Dear Supervisor Antonovich:
In response to your letter of July 29, 1992, I am pleased to inform
you that the City of Arcadia agrees in principal with the proposed
project to resurface Michillinda Avenue from Colorado Boulevard to
California Boulevard. Please instruct the County Director of
Public Works to proceed with project plans and the necessary
jurisdiction request and cooperative financial agreement based on
the following input from the City Engineering Division:
1. Eliminate the proposed bus pads from Arcadia's portion of
the project.
2. Provide a detailed breakdown of the number, quantity and
cost of proposed parkway improvements for City review
prior to finalization of the cooperative financial
agreement. A review of the site by City staff indicates
approximately 14 wheelchair ramps will be required as
well as miscellaneous sidewalk repair.
As indicated in your correspondence, this project is eligible for
financing with Proposition C Local Return funds. In as much as
City Proposition C funds are being committed to other
transportation projects, it is requested that the County utilize
the City's unobligated FAU funds in the approximate amount of
$51,000 which were assigned to L. A. County pursuant to the
attached City- County Cooperative Agreement. If necessary,
available Gas Tax Funds will be used to supplement the FAU monies
to meet our jurisdictional share of the project costs.

THIS AGREEMENT, made and entered into by and between the CITY
OF ARCADIA, a municipal corporation. in the County of Los Angeles,
hereinafter referred to as "CITY ", and the COUNTY OF LOS ANGELES
a political, subdivision of the State of California, hereinafter
referred to as "COUNTY ":
W I T N E S S E T H
WHEREAS, CITY has an estimated $52,000 in Federal -aid Urban
(FAU) funds which are scheduled to lapse on April 1, 1991 unless
they are obligated to a 'qualifying project or otherwise assigned to
another agency; and
WHEREAS, CITY has no qualifying projects to which its remaining
available FAU funds can be obligated; and
WHEREAS, COUNTY is currently processing projects under the FAU
_ program to which 'CITY' S remaining available .FAU funds. cah - be obli -
gated; and
WHEREAS, CITY desires to assign its remaining available FAU
funds to COUNTY to prevent them from lapsing as equal credit toward
CITY'S financial share of a future CITY - COUNTY cooperative road
construction project or projects; and
WHEREAS, COUNTY is willing to accept the assignment of CITY'S
remaining FAU funds and to utilize the assignment toward CITY's
financial share of a future CITY - COUNTY cooperative road construc-
tian proj or projects.
NOW,
THEREFL_.L,
in consideration
of the mutual benefits to
be
derived by
CITY and
COUNTY and of the
premises herein contained,
it
is hereby agreed as follows:
(1) CITY AGREES:
a• To assign to COUNTY all of CITY'S remaining available
FAU funds, currently estimated to be $S1,000, as ecraal
credit toward CITY'S financial share of a future
CITY -- COUNTY cooperative road construction project or
projects.
(2) COUNTY AGREES:
a. To accept the CITY'S assignment of FAU funds.
b. To utilize CITY'S assignment toward CITY'S financial
share of a future CITY - COUNTY cooperative road con-
struction project or projects,
(3) IT IS MUTUALLY UNDERSTOOD AND - AGREED' AS'
a. Said future road construction project or projects, as
set forth herein, shall be mutually acceptable to both
CITY and COUNTY and shall be in the general interest
of CITY and COUNTY.
b. Said assignment of FAU funds shall not include the
assignment of Regional FAU funds which may have
been allocated to CITY by the Los Angeles County
Transportation Commission (LACTC).
c. That COUNTY'S financial consideration to said future
cooperative CITY - COUNTY road construction project or
projects shall be in the form of COUNTY road funds.
d. That if the LACTC lapses CITY'S FAU funds, this
Agreement is thereby null and void.

(4) It is i and agreed that the provisions ' Of any
previous Assumption of Liability Agreement heretofore
entered into between the parties hereto are inapplicabl
to this Agreement.
