RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, April 8, 2026 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER – Chairperson Mediana called the meeting to order at 6:02 p.m. PLEDGE OF ALLEGIANCE – Vice-Chairperson Ayala ROLL CALL OF COMMISSIONERS PRESENT: Ayala, Cheung, Goldsby, Mediana, and Vanni SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Vice-Chairperson Ayala reported the playground structure at Bonita Park is looking worn down. Vice-Chairperson Ayala inquired about the duration and life cycle of a play structure. Deputy Director Public Works Services Department (DDPWSD) Carmen Masud informed the Commission she will have staff inspect and assess the condition of the playground equipment and report back. Commissioner Cheung reported she received positive feedback from residents who attended the Spring Egg Hunt events. Commissioner Cheung reported she will be attending the Volunteer Appreciation Dinner on April 16, 2026. Commissioner Goldsby reported he will be attending the Volunteer Appreciation Dinner on April 16, 2026. Chairperson Mediana reported a local member of Test Plot, a volunteer-based group who help implement native plant gardens for the enrichment of the community, has expressed an interest in having a community garden in the City of Arcadia. Director Recreation Community Services Department (DRCSD) Sara Somogyi asked Chairperson Mediana to provide the contact information for follow-up. Commissioner Vanni announced his resignation from the Recreation and Parks Commission, effective immediately. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Pro-Tem Paul Cheng thanked the Commissioners for their service. Mayor Pro-Tem Paul Cheng expressed the importance of the Recreation and Parks Commission and the responsibility it carries to be the voice of residents and advocate the preservation of green space in the City of Arcadia. Mayor Pro-Tem Paul Cheng informed the Commissioners he is here to help and welcomes open communication between the Commission and himself. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of March 11, 2026. It was moved by Commissioner Vanni, seconded by Commissioner Goldsby, and unanimously carried on roll call vote to approve consent calendar 2.a. 3. REGULAR ITEMS a. Report from Public Works Services Department I. Project Updates DDPWSD Masud reported the Public Works Services Department received a grant of $500,000 from the Los Angeles County Regional Park and Open Space District for the Debris Removal Design for the Wilderness Park Debris Removal Project. This grant will cover the full cost of the design for the project. DDPWSD Maud reported the following park facility improvements will be recommended in the proposed budget being presented to the Arcadia City Council for approval. Fiscal Year 2026-2027, the perimeter wall at Orange Grove Park and resurfacing Camino Grove Tennis and Pickleball Courts. Fiscal Year 2027-2028, the Arcadia County Park Lighted Walking Trail, and the design of concession stands and Americans with Disabilities Act (ADA) restrooms at Bonita Park and Hugo Reid Park. Fiscal Year 2028-2029, construction of the ADA restrooms and concession stands at Bonita Park and Hugo Reid Park and Tierra Verde Park Renovation. Fiscal Year 2029-2030 Tripolis Friendship Park renovation. b. Report from Recreation and Community Services Department DRCSD Somogyi welcomed Council Liaison Mayor Pro-Tem Paul Cheng to the Recreation and Parks Commission meeting. DRCSD Somogyi reported the Basketball Court Resurfacing Project at Eisenhower Park is complete. DRCSD Somogyi reported she will be presenting a budget study session to the City Council on April 21, 2026, and will report back. DRCSD Somogyi reported she is looking forward to the upcoming Volunteer Appreciation Dinner. I. Monthly Report DRCSD Somogyi reported on several senior activities during the month of March. DRCSD Somogyi reported six seniors had free Blood Pressure checks. DRCSD Somogyi reported senior exercise classes had over 1,500 participants during the month. DRCSD Somogyi reported the Gift Shop had 181 visitors. DRCSD Somogyi reported the Tax Assistance Program helped 144 seniors with their 2025 tax filings. DRCSD Somogyi reported Karaoke activity had 55 participants. DRCSD Somogyi reported the Neighborhood Legal Services of Los Angeles consulted with five seniors. DRCSD Somogyi reported Traditional and American Mahjong had over 190 participants throughout the month. DRCSD Somogyi reported the Monday Dance remains popular with 104 seniors attending. DRCSD Somogyi reported the Senior Meals Program served 808 seniors. DRCSD Somogyi reported Sing Along with James had 101 seniors participate. DRCSD Somogyi reported 75 individuals attended the St Patrick’s Day Celebration. DRCSD Somogyi reported 19 participants attended the Estate Planning and Probate Clinic. DRCSD Somogyi reported 12 seniors attended the Taste the Town outing. DRCSD Somogyi reported 11 seniors participated in the free Matter of Balance classes. DRCSD Somogyi reported 36 seniors participated in the Free Pasadena Community College Sewing and History of European Art classes offered at the Community Center. DRCSD Somogyi reported on several recreation programs and activities during the month of March. DRCSD Somogyi reported the Adult Basketball League started the spring season with 1,020 players from 28 teams. DRCSD Somogyi reported the Afterschool Program had 5,757 children attend in the month of March. DRCSD Somogyi reported the Youth Basketball League concluded the season with 450 participants. DRCSD Somogyi reported the Youth Girls Volleyball League began the spring season with 635 participants in three divisions. DRCSD Somogyi reported Kid’s Night Out had 61 children who participated in themed games and crafts. DRCSD Somogyi reported the City-Wide Health Education Series had 23 individuals attend a seminar on “New Frontiers in Diabetes Medication: What You Need to Know” presented by Dr. Brad Kimura, MD. DRCSD Somogyi reported the Volunteen Program had 13 Volunteens donate 125 hours of service. DRCSD Somogyi reported adult and youth classes had over 1,800 individuals participated in March. DRCSD Somogyi reported Community Center rentals had over 2,000 individuals in attendance. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room There are three pool tables available Monday through Friday from 7:30 a.m. to 4:30 p.m. for individuals to play. 125 Blood Pressure Check In partnership with USC Arcadia Hospital, free blood pressure checks are available on the second Tuesday of the month from 10:00 a.m. to 11:00 a.m. 11 Bridge Bridge is available on Wednesdays from 10:00 a.m. to 1:00 p.m. and Fridays 12:00 p.m. to 3:00 p.m. 190 Exercise Classes Exercise plays a vital role in a senior’s health and contributes to bone density, increased muscle strength, flexibility, and can reduce stress. 2,479 Fit & Talk Fit & Talk meets on Thursdays at 10:00 a.m. for easy 30- minute workouts. April’s schedule included chair Zumba, stretching, circuit training, senior Olympics, and a walk to Arcadia County Park. 50 Gift Shop The Gift Shop sells jewelry, decorations, and many knitted items made by hand. Shoppers: 234 Revenue: $694 Information & Referral The program assists individuals in finding resources that address their issues or living concerns. 25 Tax Assistance Program AARP Tax Aide volunteers assist individuals with their Income Tax filing. This program is free for those who are 50 years or older with low to moderate income. 55 Karaoke Karaoke meets on the second and fourth Tuesday of each month. It is a popular program where seniors can sing their favorite songs in many languages. 57 Legal Assistance The Neighborhood Legal Services of Los Angeles Organization (NLSLA) is available each month to provide individuals with a free consultation. 4 America Mahjong American Mahjong meets Tuesdays at 12:30 p.m. It is a game of strategy, skill, and luck. The objective is to be the first, by drawing and discarding tiles to match tiles to a specific hand from the American Mahjong card. 64 Mahjong Mahjong meets Fridays at 12:30 p.m. It is a game of Chinese origin played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. 112 Monday Dance Monday dance is held the first, third, and fifth Monday of each month. Seniors can dance to a variety of music played by a live band. 194 Monthly Bus Pass Dial-A-Ride bus passes are sold for $5 per month. Bus Passes can also be mailed to customers. 22 Pinochle Pinochle meets on Monday at 9:00 a.m. It is a card game of German origin played by two to four people. 21 Senior Meals Program Lunch meals are provided Monday-Friday. The cost is $3 for individuals who are 55 years or older and $4 for individuals who are 50-54 years of age. Meals 776 Average Meals 46 Senior Cinema Free movies are shown on Tuesday’s at 12:30 p.m. April movies were Wicked for Good, Mama Mia! Lava, Rocketman, and Tick,Tick Boom. 50 Senior Seminar A free information seminar is available each month. April’s topic was One Generation, Building Resiliency. 6 Sing Along with James Sing Along meets Wednesdays from 1:00 p.m. to 3:00 p.m. James plays guitar as participants sing songs from different generations. 134 Table Tennis Table Tennis is open Monday-Friday, from 8:00 a.m. to 3:30 p.m. Equipment is available at the front desk. 219 Tech Talk The program offers a short presentation about technology. April’s topics were Password Management and How to Video Chat. 14 You’ve Got a Friend This program provides phone calls to individuals who live alone or need someone to check in on them. New friends are made, and great conversations are enjoyed. 2 Billiards Tournament On April 2, 2026, seniors participated in the Senior Billiards Tournament. Winners received gift cards, medals, and bragging rights! 16 Spring Fling On April 10, 2026, the Spring Fling, New York, New York- themed event was held and included a Frank Sinatra impersonator, lunch, raffle, and dancing. 109 Taste the Town Each month participants meet at a different restaurant in Arcadia to have lunch and socialize. On April 16, 2026, participants met at 101 Hot Pot for an all you can eat experience. 11 Bunco On April 17, 2026, participants played several rounds of Bunco with an Earth Day theme. The program included a light lunch and raffle. 29 Fall Prevention Workshop This workshop offers adults information on how to manage and prevent falls and practical solutions including home safety strategies. 24 PCC History of European Art The Recreation and Community Services Department partnered with Pasadena City College for a free History of European Art class. Participants meet weekly through June 8, 2026. 72 PCC Sewing Class The Recreation and Community Services Department partnered with Pasadena City College for a free sewing class. The class meets weekly through June 9, 2026. 68 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and managing the club’s correspondence. A monthly club meeting is held each month discuss monthly trips. Meeting: 74 Passes Sold: 122 Passengers: 72 Total: 268 Cumulative total for senior services 5,441 Connection Total number of monthly newsletters distributed this month. 1,200 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM DESCRIPTION ATTENDANCE Adult Basketball The Adult basketball league has 28 teams this season. The league takes place at the Dana Gym on Sundays from 8:00 a.m. to 10:00 p.m. The spring league started on March 22, 2026, and will continue through June 14, 2026. 650 Afterschool Program The Afterschool Playground Program is a free drop-in program for youth in grades K-5. The program operates Monday through Friday from school dismissal to 4:30 p.m. The program runs from August 18, 2025, through May 29, 2026. Six elementary school playgrounds provide a variety of activities including board games, crafts, and outdoor games to keep participants safely engaged and entertained. There are three divisions, Division A for 7th and 8th grade, Division B for 5th and 6th grade, and Division C for 3rd and 4th grade. Practices are twice a week with games played on weekends. Participants enjoyed spring- themed crafts, fun indoor and outdoor activities, and yummy afternoon snacks. 267 Kid’s Night Out On Friday, April 10, 2026, Recreation staff hosted Kids Night Out with an Out of this World – Space themed evening of fun. Participants enjoyed playing board games, coloring large posters and making themed crafts. The night concluded with the viewing of the movie Wall-E. 27 Volunteen Program The Volunteen Program provides teens, ages 13-16, with valuable volunteer experiences to help prepare them for college and future jobs. 16 Volunteens 118 hours Nature Hike On Saturday, April 18, 2026, 19 participants enjoyed a 2.5- mile nature hike through Tree People Park in Los Angeles.
