RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, January 14, 2026 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER – Chairperson Mediana called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE – Vice-Chairperson Ayala ROLL CALL OF COMMISSIONERS PRESENT: Ayala, Cheung, Goldsby, Mediana, and Vanni SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS Director Recreation and Community Services Department (DRCSD) Sara Somogyi formally invited the Commissioners to attend Opening Day Ceremonies for the Arcadia Little Leagues on Saturday, February 21, and the Arcadia Pony Baseball League on Saturday February 28. 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Chairperson Mediana reported he attended Breakfast with Santa and had a nice time. Vice-Chairperson Ayala reported he had an enjoyable time at the Snow Festival with the family. Snow sledding was his daughter’s favorite activity at the event. Vice-Chairperson Ayala reported he utilizes the Newcastle Park pickleball courts weekly. Vice-Chairperson Ayala reported a tree in Newcastle Park had come down in a recent windstorm. Vice- Chairperson Ayala reported he recently attended a children’s birthday party at Newcastle Park where everyone had a very nice time. Commissioner Cheung reported she enjoyed the Snow Festival and being a part of the distribution of the Nike youth running shoes, generously donated by LA28: Organizing Committee for the 2028 Olympic and Paralympic Games. Commissioner Cheung reported she has passed by Newcastle Park several times and sees many people enjoying the facility. Commissioner Cheung reported she is still receiving concerns regarding the condition of the fencing on the north side of the Civic Center Soccer Field. Commissioner Goldsby reported he had a pleasant time at the Breakfast with Santa event. Commissioner Goldsby reported he has been entertaining out-of-town visitors with the many activities Arcadia has to offer. Commissioner Vanni wished everyone a Happy New Year. Commissioner Vanni reported he patronized the new Hilton Hotel and reports it is a spectacular facility including a rooftop lounge that has some spectacular views of Arcadia. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Kwan reported she will be presenting the State of the City address on Thursday, January 22, at the new Arcadia Hilton Hotel at 4:00 p.m. Mayor Kwan reported the Arcadia High School Marching Band took the gold medal at the recently held Festival of Bands and the band had the honor of marching in the New Year’s Day Pasadena Tournament of Roses Parade. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of November 12, 2025. It was moved by Commissioner Goldsby, seconded by Commissioner Vanni, and unanimously carried on roll call vote to approve consent calendar 2.a. b. Approve the Special Meeting Minutes of December 1, 2025. It was moved by Commissioner Goldsby, seconded by Commissioner Vanni, and unanimously carried on roll call vote to approve consent calendar 2.b. 3. REGULAR ITEMS a. Report from Public Works Services Department I. Project Updates Deputy Director Public Works Services Department (DDPWSD) Carmen Masud reported the Public Works Services Department will be accepting the Newcastle Park Project at the January 20, 2026, City Council meeting. DDPWSD Masud reported the Public Works Services Department is going through the Request for Proposal (RFP) process for Wilderness Park for debris removal and sediment basin placement. DDPWSD Masud reported the Eisenhower Park Basketball Court Resurfacing Project will begin soon. DDPWSD Masud confirmed the fencing at the Civic Center field is structurally sound and a refurbishment project will be presented to Council in the 2026-2027 budget. b. Report from Recreation and Community Services Department DRCSD Somogyi wished everyone a Happy New Year and thanked them for attending the Breakfast with Santa and Snow Festival event. DRCSD Somogyi thanked Mayor Kwan for serving as Council Liaison for the past several months. I. Monthly Report DRCSD Somogyi requested the monthly report be received and filed. The Commissioners agreed to receive and file the report without further discussion. II. Discussion of Future Park Projects DRCSD Somogyi gave a brief overview of the City Parks toured at the December 1, 2025, Special Commission Meeting and the information in the Future Park Project binders previously distributed. DRCSD Somogyi encouraged the Commissioners to discuss and list potential park projects by their first, second, and third choice. After several minutes of discussion DRCSD Somogyi reviewed potential projects with the Commissioners. It was unanimously decided to continue the discussion at the next meeting on February 11, 2026, to give the Commissioners more time to consider the options. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room There are three pool tables available Monday through Friday from 7:30 a.m. to 4:30 p.m. for seniors to play. 209 Blood Pressure Check Free blood pressure checks are available on the second Tuesday of the month from 10:00 a.m. to 11:00 a.m. 9 Bridge Bridge is available on Wednesdays from 10:00 a.m. to 1:00 p.m. and Fridays 12:00 p.m. to 3:00 p.m. 192 Exercise Classes Exercise plays a vital role in a senior’s health and contributes to bone density, increased muscle strength, flexibility, and can reduce stress. 2,134 Coffee with the Mayor Coffee with the Mayor is held on the third Tuesday of the month, seniors can listen and chat with the Mayor about City issues and topics of personal interest. 21 Fit & Talk Fit & Talk meets on Thursdays at 10:00 a.m. for easy 30- minute workouts. This month participants enjoyed Yoga, Zumba, a walk to Arcadia County Park, and Senior Olympics. 39 Gift Shop The Gift Shop sells jewelry, hand crafted items, blankets, and other unique items made by senior crafters. Shoppers: 124 Revenue: $430 Information & Referral The Information & Referral program assists seniors finding resources that address their issues or living concerns. 130 Karaoke Karaoke meets on the second and fourth Tuesday of each month. It is a popular program where seniors can sing their favorite songs in many languages. 64 Legal Assistance A representative from the Neighborhood Legal Services of Los Angeles Organization (NLSLA) is available each month to provide seniors with a free 30-minute consultation. Appointments are required. 3 Lions Sight The Lions Sight program is offered in conjunction with the Arcadia Lions Club. Low-income seniors are screened to make necessary arrangements for their free vision care. 2 America Mahjong American Mahjong meets Tuesdays at 12:30 p.m. It is a game of strategy, skill, and luck. The objective is to be the first, by drawing and discarding tiles to match tiles to a specific hand from the American Mahjong card. 51 Mahjong Mahjong meets Fridays at 12:30 p.m. It is a game of Chinese origin played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. 92 Monday Dance Monday dance is held the first, third, and fifth Monday of each month. Seniors can show off their dance skills and meet new dancers. Live bands play a variety of music to dance to. 104 Monthly Bus Pass Dial-A-Ride bus passes are sold for $5 per month. Bus Passes can also be mailed to customers. 20 Pinochle Pinochle meets every Monday at 9:00 a.m. It is a card game of German origin played by two to four people with a 48- card deck. 24 Senior Meals Program Lunch meals are provided Monday-Friday. The cost is $3 for individuals who are 55 years or older and $4 for individuals who are 50-54 years of age. Meals 808 Average Meals 45 Senior Cinema Free movies are shown on Tuesday’s at 12:30 p.m. February movies were Materialists, Us Again, Fly me to the Moon, The Way, The Big Stick, and La La Land. 32 Senior Seminars Free information seminars are available each month for seniors to attend. February seminar topics were Plant Workshop, and Air Fib & Keeping Heart Healthy. 75 Sing Along with James Sing Along with James meets Wednesdays from 1:00 p.m. to 3:00 p.m. James plays his guitar and has participants sing along. 100 Table Tennis Table Tennis is available Monday-Friday, from 8:00 a.m. to 3:30 p.m. with equipment provided. 269 Tech Talk February topics were Scam Prevention and How to Download Apps. One-on-one assistance is provided for individuals who need help with their device. 14 You’ve Got a Friend This program provides a weekly phone call to individuals who live alone or need someone to check in on them. New friends are made, and great conversations are enjoyed. 2 Lunar New Year On February 13, 2026, the Arcadia Recreation and Community Services Department along with the Arcadia Chinese Association held the Annual Lunar New Year celebration at the Community Center. Guest enjoyed a traditional Chinese meal and entertainment. 203 Winter Bunco On February 20, 2026, the Bunco program was held with a winter theme, three sets of six rounds, a light lunch, and raffle prizes. 29 Taste the Town Each month participants meet at a different restaurant in Arcadia to have lunch and socialize. On February 19, 2026, participants met at Lan Noodle Restaurant. 19 PCC History of European Art The Recreation and Community Services Department has partnered with Pasadena City College for a free History of European Art class. Participants will meet weekly from February 24, 2026, through June 9, 2026. 19 PCC Sewing Class The Recreation and Community Services Department has partnered with Pasadena City College for another session of sewing class. The free class meets weekly from February 23, 2026, through June 8, 2026. 16 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and managing the club’s correspondence. A monthly club meeting is held at the Community Center to discuss information on trips. Meeting: 67 Passes Sold: 34 Passengers: 52 Total: 153 Cumulative total for senior services 4,957 Connection Total number of monthly newsletters distributed this month. 1,300 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM DESCRIPTION ATTENDANCE Adult Basketball The Adult basketball league has 28 teams this season. The league takes place at the Dana Gym on Sundays from 8:00 a.m. to 10:00 p.m. The winter league started December 14, 2025, and will continue through March 8, 2026. 400 Afterschool Program The Afterschool Playground Program is a free drop-in program for youth in grades K-5. The program operates Monday through Friday from school dismissal to 4:30 p.m. The program runs from August 18, 2025, through May 29, 2026. Six elementary school playgrounds provide a variety of activities including board games, crafts, and outdoor games to keep participants safely engaged and entertained. There are six divisions in total, three boy’s divisions and three girl’s divisions. Games are played with surrounding cities at the Dana Gym on Saturdays. At the end of the season, All-Star teams will be formed to compete in the Southern California Municipal Athletic Federation (SCMAF) Basketball Tournament. This month, 63 participants enjoyed building Lego animals, playing freeze dance, and making themed crafts. For dinner, they had pizza and fresh baked cookies ice cream sundaes. The night concluded with a viewing of the movie, The Jungle Book. 63 City-Wide Health Education Series On Wednesday, February 25, 2026, 45 individuals attended the City-Wide Health Education Series seminar on “Preventing Coronary Artery Disease” presented by Ray Matthews, MD, FACC, FSCAI. 45 Annual Youth Track Meet On Thursday February 26, 2026, 450 youth born between 2011-2019 participated in the Annual Youth Track Meet at Arcadia High School. 164 participants qualified to move on to represent the City of Arcadia at the Southern California Municipal Athletic Federation (SCMAF) Track Meet in the City of San Dimas on Saturday, May 2, 2026. Way to go Arcadia! 450 Volunteen Program The Volunteen Program provides teens, ages 13-16, with valuable volunteer experiences to help prepare them for college and future jobs.
