ONE LOT TO ACCOMMODATE A 10-UNIT RESIDENTIAL CONDOMINIUM
SUBDIVISION AT 36 AND 42 EAST COLORADO BOULEVARD

Recommendation: Approve
SUMMARY
Tentative tract maps and final maps are required for all subdivisions and
condominium projects. In accordance with Section 9105.05.050 of the Arcadia
Development Code, the City Council shall approve a final map if it conforms to all
requirements of the subdivision regulations of the Development Code and the
Subdivision Map Act. Tentative Tract Map No. TTM 25-02 (84785) was conditionally
approved by the Planning Commission on September 9, 2025, to consolidate two (2)
legal lots and subdivide the airspace for an approved 10-unit multifamily project,
located at 36 and 42 E. Colorado Boulevard.
Final Tract Map No. 84785 has met all applicable criteria for subdivision – refer to
Attachment No. 1. Therefore, it is recommended that the City Council approve Final
Tract Map No. 84785, along with a Categorical Exemption under the California
Environmental Quality Act (“CEQA”).
DISCUSSION
On April 15, 2025, the Development Services Department approved a three-story 10-
unit multifamily project at 36 and 42 E. Colorado Boulevard, subject to Senate Bill
(“SB") 330 streamlined processing. The Applicant also applied for Tentative Tract Map

No. TTM 25-02 (84785) to consolidate the two properties and subdivide the airspace.
As SB 330 does not apply to maps, the Planning Commission reviewed TTM 25-02
(84785) at its September 9, 2025, regular meeting, and approved it unanimously.
The Final Tract Map submitted by the Applicant/Property Owner satisfies all
conditions of approval set forth in the Tentative Map and has been reviewed by the
Los Angeles County Department of Public Works – refer to Attachment No. 2. The
Map has been found to be in substantial compliance with both the Tentative Map, as
conditionally approved by the Planning Commission, and the subdivision regulations
of Arcadia’s Development Code and the State Subdivision Map Act.
A Certificate of Occupancy will not be issued until the Map has been approved and
recorded by the Los Angeles County Recorder’s Office.
ENVIRONMENTAL ANALYSIS
Final Tract Map No. 84785 is Categorically Exempt from environmental review under
the California Environmental Quality Act (“CEQA”) pursuant to Section 15332 of the
CEQA Guidelines as an infill development project. The Planning Commission affirmed
this finding and conditionally approved Tentative Tract Map No. TTM 25-02 (84785)
at its regular meeting on September 9, 2025.
FISCAL IMPACT
There will be no fiscal impact to the City as a result of approving the Final Tract Map.
RECOMMENDATION
It is recommended that the City Council approve Final Tract Map No. 84785 with a
Categorical Exemption under the California Environmental Quality Act (“CEQA”) to
consolidate two legal lots as one lot to accommodate an approved 10-unit residential
condominium subdivision at 36 and 42 East Colorado Boulevard.

The City Council or Advisory Agency should make the findings required by the
California Environmental Quality Act and the California Subdivision Map Act.
After your approval and the approval of the City Council or Advisory Agency, the final map
should be returned to Los Angeles County Public Works, Land Development Division, for
filing with the Registrar-Recorder/County Clerk's office.
