SUMMARY
The Arcadia Chamber of Commerce (the “Chamber”) provides programming and
activities that benefit its members and the entire business community. The City of
Arcadia and the Chamber execute an annual Agreement for Services (“Agreement”)
for small business support and marketing. As proposed in the Agreement for Fiscal
Year 2026-27, the City will provide the Chamber with $104,367 for its efforts on behalf
of the business community, and to complement the City’s marketing activities.
It is recommended that the City Council approve, authorize, and direct the City
Manager to execute the Agreement for Services with the Arcadia Chamber of
Commerce for Fiscal Year 2026-27, in the amount of $104,367.
BACKGROUND
The Chamber and the City have long cooperated on issues and projects of mutual
interest to the Arcadia civic and business community. As part of this cooperation, the
City enters into an annual Agreement for Services with the Chamber to provide public
relations, business development, and governmental/legislative services in support of
the Arcadia business community and general economic development. The Chamber
Summary Report, included as Attachment No. 1, highlights some of the events,
programs, and activities from the 2025-26 Fiscal Year. The Chamber Annual Financial

Summary, included as Attachment No. 2, provides additional details on Chamber
funding sources, expenditures, and finances.
In addition to the annual Agreement for Services, the Chamber also utilizes the City-
owned property at 388 West Huntington Drive for its offices, at a discounted rate.
The current lease rate of $400 per month with the Chamber, which was approved in
December 2021 and extends through November 2026, is well below the current at-
market rate, estimated to be $3,800 per month for a 1,900 square-foot office in
central Arcadia.
DISCUSSION
The Chamber of Commerce offers a variety of important services to the business
community in Arcadia, including:
• Providing reference information and referral services about the City to
brokers, realtors, merchants, business operators, and interested public.
• Communicating frequently via e-mail with monthly event calendars, weekly
event reminders, and regular website updates.
• Utilizing social media, including Facebook, X, and Instagram, to expand
outreach for events, including mixers, business breakfasts, and ribbon
cuttings.
• Hosting, promoting, and managing the Taste of Arcadia event along with
several other annual or biennial events, such as job fairs and other workforce
and economic development initiatives.
• Organizing and providing staff support for regularly scheduled meetings, such
as the Community Connection meeting, Chamber Ambassador meetings,
Business Networking Breakfasts (Rise and Shine Arcadia), business mixers,
Arcadia Business Community (“ABC”) Groups, etc.
• Working with and supporting the Downtown Arcadia Improvement
Association (“DAIA”), including various planning activities and events held in
the Downtown.

• Conducting business visits to learn about the different businesses in Arcadia,
providing business owners with contact information and services available
through the City and the Chamber.
• Coordinating with the City on retail recruitment, targeted economic
development opportunities, and marketing efforts.
The proposed Agreement for Services with the Chamber for Fiscal Year 2026-27 is
included as Attachment No. 3. The Agreement provides for annual financial support
from the City and includes an exhibit that further details the Chamber’s services
benefitting the City and the business community. The proposed Agreement includes
an increase of 3.2% based on the U.S. Department of Labor Consumer Price Index
increase for the Los Angeles-Long Beach-Anaheim region, over the 2025 calendar
year. This amounts to an additional $3,236 in funding compared to the previous
Fiscal Year allocation, totaling $104,367 for Fiscal Year 2026-27. The funding provided
by the City is anticipated to account for approximately 20% of the Chamber’s overall
income for Fiscal Year 2026-27, with the remainder provided by membership dues,
sponsorships, and event proceeds.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California
Environmental Quality Act (“CEQA”) under Section 15061(b)(3) of the CEQA
Guidelines, as it can be seen with certainty that it will have no impact on the
environment.
FISCAL IMPACT
Since 2015, the annual Agreement for Services with the Chamber has been adjusted
based on the Consumer Price Index (“CPI”). CPI growth has moderated in recent
years, declining from 7.4% in 2022 to 3.5% in 2023, and 3.2% in 2025. The City will
continue to utilize CPI adjustments to help ensure equitable and appropriate funding
for the Chamber’s services in the future.
For Fiscal Year 2025-26, the City allocated $101,200 for Chamber services. The
proposed Fiscal Year 2026-27 General Fund Budget includes $106,100 for the

Chamber of Commerce. The annual Agreement for Services totals $104,367;
therefore, sufficient funding is available within the proposed budget to execute the
Agreement.
RECOMMENDATION
It is recommended that the City Council determine that this Agreement does not
constitute a project under the California Environmental Quality Act (“CEQA”); and
approve, authorize, and direct the City Manager to execute an Agreement for
Services with the Arcadia Chamber of Commerce for Fiscal Year 2026-27 in the
amount of $104,367.

Public Relations
Community Focus
The first six months of 2026 saw the Arcadia Chamber focusing heavily on building on new
membership and retaining current members, all while highlighting our ever-popular
networking events. Economic hardship continues to strain many businesses, but with the
addition of newer low-cost events like Happy Hour Hop, Morning Brew, and Lunch Link-Up,
members have found ways to engage with other members without having to spend as much out
of their own pockets. These events only require guests to pay for what they eat or drink, which
can help keep their costs low.
Another focus for early 2026 has been expanding on board and
ambassador participation, along with creating new ways to promote
marketing benefits that come along with general membership. A
membership drive in March brought in a record number of new
members, with the board bringing in 27 of the 48 total new members.
The Arcadia Chamber also put great focus on our April 30th golf
tournament, bringing in new sponsors like Surfside Vodka, and moving to create an event
unlike any other in the San Gabriel Valley. The popularity of the Arcadia Chamber Golf Classic,
the 4th on record, lead to foursomes and hole heroes selling out weeks prior to the event.
While some businesses and chambers are still feeling the impact of the 2025 Eaton Canyon Fire,
the Arcadia Chamber has continued to embrace opportunities to showcase our value to our
community at large, providing high-class networking, more marketing opportunities than ever,
and customer service from Chamber staff that is top-notch.

#ArcadiaStrong-er
The Arcadia Stronger program continues to
assist businesses throughout the City of
Arcadia by providing Chamber
membership to those who might be struggling. Some of these businesses are still feeling the
effects of the Eaton Canyon Fire, while others facing economic hardship cannot consider
Chamber membership in their overall budgets. The program is coming to an end, with only a
few additional memberships to give away.
Arcadia Stronger members in recent months include
businesses like Fika Fika Coffee, recommended to
the Chamber from Long
Toyota, A&T Pro Agency,
and Coast 2 Coast Roasters.
Currently 7 businesses have
joined under this program in
2026, with 159 total members
having come through the
program since 2023.

Social Media
The Arcadia Chamber utilizes social media in the form of Instagram,
Facebook, WeChat, LinkedIn, and X (Twitter) to help promote and pass
along information from the Chamber and its members. The Chamber’s
Facebook page has over 3,300 followers, and Instagram has surpassed Facebook with almost
3,500 followers. LinkedIn has 310 followers to date.
Another platform used by the Arcadia Chamber is Constant Contact, which has almost 6,000
active community email subscribers. Monthly email blasts and paid e-blasts from members go
out to all email addresses, to keep the community up to date on happenings with the Arcadia
Chamber and its membership base. Each month, the calendar of events is sent to all subscribers,
along with a new member corner article written by current Chamber president, Christine Zito.
The Arcadia Chamber Members-Only Facebook group was created to give
members a way to post more often to their targeted audience: other
Chamber members. Currently, this group has 140 members, many of
whom are active and post regularly.
Committees
Committees currently include the Board and
Ambassador teams, along with the
Membership, and Events committees, plus a
group focusing on the Golf Tournament. These groups meet approximately once per month to
discuss their topics and make changes and suggestions to help build membership and improve
the Chamber overall.
The Ambassador Team continues to invite new members to their monthly meetings, which
have good attendance overall. With the larger numbers of new members, Ambassador meetings
continuously have 7 to 10 new members each time, with the largest
meeting having 12 new members in attendance.
At the Ambassador meeting, held in the Arcadia Chamber
conference room, new members meet their personal ambassador,
Arcadia Chamber staff, and other Ambassadors. This gives new
members a more personal introduction to the Chamber itself. The

2026 team is led by the Arcadia Chamber’s Director of Sales, Jose Luis Correa.
The Membership Committee works on new member sales and ideas to market to new
members. The committee has been coming up with new and innovative ideas to help build the
Arcadia Chamber membership base.
The Golf and Events Committee planned the 2026 event on April 30th at Brookside Golf Course,
which was a great success.
The Policy and By-Law Committee completed the by-laws and at the February Strategic
Planning Meeting, the board voted to adopt the adjusted by-laws.
Membership
Along with events, the Arcadia Chamber has been focused heavily
on membership; not just new members, but also in retaining current
members. While bringing in new members is very important to the
Arcadia Chamber overall, staff also felt current members needed a
touch-base system, in which staff and ambassadors both reach out consistently, invite members,
and make them aware of marketing opportunities and special events.
To assist in retention, the Arcadia Chamber continues its three-point (90 day) system of touch-
bases for members upon their renewal, starting with an emailed invoice from our bookkeeper.
Then a physical invoice is sent via mail, with selected members emailed again, by Carrie. Then
Jose Luis makes a personal visit to the place of business to hand deliver the invoice. The system
works well, especially in the area of members who are not as tech savvy and might not receive
initial emails.
Jose Luis consistently makes rounds of the local community, stopping in at members’ locations,
and visiting new and established businesses who are not yet members. This personal
connection brings in many new members, who report one of the main reasons for joining were
those in-person visits. Jose Luis also continues to visit networking events all over the
San Gabriel Valley, to engage with businesses and professionals, sharing
information on the Arcadia Chamber and inviting folks to try out our events.
The Chamber’s 110% Club program is in full swing, with 297 members taking
advantage of the program, from January through June. Flyers and information are
continuously posted and updated on a wall in the Chamber office to showcase
events, promotions, and specials from those members.
Retention for returning members is at 62%, 3 points above our last reporting.

Member Events
ABC (Arcadia Business Community)
Groups
The Arcadia Chamber ABC Groups, small networking groups,
of no more than 20 members, meet at different times of the
month and time of day, at Chamber member locations all over
the San Gabriel Valley. ABC Groups continue to thrive,
attracting new and experienced members. Some members even
attend multiple groups throughout the month!
These 2026 leaders included Heidi Bloks of Berkshire Hathaway Golden Properties
(who took over leadership of Christine Zito’s group), Dana Borelli of
CA Flat Fee and Jennifer Kerzie from the Derby, who host their group
at Don Ricardo’s. Mitch Woolley of E-Marketing Associates, James
Doyle of Doyle Accident Attorneys, and Jesus Pimentel of Oncore
Solar and James Alewine III of Modern Woodmen of America all host
their various groups in the Arcadia Chamber Conference Room.
Topics include perfecting AI for your business, generating leads, and
using the Arcadia Chamber membership perks, while others have
speakers on multiple business-related topics.

Rise & Shine Arcadia –
3rd Thursday each Month
At Rise & Shine, guests can network, give 30 second elevator pitches, play games, and get to
know each other during networking, all to help grow their business and drum up new clientele.
Rise & Shine continues to grow and thrive, with attendance now
averaging 50 to 60+ guests consistently each month. Rise & Shine
venue hosts in the first six months of 2026 have included Embassy
Suites, Santa Anita Park, the DoubleTree Hotel, Marko’s in Duarte, and
the brand-new Hilton Arcadia, who hosted our first Rise & Shine of
year in January.
Rise & Shine continues to be sponsored by Pure Media Marketing, with Diane Pierson of
Always Best Care as our Coffee & Toast sponsor for 2026. CA Flat Fee returned as the
Entertainment sponsor also for 2026. DJ John Villa of Dance Syndicate also continues as
entertainment for Rise & Shine.
The Arcadia Chamber’s Business Spotlight Booths, wherein a member can host a booth for only
$100 at Rise & Shine to sell products and promote their business during the event, has been a
popular addition to this event. Business Spotlight Members have included David Lamb
Woodworx, who sells custom made woodworked products, like charcuterie boards and butcher
blocks, along with farmhouse furniture.
A new addition to Rise & Shine in late 2025 was Non-Profit Spotlight booths, highlighting some
of the chamber’s great non-profit organizations. Non-profit organizations very much enjoy this
opportunity, and some participants in early 2026 include Habitat for Humanity, Foothill Unity
Center, the Boys & Girls Club of the Foothills, and the Arcadia Historical Society.

Connect & Prosper – 4th
Wednesday every other Month
Connect & Prosper events occur every other month,
hosted by New Fusion and the brand-new XiBei
Restaurant (in the Shops at Santa Anita). This event’s focus is to assist the Mandarin-speaking
community and provide networking opportunities to that group.
Led by Board Member and Past-President Francine Chiu of Star Seven
Financial Services, Connect & Prosper has helped bridge the gap in the
business community with Mandarin-speaking members.
Members regularly in attendance include a representative from the
EverTrust Bank, DoubleTree Hotel,
Always Best Care, Mutual Escrow, USC
Arcadia Hospital, and more. Star Seven
Financial Services is our sponsor for 2026. Forest Lawn continues
to be a Red Envelope sponsor, as well.
Mixers
The Arcadia Chamber has put a very big focus on mixers in 2026, with the goal of
hosting one MIX event per month at a different location, starting in February. The
Kensington Sierra Madre hosted the first event of the year, a Valentine’s Day
themed event on one of their outdoor patios. Fogo de Chao
was our host for March, and the Habitat for Humanity
ReStore in Pasadena hosted April, and new member, the Mattress Store
of Pasadena, will be our host in June.
Mixer attendance can range from 30 to 40 guests to upwards of 100+ and
beyond, as occurred with the Arcadia Chamber’s very popular Multi-
Chamber Mixer event at the Le Meridien Hotel, held on May 20th. The Le Meridien has hosted
this event for multiple years running, bringing together 16+ local
Chambers from the San Gabriel Valley and beyond.
The Mult-Chamber mix at the Le Meridien hosted 275 guests, plus 18
Business Spotlight Booths, including a headshot booth, plus food and
drinks from the Le Meridien, and a fun photo booth from Chamber
member, Glamify Me. DJ John Villa provided entertainment, as well.

Networking at Noon
Networking at Noon is one of the Arcadia Chamber’s fastest
growing events. Held on the 4th Thursday of each month at the
world famous Derby, guests at Networking at Noon play networking games, give their 30
seconds pitches, and give and receive raffle prizes, all while building their business.
Networking at Noon generally gathers 45 to 55 guests, and this event continues to gain the
attention of new and prospective members. The Derby will continue to be our main Networking
at Noon host throughout 2026 until the holiday months, when other members will have an
opportunity to host.
Ribbon Cuttings
Members frequently contact the Chamber for ribbon cuttings to
celebrate a grand opening, specific
event, or milestone for that member.
Lots of new members celebrated their grand openings, like
the new Hilton Arcadia, Mission Valley Bank, and Arcadia
Preschool Academy. Others celebrated various milestones,
such as Rally Point Barber Shop, who celebrated their 1-year
anniversary, the same with Willie’s
Vintage, and The Money Store, who
celebrated moving into their new
location. The Arcadia Chamber partnered with the Monrovia Chamber
in conducting the Mission Valley Bank and Money Store events.

Community Connection -1st
Thursday of Each Month
Community Connection continues to help engage the community and boost participation in a
virtual setting, which in turn has helped boost overall attendance at this important event.
Information was provided by the Arcadia Community Center on upcoming summer activities,
from Simon Vuong from the City of Arcadia’s Economic Development Department, and from
Supervisor Kathryn Barger, who reported on recovery from the Eaton Canyon Fire and
additional legislation pertaining to local businesses.
Legislative Reps regularly attend this meeting to provide
up-to-date information on new legislature, laws and
regulations, and happenings throughout our county and
state.
Community Connection is recorded and put out on social media, for future viewing, so
watchers can keep up with City happenings, updates from local entities, plus news from our
legislative reps.
Learning Lab
Learning Labs have proven to be very
popular events, and the Arcadia
Chamber has been increasing the number of events. Speakers in the first six
months of 2026 have included James Alewine III of Modern Woodmen of
American, discussing 401ks for employers, Vic Kerasimian of Aire Serv,
talking about the importance of clean air for home and businesses, and
Cameron Rogers of Paychex, giving information on payroll,
HR, and general compliance.

Arcadia Classic Golf Tournament
The Arcadia Chamber held its 4th annual Golf Classic on April 30th at
Brookside Golf Course, which was sold out for both golfer foursomes and
hole hero booths earlier than any prior year.
144 golfers, including local business owners, residents, plus staff from Santa Anita Park, Foothill
Credit Union, Post Alarm, and the City of Arcadia, played the course and visited 18 hole hero
booths to play games, win prizes, and get fun swag. Longo Toyota hosted the hole-in-one (no
winner this year), and Surfside Vodka provided drinks on the course. Additional hole heroes
included the Le Meridien Hotel, Foothill Credit Union, Rose Hills, Mohajer Law, David Lamb
Woodworx, Gameday Men’s Health, the Hilton Arcadia, Servpro, New York Life, Garvey
Roofing, Anytime Fitness, Farmers Insurance, BMO, Modern Woodmen, and Post Alarm.
Rivian and Thorson Motors both showcased a car on the course, as well.
Golfers also were able to purchase raffle tickets for prizes donated by many of our Chamber
members, along with 50/50 raffle tickets. The 50/50 winner took home over $2000 this year! The
Arcadia Chamber Golf Classic is one of our most popular fundraisers, and we are working with
Brookside Golf Course to book the date for 2027.

Business Development
The Chamber continued its mission to assist businesses and help the community grow in the
City of Arcadia.
The Arcadia Chamber is hard at work on our upcoming Welcome Home
booklet, as of the writing of this report. The printed booklet is slated to
be completed and in-hand by July of this year. The Welcome Home
publication, printed by Town Square, will be distributed to new home
owners in the City of Arcadia. It will include information on the City,
things to see and do, shopping and dining, education information, and
more. A fundraising effort for the Arcadia Chamber, Town Square
worked for months on selling ads to Chamber members who wanted to
showcase their businesses to new home owners. As with our printed
directory, Welcome Home will be produced every two years.
Another aspect of the Arcadia Chamber’s community involvement, is
our participation with local groups and organizations. Arcadia Chamber CEO Karen Mac Nair
continues to sit on the Homeless Coalition Committee, along with the Downtown Arcadia
Improvement Association Board. Director of Membership Sales Jose Luis
attends the Arcadia Community Coordinating Council meetings, along
with other events, networking organizations, and mixers put on
throughout the San Gabriel Valley.
Jose Luis is very active around the community in general, attending
ribbon cuttings and openings for businesses who are not members, to try
and entice those businesses to join.
Arcadia Chamber is also looking forward to joining the City
of Arcadia and Santa Anita Park in welcoming the equestrian
events for the 2028 Olympics.

To increase its presence on social media, the Chamber developed a LinkedIn company page,
offering members, prospective members, and the business community new avenues to engage
and expand their networking with the Chamber. LinkedIn helps promote Chamber events,
showcases videos, and provides helpful information to followers.
Certificates of Origin
Another source of revenue for the Chamber is Certificates of
Origin. Import/export businesses have been very busy during the
last few months of the year, so many members have been utilizing
this service, sometimes on a weekly basis.
There are still members who join simply
to use this service for their business.
Interesting companies that utilize the Certificate of Origin offerings are
Rodarte, who ships extremely high-end fashion items (and creates
many of the fashions you see on the runway at the Oscars and other
large Hollywood events), and Flying Horses, who ships not only
horses, but also goats and cows, and now zebras, to places all over the world.
The Arcadia Chamber is one of the only places around that currently offers Certificates of
Origin, so this is a popular offering to our Chamber members.
Room Rentals
Room Rentals continue to be on the rise, with multiple members and non-members coming
back to utilize the conference room for board meetings, classes, and more. The Chabad of
Arcadia and Calling Church both are consistent renters of the board room in recent months. The
OB/GYN and Incontinence Center also hosted a well-attended women’s wellness event. Room
rental revenue from January through June totaled $1,850.

ACE Awards & Board Installation 2026
The Arcadia Chamber installed its 105th Board of Directors in
February. Our new president is Christine Zito of Pure Media
Marketing. Tyler Zikuski of the Derby comes in as secretary, and
Brooke Perez of Longo Toyota is treasurer. Sina Mohajer of
Mohajer law is our immediate past-president. The awards
ceremony was Star Wars themed, with the tagline of May the
Chamber be With You.
The ACE Awards was held at the new Hilton Hotel Arcadia, which was a great way to
showcase the new hotel itself and the great amenities it has, including a giant projection screen.
The event was well attended and guests are still commenting on just how much fun they had.

Taste of Arcadia
Taste of Arcadia will be held once again at Santa Anita Park on
September 19th. Save the date for a great event! Interest is already
coming in from members, including
Ontario Airport, who hopes to create a
unique lounge experience, and Lucid
Motors, who has committed to bringing
their cars.

Continuing Community Improvement
Aside from fielding questions and providing assistance to Arcadia Chamber members, the
Arcadia Chamber also assists in directing community members to various entities throughout
the city and beyond. Examples include helping direct residents to public works when
experiencing street light outages, water leaks, or potholes. The Arcadia Chamber also passed on
two interested parties to the Firefighters Association, who wanted to learn how to become a
sponsor of the Annual Pancake Breakfast, and when a resident called with issues getting a
power box set up at their place of residence, the Arcadia Chamber was able to forward that to
our representative at Southern California Edison, and within a couple days, the issue was
completely resolved. Chamber staff even helped deflect an instance of spam with a customer of
Southern California Edison, making sure the customer kept their
info safe and Edison staff was informed of the incident. The
Arcadia Chamber also assisted an Arcadia resident with
Alzheimer’s who got lost and just happened to choose our office
as a location to go to for help. Arcadia PD Dispatch was called
and assisted the resident in getting home.
One never knows what types of calls will come in to the Arcadia
Chamber of Commerce, and this includes people from all over the
country who mistake our Arcadia Chamber for other Arcadias (there
are 12+ cities and parishes called Arcadia). A few fun facts about other
Arcadias - the Bonnie & Clyde Festival is held near Arcadia, Louisiana,
and an antiquing mecca is located in Arcadia, Florida.
Many businesses also come into the Arcadia Chamber office or call to
inquire about business licenses, community center classes, or thinking
the building houses the Gilb Museum, so Chamber staff has become
well-equipped in passing along the appropriate information, as
needed. The unique shape of the Arcadia Chamber building must be
the reason for this, as it certainly is iconic.
The Arcadia Chamber participates and markets for many different events and activities
throughout the year to help not only promote the Chamber but to also keep actively engaged in
the community. This April, the Chamber staff and other members joined up as the Chamber
Turtles and ran/walked in the Santa Anita 5K.
In preparation for the 2028 LA Olympics, Arcadia Chamber staff has been attending Olympics
meetings and sharing information about the upcoming events, ticket sales, and ways businesses

can get involved. The Chamber plans to host workshops on using RAMP. See our website here

Jose Luis can often be found at events all over the community, networking and sharing about
the Arcadia Chamber while trying to recruit new members.
In January of 2026, the Arcadia Chamber implemented
yet another new networking event, called Lunch
Link, held on the 2nd Tuesday of each month. This is
a casual networking event, where guests can attend
and buy as little or as much as they please (in line
with Happy Hour Hops), and network at their
leisure. Guests number between 10 and 30,
depending on the location, and this event is quickly
gaining popularity.
The Arcadia Chamber, as in years past, assisted with check-in at the
Mayor’s State of the City event in January at the Hilton Arcadia Hotel, and will continue to
participate in the community event as needed.

Looking Ahead – 2026 and beyond - Upcoming Chamber Events
and Announcements
The Arcadia Chamber had its regularly scheduled events from January through June, including
Rise & Shines, Networking at Noons, Happy Hour Hops, and many more.
In the next six months of 2026, the Arcadia Chamber also hopes to boost our Foundation Circle
membership program, with new levels and benefits to try
and entice different businesses to take part in these great
opportunities. We will also be encouraging new Board
Members to try different levels that fit their business needs.
During the late summer or early holiday season, the
Arcadia Chamber hopes to host a job fair, in partnership
with the Foothill Workforce Investment Board, utilizing
our Chamber members who are looking to hire.
Jose Luis’s Happy Hour Hop is in full swing, attracting upwards of 30+ guests at each event,
both members and prospective members alike. Guests can register online, providing their
contact info so Jose Luis can keep in touch and invite them to additional events. Members have
reflected, post-event, how much fun Happy Hour Hop is and how it drives new clientele to
their businesses.
The Morning Brew, one of the Arcadia Chamber’s newest events, began in June 2025 on the first
Wednesday of each month. This event has grown already to upwards of 30 to 40 guests
attending, and the popularity has attracted new
members like Fika Fika Coffee and even our local
Starbucks.
The Chamber is already hard at work on the
upcoming Taste of Arcadia event, to be held
September 19th at Santa Anita Park, recruiting food
and drink vendors. Tickets went on sale on June 1st,
and the buzz has begun!
As always, we are looking forward to an exciting year for the City of Arcadia and the Arcadia
Chamber family of members!

Agreement for Services for Fiscal Year
2026-27
AGREEMENT FOR SERVICES BY AND BETWEEN THE
CITY OF ARCADIA AND ARCADIA CHAMBER OF COMMERCE
FOR FISCAL YEAR 2026-27
This Agreement for Services ("Agreement") is entered into this ______ day of
______________ 2026 by and between the Arcadia Chamber of Commerce
("Chamber"), a not-for-profit organization, and the City of Arcadia ("City"), a municipal
corporation and charter city.
RECITALS
A. The City and the Chamber have long cooperated concerning issues and projects of
mutual interest to the Arcadia civic and business community.
B. The Chamber has in the past provided, and desires and intends to provide in the
City's fiscal year ("fiscal year") 2026-2027, various services to the City, as
described hereinafter.
C. For many years, the City has, pursuant to a certain lease entered into by the City and
the Chamber (the "Lease"), provided to the Chamber at a below market lease rate
the full use of a certain City-owned building at 388 West Huntington Drive, Arcadia
("Leased Premises"), in support and recognition of the Chamber's ongoing services
to the City, and the Lease extends through November 31, 2026.
D. The City desires and intends to make payment to the Chamber in the amount of
$104,367 for certain business and economic development, marketing, civic promotion,
and similar services to be provided by the Chamber to the City during Fiscal Year
2026-2027, as set forth in Exhibit "A" attached hereto (the "Services").
E. The Chamber desires and intends to provide the Services to the City in consideration
for the City's payments and appropriation of funds as described herein.
AGREEMENT
Now, therefore, the City and the Chamber do hereby agree that the foregoing Recitals
are true and correct and are incorporated into this Agreement, and made a part thereof
as if fully set forth herein, and further agree as follows:
A. Responsibilities of the Chamber
1. The Chamber is and shall serve as an independent organization entirely
separate from the City, and shall operate under its own bylaws as a
membership organization serving the interests of business in the greater
Arcadia area. For purposes of this Agreement, the Chamber is and in
all respects shall be deemed to be an independent contractor.
2. The Chamber shall provide to the City during Fiscal Year 2026-2027 the
Services set forth in Exhibit "A" attached hereto and incorporated herein by
reference.
3. The Chamber shall submit to the City a written progress report in December
of 2026, and again in May of 2027 describing in reasonable detail the
Chamber's performance and provision of the Services under this Agreement
for the period July 1, 2026 through the date of said reports.
B. Responsibilities of the City
1. In consideration of the provision of the Services by the Chamber to the City
during Fiscal Year 2026-2027, the City shall make (1) payment to the
Chamber of the sum of one-hundred and one thousand one hundred and
thirty one dollars ($104,367), payable in equal quarterly installments, the first
of which is due on or before July 1, 2026 (the "Payment for Services") and
each subsequent payment due on or before the first date of the quarterly
month.
C. Review and Inspection of Chamber Records
1. On or before September 30, 2026, the Chamber shall provide to the City a
complete and accurate financial statement of the Chamber for Fiscal Year
2025-2026 (i.e., ending June 30, 2026).
2. The City and its representatives shall have the right to review and/or audit the
records of the Chamber to verify that the Chamber is providing the Services
and making reasonable and appropriate expenditures from the Payment for
Services in furtherance of providing the Services. For this purpose, the
Chamber shall make available to the City and its representatives all records of
the Chamber to allow the accomplishment of review and audit during normal
business hours of the City, upon reasonable demand by the City.
D. Amendment
1. This Agreement may be amended by mutual written consent of the parties.
E. Termination
1. This Agreement shall be deemed to commence on July 1, 2026 and shall
extend through June 30, 2027 (the "Term"). This Agreement may be
terminated earlier by either party giving the other party written notice of
termination; provided that such notice of termination shall be given at least 180
days prior to the effective date of termination and shall be transmitted by email,
facsimile, U.S. mail, or personal delivery to the person or persons occupying
the indicated position(s) of the other party signing this Agreement. The rights,
duties, and responsibilities of the City and the Chamber shall continue for the
period between the Notice of Termination and the effective date of termination.
Any portion of the Payment for Services due and owing to the Chamber
following such notice of termination shall be prorated to cover only the period
up to the effective date of termination, and any portion of the Payment for
Services already made to the Chamber for the remainder of the period
following the effective date of termination shall be prorated and promptly
refunded to the City by the Chamber to cover the period following the effective
date of termination. Notwithstanding any provision of this Agreement to the
contrary, Section C of this Agreement entitled, "Review and Inspection of
Chamber Records" shall survive the Term and any termination of this
Agreement.
F. California Law
1. This Agreement shall be governed by the laws of the State of California.

SERVICES PROVIDED BY ARCADIA THE CHAMBER OF COMMERCE
TO THE CITY OF ARCADIA
Fiscal Year 2026-2027
The Chamber shall provide the following services to the City:
I. Public Relations
A. Maintain regular office hours with qualified personnel.
B. Provide accurate and timely information and market the City and business
areas to hundreds of residents and business people who walk-in, phone,
write, or e-mail the Chamber each month.
C. Prepare and maintain the monthly community calendar of civic group events.
D. Provide information on Arcadia to realtors and commercial brokers to
assist with business recruitment, business retention, and new commercial
development.
E. Prepare and make available a civic directory which lists all civic, cultural,
social, educational, and business groups, addresses, meeting dates, etc.
F. Through the Board and Committee structure (e.g., Ambassador Meetings,
Chamber Board Meetings), and Chamber functions (e.g., Business Mixers,
Networking Breakfasts, Community Connection Meetings, Arcadia Chamber
Excellence Awards, State of the City), and other various legislative gatherings
and forums, bring civic leaders and City/Agency staff together with business
people and citizens every month.
G. Maintain social media network to promote Chamber, City, and business
activities and news, including Chamber web site with calendar, Facebook,
Instagram, X, and any new effective technologies.
II. Business Development
A. Organize and host business expos and in-person job fairs to market Chamber
business member products and services to each other and to the community,
including at the city’s annual Moon Festival. The City will be provided free and
prominent space at these events.
B. Prepare and print (approximately every other year) a Business Directory
and City Map that includes economic and civic information on Arcadia.
Provide and distribute copies of the Directory and Map to the City,
Chamber Members, businesses and residents, local community and civic
organizations, and hotels.
C. Conduct special community and business forums, e.g., Trash/Recycling pick-
up events, or assist City to inform the community of meetings, e.g.,
community workshops on large development projects, proposed city
measures, initiatives and propositions, transportation concerns, etc.
D. Organize Taste of Arcadia, a tasting event with local restaurants and a
business showcase, during the month of September 2026 to be held at Santa
Anita Park.
E. Assist the City during emergencies, by providing a liaison at Emergency
Operations Center; coordinating with the City EOC & Red Cross and
Emergency Centers throughout the City in the event of earthquake or
disaster; working with Chamber Emergency Business Preparedness plan
for emergencies; and supporting the City during emergencies by
providing relevant information to the business community.
F. Provide ambassadors to existing and new businesses throughout the year
to monitor concerns, assist in resolving problems with the Chamber or the
City, meet other Arcadia businesses (e.g., monthly networking I
orientation I breakfasts).
G. Work actively on business recruitment, expansion and retention efforts
throughout the City.
H. Organize and publicize seminars and training sessions for merchants and
business members under SBA, SCORE, SGVEP, Foothill Workforce
Investment Board, Women at Work, and other governmental and educational
programs.
I. Continue to work with Downtown Arcadia Improvement Association on the
downtown community benefits district, district marketing efforts, and events.
J. As needed or requested by the City, conduct membership survey on general
business topics, e.g., parking, ride-share, recycling, signage, etc. to inform
the City of business concerns
K. Work with other business areas on Live Oak Avenue, Duarte Road, Baldwin
Avenue, Foothill Boulevard, Peck Road/Lower Azusa, and other sectors to
initiate regular events and marketing.
L. Continue to develop new media marketing opportunities for business
members through the Chamber.
Ill. Government/Legislative
A. Through the monthly Community Connection meetings, provide business
information to Chamber members and serve as a forum for City, County,
State and Federal interrelationships and dialogue.
B. Review and recommend proposed business legislation and concerns to
City.
C. Coordinate with city staff to organize the annual “State of the City” event each
year.
