HomeMy WebLinkAboutItem 12k - Jail Operation Services STAFF REPORT POLICE DEPARTMENT DATE: June 16, 2026 TO: Honorable Mayor and City Council FROM: Roy Nakamura, Chief of Police By: Amber Abeyta, Management Analyst SUBJECT: AMENDMENT NO. 2 TO THE PROFESSIONAL SERVICES AGREEMENT WITH ALLIED UNIVERSAL SECURITY SERVICES FOR JAIL OPERATION SERVICES FOR FISCAL YEAR 2026-27, IN AN AMOUNT NOT TO EXCEED $428,196 CEQA: Not a Project Recommendation: Approve SUMMARY The City has a Professional Services Agreement (“Agreement”) with Allied Universal Security Services (“Allied”) for jail operation services, which expires on June 30, 2026. It is recommended that the City Council approve, authorize, and direct the City Manager to execute Amendment No. 2 to the Agreement with Allied for jail operation services for Fiscal Year 2026-27, in an amount not to exceed $428,196. It is further recommended that the City Council delegate the authority to approve future renewals under this agreement to the City Manager, without returning to the City Council for approval, provided that any financial increases remain within recognized inflationary levels. BACKGROUND The Arcadia Police Department jail is a 20-bed “Type I Jail Facility,” as described in the California Code of Regulations, Title 15. A Type I Jail is a local detention facility where persons are held for not more than 96 hours (excluding holidays) after booking. The jail holds inmates prior to court arraignment and/or pending release on Bail, Own Recognizance, Written Promise to Appear, and prisoner DNA collection. Jail staff is responsible for the safety and well-being of all inmates and adheres to all applicable Amendment No. 2 Jail Operation Services PSA June 16, 2026 Page 2 of 3 Federal and State requirements, laws and statutes, applicable court orders, and the California Corrections Standards Authority, as applicable to a Type I Jail Facility. Since the inception of the Jail, the Department has maintained a positive reputation for the efficient and effective handling of operations, supervision, and management of the facility. Since 2012, the Department has contracted with a private company for jail services, initially with G4S, which was later acquired by Allied Universal. Allied Universal is a company with over 60 years of experience in providing security services. The jail operation services provided include all labor, tools, equipment, materials, and supervision necessary to provide for a safe, efficient operation of the City’s Type I Jail Facility. Over the course of the agreement, Allied and the City have worked together to garner quality jailers who meet the City’s employment standards and performance expectations. DISCUSSION The previous contract with Allied expired on June 30, 2023. To ensure transparency, a Request for Proposals (“RFP”) was issued in March 2023, but Allied was the sole proposer. The Department is aware of one other company that provides jail services, GEO Group, a Florida based company. However, GEO Group did not submit a proposal. Since Allied’s proposal met the City’s requirements and they were the only respondent, the contract (Attachment No. 1) was awarded to them and approved by the City Council at the June 20, 2023, meeting. The contract term extended from July 1, 2023, to June 30, 2026, with the option of three one-year renewals. Amendment No. 2 (Attachment No. 2) represents the first one-year renewal, effective July 1, 2026, to June 30, 2027. The proposed Amendment No. 2 totals $428,196 (rounded) and represents an increase of 1.84% from last year’s contract amount of $420,464. This slight increase in contract costs for jail operations is attributed to inflationary pressures. All other terms of the Agreement remain the same. Given that Allied has demonstrated reliability as a service provider and consistently meets the City, Federal and State requirements, it is recommended to continue their services for another year. Amendment No. 2 Jail Operation Services PSA June 16, 2026 Page 3 of 3 At the conclusion of FY 2026-27, the agreement will have one final optional extension; if that is approved, a new RFP will be issued during that Fiscal Year for a new contract period. ENVIORNMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), based on Section 15061(b)(3) of the CEQA Guidelines, as it can be seen with certainty that it will have no impact on the environment. FISCAL IMPACT Sufficient funds in the amount of $428,196 have been included in the General Fund Operating Budget for Fiscal Year 2026-27. RECOMMENDATION It is recommended that the City Council determine that this action does not constitute a project under the California Environmental Quality Act (“CEQA”); and approve, authorize, and direct the City Manager to execute Amendment No. 2 to the Professional Services Agreement with Allied Universal Security Services for jail operation services for Fiscal Year 2026-27, in an amount not to exceed $428,196. Attachment No. 1: Professional Services Agreement Attachment No. 2: Proposed Amendment No. 2 Attachment No. 1 Page 1 of 3 AMENDMENT NO. 2 TO PROFESSIONAL SERVICES AGREEMENT REGARDING OPERATION OF THE ARCADIA POLICE DEPARTMENT’S TYPE 1 JAIL FACILITY This Amendment No. 2 is hereby entered into by and between the City of Arcadia, a charter city organized under the Constitution and laws of the State of California, and Allied Universal Security Services, a Limited Partnership, with respect to that certain Professional Services Agreement between the parties dated August 1, 2023 (“Agreement”). The parties agree as follows: 1.Section 2. (b) Compensation and Exhibit “B” of the Agreement is amended to increase the cost by $428,196 for the period of July 1, 2026, to June 30, 2027 (“term”). 2.Section 5. Term is hereby extended to July 1, 2026, to June 30, 2027. 3.All the remaining terms and provisions of the Agreement are hereby reaffirmed. Consultant will include with each invoice a detailed progress report that indicates the amount of time worked by each employee. Consultant will inform city regarding any out of scope work being performed by consultant. The total compensation shall not exceed $428,196 for the term of July 1, 2026, to June 30, 2027, in accordance with the table listed below.
