SUBJECT: PURCHASE ORDERS FOR ANNUAL SOFTWARE HOSTING AND
MAINTENANCE SERVICES WITH ORACLE AMERICA FOR NETSUITE FOR
GOVERNMENT AND CAN/AM TECHNOLOGIES FOR TELLER CASHIERING,
IN AN AMOUNT NOT TO EXCEED $177,900

Recommendation: Approve
SUMMARY
The City currently uses NetSuite for Government (“NetSuite”) from Oracle America
and Teller cashiering system (“Teller”) from Can/Am Technologies to support financial
management and cashiering operations. Both systems require annual licensing,
cloud hosting, and maintenance fees. It is recommended that the City Council
approve two Purchase Orders in Fiscal Year 2026-27: one with Oracle America for
$118,000 and one with Can/Am Technologies for $59,900, for a total of $177,900 for
annual software hosting and maintenance.
DISCUSSION
NetSuite and Teller were implemented last fiscal year to replace the City’s legacy
FinancePlus system, which had been in use since 1999. These platforms support
essential Finance, Purchasing, and Human Resources functions, including payroll,
accounts payable, accounts receivable, budget preparation, general ledger,
cashiering, and financial reporting. Annual hosting and maintenance fees fund cloud
hosting services, ongoing product enhancements, security updates, and program
improvements, along with phone and web-based technical support.

The annual cost for Fiscal Year 2026-27 is approximately $118,000 for Oracle NetSuite
and $59,900 for Teller, for a total annual cost of $177,900, an increase of about 3.1%
from the prior year. It is recommended that the City issue Purchase Orders to Oracle
America and Can/Am Technologies for annual hosting and maintenance services.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California
Environmental Quality Act (“CEQA”), under Section 15061(b)(3) of the CEQA
Guidelines, as it can be seen with certainty that it will have no impact on the
environment.
FISCAL IMPACT
Sufficient funds for the proposed annual hosting and maintenance costs are
budgeted in the FY 2026-27 Operating Budget.
RECOMMENDATION
It is recommended that the City Council find that the proposed action does not
constitute a project under the California Environmental Quality Act (“CEQA”); and
approve Purchase Orders with Oracle America and Can/Am Technologies for annual
hosting and maintenance of the City’s financial system software for Fiscal Year 2026-
27, in an amount not to exceed $177,900.
