE OF ALLEGIANCE – Chairperson Mazone ROLL CALL OF COMMISSIONERS PRESENT: Arasawa, Arbour, Curley, Laczko, Mazone, and Sherman EXCUSED: None ABSENT: Arzate SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None 1. PUBLIC COMMENTS – None REPORTS FROM SENIOR CITIZENS COMMISSIONERS Commissioner Laczko was pleased to report that the successful free sewing class will be offered again in spring. Commissioner Laczko reported she is the coordinator for Arcadia Heritage Week, which will be held from May 18 to May 28, 2026. The program aims to provide high school students with educational experience to explore and appreciate the City’s history, resources, and much more. For donations or partnerships, contact Commissioner Laczko via email at etheledu@yahoo.com. These initiatives promote community engagement and cultural understanding of Arcadia’s heritage and artistic history. Commissioner Arasawa reported his visit to Newcastle Park with his family, where he enjoyed playing pickleball on the new courts, highlighting the community recreational improvements. Vice-Chairperson Sherman reported that the Men’s Club continue to meet weekly at the Community Center, engaging in pinochle games followed by lunch. Commissioner Curley was pleased to report that after the holidays, extensive organizing and cleaning took place at the Bargain Box, leading to an extension of operating hours by two hours. This change aims to improve community service and operational efficiency. Commissioner Arbour conveyed her sadness on the passing of Jeannett e Trepp, a longstanding member of the Golden Senior Club and Jan Shimmin, an Arcadia resident who touched many hearts. Commissioner Arbour reported that the Golden Senior Club meets weekly on Thursdays from 11:00 a.m. to 3:00 p.m. The club offers members birthday celebrations, activities like exercise, singing, and Bingo, there are 18 current members. Chairperson Mazone reported that the Travelers Board convened on January 15, 2026, for their regular monthly meeting and again on January 23, 2026, for their general meeting. She provided updates on recent day trips, including a December 31, 2025, New Year ’s Eve celebration in London time, featuring the Moon Rays, a four-part harmony vocal group. On January 26, 2026, members attended a performance at the Grand Event Center by the 5th Dimension, an American vocal group. An upcoming excursion is scheduled for May 16, 2026, to attend a baseball game between the Angels and Dodgers at the Freeway Game, which will include fireworks and lighting displays at Anaheim Sky. The next Arcadia Travelers Board Meeting is set for February 19, 2026, followed by the next General Meeting on February 27, 2026, featuring guest speaker Will Reece from Premier World Discovery. These events highlight the organization’s active engagement and community involvement. REPORT FROM CITY COUNCIL MEMBER LIAISON Council Member Dr. Michael Cao reported that during the Arcadia City Council meeting on February 3, 2025, Arcadia City Council announced the reorganization of the Arcadia City Council. Eileen Wang is the new City Mayor, with Paul Cheng serving as Mayor Pro Tem. 2. CONSENT CALENDAR a. Regular meeting minutes of December 4, 2025. Recommended Action: Approve It was moved by Vice-Chairperson Sherman seconded by Commissioner Laczkso and unanimously carried on roll call vote to approve Consent Calendar Item 2.a. AYES: Arazawa, Arbour, Curley, Laczko, Mazone, and Sherman NOES: None ABSENT: Arzate ABSTAIN: None 3. REGULAR ITEMS a. Senior of the Year Selection The Senior Citizens Commissioners considered five candidates for the 2025 Senior of the Year. Following a thorough discussion and voting process, Recreation Supervisor Annie Sumioka (RS) announced Marylin Mazone as the recipient. The City Council will honor Marilyn with a plaque during the City Council meeting on March 3, 2026. Additionally, Marilyn will be recognized at a special lunch alongside a guest and RS Sumioka. Marilyn’s name will be inscribed on the Senior of the Year City Plaque located at the Arcadia Community Center. This recognition highlights her contributions to the community and celebrates her dedication to senior citizens. Commissioner Mazone will also be honored at the Older American Recognition lunch, hosted by the Los Angeles County Commission for Older Adults in May 2026. Commissioner Laczko suggested the Senior of the Year application questionnaire and eligibility criteria should be revised. Additionally, Commissioner Laczko suggested the Senior Commission should review the nominations thoroughly. b.Report of Recreation Supervisor RS Sumioka provided an update on upcoming educational and community programs scheduled for the spring of 2026. A Water Conservation Workshop is scheduled for February 9, 2026, at the Community Center. This free workshop aims to educate participants on high - efficiency irrigation systems. The focus will be on practical techniques to reduce water waste, promote sustainable water management, and lower household water bills. RS Sumioka reported that Pasadena City College (PCC) will offer two free courses during the spring semester, both of which are currently at full capacity, reflecting strong community interest. •Sewing Class: This course will meet every Tuesday from February 24, 2026, through June 9, 2026. It is designed to cater to beginners and intermediate learners, focusing on fundamental sewing techniques, pattern making, and garment construction. The class aims to foster creativity, practical skills, and self- sufficiency among participants. •History of European Arts: Scheduled for Wednesdays from February 23, 2026, through June 8, 2026, this course will explore the evolution of European art from the Renaissance to modern times. Topics will include major artistic movements, influential artists, and European artistic expression. The course aims to deepen students' understanding of art history and its relevance to contemporary culture. c.Report of Recreation and Community Services Director (RCSD) Deputy Director of Recreation and Community Services (DDRCS) Candice Cheung announced that April is Volunteer Appreciation Month. A month to celebrate and recognize all volunteers. The Senior Citizens Commissioners photo will be included in the April monthly Newsletter Connection. DDRCS Cheung will follow up on Commissioner Laczko’s question regarding how the City selects who qualifies for low-income housing. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room There are three pool tables available Monday through Friday from 7:30 a.m. to 4:30 p.m. for seniors to play. 209 Blood Pressure Check Free blood pressure checks are available the second Tuesday of the month from 10:00 a.m. to 11:00 a.m. 9 Bridge Bridge is available on Wednesdays from 10:00 a.m. to 1:00 p.m. and Fridays 12:00 p.m. to 3:00 p.m. 192 Exercise Classes Exercise plays a vital role in a senior’s health and contributes to bone density, increased muscle strength, flexibility, and can reduce stress. 2,134 Coffee with the Mayor Coffee with the Mayor is held on the third Tuesday of the month, seniors can listen and chat with the Mayor about City issues and topics of personal interest. 21 Fit & Talk Fit & Talk meets Thursdays at 10:00 a.m. for easy 30- minute workouts. This month participants enjoyed Yoga, Zumba, a walk to the Arcadia County Park, and senor Olympics. 39 Gift Shop The Gift Shop sells jewelry, hand crafted items, blankets, and other unique items made by senior crafters. Shoppers: 124 Revenue: $430.15 Information & Referral Intakes The Information & Referral program assists seniors finding resources that address their issues or living concerns. 130 Karaoke Karaoke meets on the second and fourth Tuesday of each month. It is a popular program where seniors can sing their favorite songs in many languages. 64 Lions Sight The Lions Sight program is offered in conjunction with the Arcadia Lions Club. Low-income seniors are screened to make necessary arrangements for their free vision care. 2 Legal Assistance A representative from the Neighborhood Legal Services of Los Angeles Organization (NLSLA) is available each month to provide seniors with a free 30-minute consultation. Appointments are required. 3 Mahjong Mahjong meets Fridays at 12:30 p.m. It is a game of Chinese origin played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. 92 American Mahjong American Mahjong meets Tuesdays at 12:30 p.m. It is a game of strategy, skill, and luck. The objective is to be the first, by drawing and discarding tiles to match tiles to a specific hand from the American Mahjong card. 51 Monday Dance Monday dance is held the first, third, and fifth Monday of each month. Seniors can show off their dancing skills and meet new dancers. Live bands play a variety of music to dance to. 104 Monthly Bus Pass Dial-A-Ride bus passes are sold for $5 per month. Bus passes can also be mailed to customers. 20 Pinochle Pinochle meets every Monday at 9:00 a.m. It is a card game of German origin played by two to four people with a 48-card deck. 24 Senior Meals Program Lunch meals are provided Monday-Friday. The cost is $3 for individuals who are 55 years or older and $4 for individuals who are 50-54 years of age. Meals: 808 Average Meals: 45 Senior Seminars Free information seminars are available each month for seniors to attend. February seminar topics were Plant Workshop, Air Fib & Keeping Heart Healthy. 75 Sing Along with James Sing Along with James meets Wednesdays from 1:00 p.m. to 3:00 p.m. James plays his guitar and participants sing along. 100 Table Tennis Table Tennis is available Monday-Friday, from 8:00 a.m. to 3:30 p.m. with equipment provided. 269 Senior Cinema Free movies are shown on Tuesdays at 12:30 p.m. February movies were Materialists, Us Again, Fly me to the Moon, The Big Sick, and La La Land. 32 You’ve Got a Friend This program provides a weekly phone call to individuals who live alone or need someone to check in on them. New friends are made, and great conversations are enjoyed. 2 Lunar New Year On February 13, 2026, the Arcadia Community Center, and the Arcadia Chinese Association held the Annual Lunar New Year celebration. Guests enjoyed a traditional Chinese meal and entertainment. 203 Winter Bunco On February 20, 2026, the Bunco program was held with a winter theme, three sets of six rounds, a light lunch, and raffle prizes. 29 Tech Talk February topics were Scam Prevention and How to Download Apps. One-on-one assistance is provided for individuals who need help with their phone device. 14 Taste the Town Each month participants meet at a different restaurant in Arcadia to have lunch and socialize. On February 29, 2026, participants met at Lan Noodle Restaurant. 19 PCC History of European Art The Recreation and Community Services Department has partnered with Pasadena City College for a free History of European Art class. Participants will meet weekly starting February 23 through June 8, 2026. 19 PCC Sewing Class The Recreation and Community Services Department has partnered with Pasadena City College for a second sewing class. The class will meet weekly from February 24 through June 9, 2026. 16 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and managing the club’s correspondence. A monthly club meeting is held each month to discuss monthly trips.
