PUBLIC COMMENTS (5-minute time limit per person) Any individual wishing to speak before the Senior Citizens Commission is limited to five (5) minutes per person, unless waived by the Senior Citizens Commission. Under the Brown Act, the Senior Citizens Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. REPORTS FROM SENIOR CITIZEN COMMISSIONERS REPORT FROM CITY COUNCIL MEMBER LIAISON 2. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. a. SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES APRIL 2, 2026 CALL TO ORDER – Chairperson Mazone called the meeting to order at 4:05 p.m. PLEDGE OF ALLEGIANCE – Chairperson Mazone ROLL CALL OF COMMISSIONERS PRESENT: Arzate, Arbour, Laczko, Mazone, and Sherman EXCUSED: Curley ABSENT: None A motion was made by Chairperson Mazone seconded by Commissioner Arzate and unanimously carried to excuse Commissioner Curley. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None 1. PUBLIC COMMENTS – None REPORTS FROM SENIOR CITIZENS COMMISSIONERS Vice-Chairperson Sherman reported that the Men’s Club meets every Monday at the Community Center to play pinochle. He also shared that two new members have recently joined the group and expressed his enthusiasm about their participation. Commissioner Arbour reported the Golden Senior Club members enjoyed their St. Patrick’s Day celebration, which featured a light lunch, singing, exercise, and Bingo. Commissioner Arbour conveyed her sadness on the passing of another club member. Commissioner Laczko read into the record a letter addressed to Deputy Director of Recreation and Community Services (DDRCS) Cheung expressing her disappointment with the photo of the Senior Citizens Commissioners featured in the April 2026 Connection Newsletter; she noted that the photo was too small and did not include names, proper recognition, or acknowledgment. She questioned how seniors are supposed to know who their commissioners are without this information; she emphasized the distinction between a volunteer and a commissioner, noting that commissioners are formally appointed by the City Council. Commissioner Laczko requested the role of the Senior Citizens Commissioners be appropriately recognized moving forward. Commissioner Arzate acknowledged Commissioner Laczko’s prior experience on a different commission may have differed from her experience with the Senior Citizens Commission; however, he emphasized that all volunteers should be regarded equally. He also noted, respectfully, that he does not feel a photo feature without names and titles is necessary. Nevertheless, he expressed appreciation for the inclusion of the Senior Citizens Commissioners’ photo in the April 2026 Connection Newsletter alongside other City volunteers. Commissioner Arzate shared that he values his role on the Senior Citizens Commission, enjoys learning about the City and its functions, and appreciates the opportunity to give back to the community. Chairperson Mazone reported their guest speaker at the March 26, general meeting was, Kathy Symon. Kathy talked about her trip to Taiwan and has visited over 22 countries. Chairperson Mazone reported on the following trips. The March 16 sold out trip to the Grand Event Center in Long Beach was fun and participants enjoyed Irish singers for entertainment. The March 25, trip to Anacapa Island was also sold out. Participants enjoyed a boat ride and saw many dolphins, but no whales. On April 29, travelers will visit the Flower Fields at Carlsbad Ranch. Arcadia Travelers trips are advertised online at www.arcadiatravelers.org and in the monthly Connection Newsletter. The next Travelers general meeting will be on Friday, April 24. REPORT FROM CITY COUNCIL MEMBER LIAISON - None 2. CONSENT CALENDAR a. Regular meeting minutes of March 5, 2026. Recommended Action: Approve It was moved by Vice-Chairperson Sherman and seconded by Commissioner Laczko and unanimously carried on roll call vote to approve Consent Calendar Item 2.a. AYES: Arzate, Arbour, Laczko, Mazone, and Sherman NOES: None ABSENT: Curley ABSTAIN: None 3. REGULAR ITEMS a. Report of Recreation Supervisor Recreation Supervisor, Annie Sumioka (RS) reported on senior programs and events. On March 20, the Bingo program was held with 73 registered participants. Bingo includes eight games, a light lunch, dessert, and fun prizes. On March 27, 52 participants attended the Downtown Delights excursion at the Walt Disney Concert Hall. The trip included transportation, a tour of the Museum of Contemporary Art, and the Brahms & Beethoven concert. On April 2, the popular Billiards Tournament was held with 18 participants. The winner was Mr. Gilberto Leon, who will have bragging rights for one year, along with his trophy medal, a gift card, and his photo on the wall of fame located in the billiards room. On April 10, the annual Spring Fling event will take place with a New York New York theme. The event includes lunch, dessert, refreshments, dancing, and entertainment. On April 16, Taste the Town program will meet at 101 Hot Pot restaurant, which includes an all you can eat lunch menu. On April 17, the Bunco program will be held and includes a light lunch and raffle. A free Fall Prevention workshop will be provided during the month of April 2026. The workshop is provided in English and Chinese. Registration is open until spaces are filled. The workshop will be hosted by Occupational Therapist, Eva Yang, from Loma Linda University, who is currently working on her Doctorate Degree. b. Report of Recreation and Community Services Director DDRCS Cheung thanked everyone for their comments on the volunteer appreciation advertisement in the April Connection Newsletter. DDRCS Cheung reported the Citywide Health Education Series topic on April 22, is The Aging Colon, Down but not Out. The Health Education Series program addresses many different topics from heart disease, breast cancer, healthy eating, and more. On Saturday, May 16, the annual Law Day event will take place at the Arcadia Community Center, from 10:00 a.m. to 1:00 p.m. Registration is required for a 20-minute legal appointment. Registration can be made in person or online at www.ArcadiaCa.gov. DDRCS Cheung reported that this year, volunteers who have worked 125 hours or more and Citywide Commissioners have been invited to the annual Volunteer Dinner. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room The billiard room is open Monday through Friday from 7:30 a.m. to 4:30 p.m. for individuals to play. 125 Blood Pressure Check Free blood pressure checks are available the second Tuesday of the month from 10:00 a.m. to 11:00 a.m. In partnership with USC Arcadia Hospital. 11 Bridge Bridge is available on Wednesdays from 10:00 a.m. to 1:00 p.m. and Fridays 12:00 p.m. to 3:00 p.m. 190 Exercise Classes Exercise plays a vital role in health and contributes to bone density, increases muscle strength, flexibility, and can reduce stress. 2,479 Fit & Talk Fit & Talk meets Thursdays at 10:00 a.m. for easy 30-minute workouts. April’s schedule included chair Zumba, stretching, circuit training, senior Olympics and a walk to Arcadia County Park. 50 Gift Shop The Gift Shop sells jewelry, decorations, and many knitted items made by hand. Shoppers: 239 Revenue: $694 Information & Referral Intakes The program assists individuals finding resources that address their issues or living concerns. 25 Tax Assistance Program AARP Tax Aide volunteers assist individuals with their Income Tax filing. This program is free for 55 those who are 50 years or older with low to moderate income. Karaoke Karaoke meets the second and fourth Tuesday of each month. It is a popular program where participants sing songs in many languages. 57 Legal Assistance The Neighborhood Legal Services of Los Angeles Organization is available each month to provide individuals with a free 30-minute consultation. 4 Mahjong Mahjong meets Fridays at 12:30 p.m. It is a game of Chinese origin played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. 112 American Mahjong American Mahjong meets Tuesdays at 12:30 p.m. It is a game of strategy, skill, and luck. 64 Monday Dance Monday dance is held the first, third, and fifth Monday of each month. Seniors can dance to a variety of music played by a live band. 194 Monthly Bus Pass Dial-A-Ride bus passes are sold for $5 per month. Bus passes can also be mailed to customers. 22 Pinochle Pinochle meets Mondays at 9:00 a.m. It is a card game of German origin played by two to four people. 21 Senior Meals Program Lunch meals are provided Monday-Friday. The cost is $3 for individuals 55 or older and $4 for individuals 50-54 years of age. Meals: 776 Average Meals: 46 Senior Seminars Free information seminars are available each month. April’s topic was One Generation, Building Resiliency. 6 Sing Along with James Sing Along meets Wednesdays from 1:00 p.m. to 3:00 p.m. James plays guitar as participants sing songs from different generations. 134 Table Tennis Table Tennis is open Monday-Friday, from 8:00 a.m. to 3:30 p.m. Equipment is available at the front desk. 219 Senior Cinema Movies are shown Tuesdays at 12:30 p.m. April movies were Wicked for Good, Mamma Mia! Lava, Rocketman, and Tick, Tick Boom. 50 You’ve Got a Friend This program provides phone calls to individuals who live alone or need someone to check in on them. New friends are made, and great conversations are enjoyed. 2 Taste the Town Each month participants meet at a new restaurant for lunch and to socialize. On April 16, 2026, participants met at 101 Hot Pot for an all you can eat experience. 11 Tech Talk The program offers a short presentation about technology. April’s topics were Password Management and How to Video Chat. 14 PCC History of European Art The Recreation and Community Services Department partnered with Pasadena City College for a free History of European Art class. Participants meet weekly through June 8, 2026. 18 PCC Sewing Class The Recreation and Community Services Department partnered with Pasadena City College for a second sewing class. The class meets weekly through June 9, 2026. 17 Fall Prevention Workshop This workshop offers adults information on how to manage and prevent falls and practical solutions including home safety strategies. 22 Billiards Tournament On April 2, seniors participated in the Senior Billiards Tournament. Winners received gift cards, medals, and bragging rights! 16 Spring Fling! On April 10, 2026, the Spring Fling, New York, New York-themed event was held and included a Frank Sinatra impersonator, lunch, raffle and dancing. 109 Bunco On April 17, 2026, participants played several rounds of Bunco with an Earth Day theme. The program includes a light lunch and raffle. 29 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and managing the club’s correspondence. A monthly club meeting is held each month to discuss monthly trips.
