PUBLIC COMMENTS (5-minute time limit per person) Any individual wishing to speak before the Senior Citizens Commission is limited to five (5) minutes per person, unless waived by the Senior Citizens Commission. Under the Brown Act, the Senior Citizens Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. a. SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES MARCH 5, 2026 CALL TO ORDER – Chairperson Mazone called the meeting to order at 4:00 p.m. PLEDGE OF ALLEGIANCE – Chairperson Mazone ROLL CALL OF COMMISSIONERS PRESENT: Arzate, Arbour, Curley, Laczko, Mazone, and Sherman EXCUSED: None ABSENT: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None 1. PUBLIC COMMENTS – None REPORTS FROM SENIOR CITIZENS COMMISSIONERS Chairperson Mazone thanked everyone for their support during the City Council Meeting on March 3, 2026, as she received the Mayor’s Certificate of Commendation and plaque for being selected as the 2025 Senior of the Year. Chairperson Mazone reported on the following trips. Participants visited Hawk Ranch where they had a chance to see alpacas, goats, sheep, pigs, and donkeys. After a visit at the ranch, participants enjoyed a nice lunch, followed by a quick stop at Tom’s Farm a local favorite shop. On February 20, participants enjoyed a visit to Cosm, a new shared reality show with a Chocolate Factory theme experience. On May 16, participants will spend a day in Anaheim to attend the Angels vs Dodgers Freeway Series. On June 20, participants plan to visit the 1872 ranch where Agnes White Tizard, Betty Crocker’s creator lived. Participants will also stop at the Deer Park Winery. On July 25, participants plan to see Phantom of the Opera at the Pantages Theater. The next Travelers meeting will be on Friday, March 27, 2026. Commissioner Arbour reported the Golden Senior Club meets on Thursdays from 11:00 a.m. to 3:00 p.m. Club members enjoy weekly Bingo games, exercise movements, birthday celebrations, and singing. Vice-Chairperson Sherman reported that the Men’s Club meets every Monday at the Community Center to play pinochle. Vice-Chairperson Sherman said he would like to see more people interested in playing pinochle. Commissioner Laczko said she was happy to see Senior Commissioners attend the City Council Meeting on March 3, 2026, in support of Marilyn Mazone’s Senior of the Year commendation. Commissioner Laczko reported attending the February Lunar New Year event. Additionally, she noted that Arcadia Heritage Week has been rescheduled from 2026 to 2027. Commissioner Curley reported that the Bargain Box is happy to accept donations on Mondays, Tuesdays, Wednesdays, and Saturdays from 9:30 a.m. to 12:30 p.m. The Bargain Box is open to the public on Wednesdays and Saturdays. Commissioner Curley also stated that the Assistance League completed its 15th annual book drive in partnership with Chase Bank. Commissioner Curley reported that the Assistance League continues to provide bags with essential items for individuals who age out of the foster care system. Commissioner Arzate noted that Baby2Baby, a nonprofit organization providing items to children, may be a valuable resource and suggested that Commissioner Curley consider connecting the Assistance League with the organization. Commissioner Arzate further reported that the Arcadia Stage Theater will present the musical Miss Saigon, from March 12 through March 14, 2026. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Eileen Wang reported that the City of Arcadia has been awarded the requested $2,000,000 in funding for the Forest Service Joint Fire Training Center. The funding will support the development of a joint facility designed to provide live training opportunities for the Arcadia Fire Department and the Angeles National Forest. Mayor Wang invited everyone to attend a celebratory event on April 2, 2026, at 10:30 a.m. during which the check will be formally presented to the City. The event location was not confirmed at the time of the meeting; however, Mayor Wang will provide the location information to Deputy Director of Recreation and Community Services (DDRCS) Candice Cheung once available. 2. CONSENT CALENDAR a. Regular meeting minutes of February 5, 2026. Recommended Action: Approve It was moved by Vice-Chairperson Sherman and seconded by Commissioner Laczko and unanimously carried on roll call vote to approve Consent Calendar Item 2.a. with the following corrections. Commissioner Laczko and Chairperson Mazone’s misspelled names on the meeting minutes of February 5, 2026. The Senior Citizens Commission agreed to excuse Commissioner Arzate for not being able to attend the Senior Commission Meeting on February 5, 2026. AYES: Arbour, Curley, Laczko, Mazone, and Sherman NOES: None ABSENT: None ABSTAIN: Arzate 3. REGULAR ITEMS a. Requests for Future Items – None b. Staff Presentation on Senior Programs and Events Recreation Coordinator (RC) Marisol Martinez began her career with the City of Arcadia as a part-time Recreation Leader in 2023. She graduated from Cal State University San Marcos (CSUSM) in 2024 with a master’s degree in public health. RC Martinez was promoted to Recreation Coordinator in 2025 where she oversees, plans and prepares for special events which include Spring Fling, Resource Fair, Beach Trip, Western Hoedown, and more. RC Martinez is also responsible for some of the many 50+ programs including the daily senior lunch program, Monday Dance, Information and Referral Program, Karaoke, Volunteers, and Fit & Talk. RC Martinez can be reached by phone or in person at the Arcadia Community Center. c. Report of Recreation Supervisor Recreation Supervisor (RS) Annie Sumioka provided an update on programs and events. The Lunar New Year event was held on February 13, in partnership with the Arcadia Chinese Association. The event included a traditional Chinese meal and entertainment. On March 13, there will be a St. Patrick’s Day event which includes Irish food and interactive entertainment. On March 17, a free estate planning and probate clinic is being offered to low-income individuals by appointment. On March 19, the Taste the Town program will meet for lunch at Vietnam Kitchen restaurant for traditional Vietnamese food. On March 20, the Lucky Bingo program will be held and will include a light lunch and prizes. Lastly, on March 27, there will be an excursion to the Walt Disney Concert Hall where participants will tour the Museum of Contemporary Art, followed by the Brahms & Beethoven concert. The excursion includes transportation. d. Report of Recreation and Community Services Director DDRCS Cheung reported that Commissioner Arasawa moved out of the City of Arcadia and will no longer serve on the Senior Citizens Commission. DDRCS Cheung asked everyone to save the date of April 16, 2026, for the annual City of Arcadia Volunteer Dinner. The event will be held at the Hilton Arcadia Hotel. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room There are three pool tables available Monday through Friday from 7:30 a.m. to 4:30 p.m. for individuals to play. 156 Blood Pressure Check Free blood pressure checks are available the second Tuesday of the month from 10:00 a.m. to 11:00 a.m. 6 Bridge Bridge is available on Wednesdays from 10:00 a.m. to 1:00 p.m. and Fridays 12:00 p.m. to 3:00 p.m. 175 Exercise Classes Exercise plays a vital role in health and contributes to bone density, increases muscle strength, flexibility, and can reduce stress. 1,516 Fit & Talk Fit & Talk meets Thursdays at 10:00 a.m. for easy 30- minute workouts. This month participants enjoyed Line Dance, a walk to the Arcadia County Park, Stretching, and Zumba. 42 Gift Shop The Gift Shop sells jewelry, hand crafted items, blankets, and other unique items made by hand. Shoppers: 181 Revenue: $678 Information & Referral Intakes The program assists individuals finding resources that address their issues or living concerns. 5 Tax Assistance Program AARP Tax Aide volunteers assist individuals with their Income Tax filing. This program is free for those who are 50 years or older with low to moderate income. 144 Karaoke Karaoke meets the second and fourth Tuesday of each month. It is a popular program where participants sing songs in many languages. 55 Legal Assistance The Neighborhood Legal Services of Los Angeles Organization (NLSLA) is available each month to provide individuals with a free consultation. 5 Mahjong Mahjong meets Fridays at 12:30 p.m. It is a game of Chinese origin played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. 104 American Mahjong American Mahjong meets Tuesdays at 12:30 p.m. It is a game of strategy, skill, and luck. The objective is to be the first, by drawing and discarding tiles to match tiles to a specific hand from the American Mahjong card. 90 Monday Dance Monday dance is held the first, third, and fifth Monday of each month. Seniors can dance to a variety of music played by a live band. 286 Monthly Bus Pass Dial-A-Ride bus passes are sold for $5 per month. Bus passes can also be mailed to customers. 20 Pinochle Pinochle meets Mondays at 9:00 a.m. It is a card game of German origin played by two to four people with a 48-card deck. 30 Senior Meals Program Lunch meals are provided Monday-Friday. The cost is $3 for individuals who are 55 years or older and $4 for individuals who are 50-54 years of age. Meals: 808 Average Meals: 45 Senior Seminars Seminars are available each month for seniors to attend. This month’s topics were Breathing Retraining, and Food Waste presentation by Public Works staff. 75 Sing Along with James Sing Along meets Wednesdays from 1:00 p.m. to 3:00 p.m. James plays guitar while participants sing songs of different eras. 101 Table Tennis Table Tennis is available Monday-Friday, from 8:00 a.m. to 3:30 p.m. Equipment is provided. 229 Senior Cinema Free movies are shown on Tuesdays at 12:30 p.m. March movies were Hidden Figures, The Help, Nyad, A League of their Own, and Meagan Leavey. 44 You’ve Got a Friend This program provides a weekly phone call to individuals who live alone or need someone to check in on them. New friends are made, and great conversations are enjoyed. 2 Bingo On March 20, 2026, participants filled the lobby area waiting for the doors to open for Lucky Bingo! This program includes eight games of bingo, a light lunch, dessert, and fun prizes. 73 Taste the Town Each month participants meet at a different restaurant in Arcadia to have lunch and socialize. On March 19, 2026, participants had lunch at Vietnam Kitchen for traditional Vietnamese food. 12 Tech Talk The program offers a short presentation about technology. This month’s topics were How to Download Apps and Understanding Artificial Intelligence. 16 PCC History of European Art The Recreation and Community Services Department partnered with Pasadena City College for a free History of European Art class. Participants meet weekly through June 8, 2026. 20 PCC Sewing Class The Recreation and Community Services Department partnered with Pasadena City College for a second sewing class. The class meets weekly through June 9, 2026. 16 Matter of Balance The City partnered with California Healthier Living to provide a free class for older adults on how to manage and prevent falls. The class took place from January through March. The next session begins April 7, 2026. 11 St. Patrick’s Day Celebration On March 13, 2026, participants celebrated St. Patrick’s Day with traditional Irish food, dessert, an interactive Irish cultural dance and live music. 75 Estate Planning and Probate Clinic On March 17, 2026, attorneys met with individuals by answering questions regarding Wills & Living Trusts, Power of Attorney, and Healthcare Directives. 10 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and managing the club’s correspondence. A monthly club meeting is held each month to discuss monthly trips.
