City Hall as a collection center for the November 5, 1996 General
Election, I have enclosed a Hold Harmless Agreement between the
County of Los Angeles and the City of Arcadia. Please execute

HOLD HARMLESS AGREEMENT
This Agreement ( "Agreement ") is made and entered into this 17th day of
September , 1996 by and between the City of Arcadia and the County of Los
Angeles (Registrar- Recorder /County Clerk).
The County of Los Angeles ( "County ") is desirous of using Arcadia City
Hall (240 West Huntington Drive, Arcadia) as a drop -off location for precinct
ballots for the November 5, 1996 Statewide General Election. The time of use
would be from 6:00 p.m. to midnight.
The County agrees to indemnify, hold harmless, release and defend the
City, its officers, agents and employees for any and all liability, loss,
lawsuits, claims, damages, costs, judgments and expenses (including attorney's
fees and costs of litigation) which in whole or in part result from, or arise
out of any activity or use of the City's premises or facilities related to the
County's use of City Hall for election- related activities.
Use of the City Hall facility is granted in accordance with this
Agreement and the conditions set forth in the attached August 19, 1996 request
from the County.
IN WITNESS WHEREOF, the parties hereto have caused this Agreement to be
executed and attested by their respective officers thereunto duly authorized.

This is to request your cooperation in permitting the Department of Registrar- Recorder /County Clerk to
use your
facility, identified below, as an Election Night Check -in Center for the General Election
to be held November 5 1996
If it is possible to grant such permission, please fill out and sign the enclosed authorization sheet an d return it
to this office as soon as possible. It is important that we have your written authorization on file.
Check -in centers are used as ballot collection sites after the close of the polls. The center operations

SUBJECT: USE OF CITY FACILITIES AND ASSIGNMENT OF CUSTODIAL SERVICES FOR
NOVEiKBER 5, 1996 STATEWIDE GENERAL AND ARCADIA SPECIAL ELECTION
Tuesday, November 5, 1996 the County of Los Angeles will hold the
Statewide General Election consolidated with the City of Arcadia
Special Election. The City has agreed the use of City facilities
as a Check -In- Center for the collection of voted ballots and
precinct supplies for this election. Please see the attached
letter from the County and the City's Hold Harmless Agreement which
was executed September, 1996.
County also requested that a City staff member be on the premises
for reasons stated in the August 19, 1996 letter (attached).'T.C.
Zamora has provided this service in the past at other County
elections.
This memo is a request for T.C.'s services or anyone else you may
wish to release for this service. There will be a minimum of four
hours work on election night (November 5) as setforth in County's
August letter and the Agreement. If all goes well the election
workers at City Hall should be finished between 10 p.m. and mid-
night. With custodial help from the City, County employees
usually set -up tables and lights in the walkway near the north
parking lot between the Council Chamber and City Hall Annex.
County election workers will use the restroom facilities in the
Council Chamber, as well as the telephone in the breezeway.
Please note that County did not offer to pay for custodial service.
I believe T.C. has received overtime for his time in the past.
