FOR PURE STORAGE ANNUAL MAINTENANCE AND SUPPORT IN THE AMOUNT OF $43,489 CEQA: Not a Project Recommendation: Approve SUMMARY The City utilizes Pure Storage Flash Array storage area networks (“SAN”) to host its core software infrastructure across two primary operating environments: City Hall and the Police Department. These arrays hold the City's virtual server environments, databases, operational logs, and public safety data. The current manufacturer’s warranty and support agreements are approaching expiration. Securing these renewals guarantees continued 24/7 engineering support, automated hardware monitoring, and seamless software updates, vital for system uptime and institutional cybersecurity resilience. Utilizing NASPO ValuePoint, a national cooperative purchasing program, allows the City to streamline the purchasing process and receive the best price possible. It is recommended that the City Council approve a purchase order with Netsync, Inc. for Pure Storage annual maintenance and support, in the amount $43,489. BACKGROUND The City relies on an enterprise storage area network (“SAN”) manufactured by Pure Storage to host its entire centralized data infrastructure. There is a single system overseeing all City departments except for the Police Department, which must be separated to meet federal and state security requirements. Enterprise data services PO for Pure Storage Annual Maintenance June 16, 2026 Page 2 of 4 were migrated to Pure Storage flash hardware architecture to eliminate storage latency, improve server recovery speeds, and reduce the physical server room footprint. Rather than running a single centralized site, the City maintains a split- architecture layout across two distinct facilities to guarantee operational independence and security: • City Hall Array: Powers the municipal administration network, including Enterprise Resource Planning (“ERP”) financial software, local Land Management Systems (“LMS”), municipal GIS mapping infrastructure, internal communication channels, and administrative documentation databases. • Police Department Array: Formulates the foundation for the Public Safety network infrastructure, handling high-availability systems such as the Computer-Aided Dispatch (“CAD”) logging systems, Records Management Systems (“RMS”), digital forensic storage networks, and connection pipelines to regional law enforcement databases. The hardware uses a high-performance all-flash architecture to ensure rapid data access and stability across all departments. To maintain data integrity, operational continuity, and security compliance, the system requires an active, manufacturer- certified annual maintenance and support agreement. DISCUSSION The requested purchase order offers comprehensive enterprise coverage provided directly by the original equipment manufacturer, Pure Storage, Inc. This procurement maintains the integrity of the hardware infrastructure through three primary pillars of coverage: 1. Predictive Engineering and Component Replacement: Both storage arrays constantly relay telemetry data back to the manufacturer via secure channels. Pure Storage's automated monitoring platform flags hardware errors, such as flash cell degradation or controller vulnerabilities, before they affect operations. Replacement components are automatically packaged and dispatched for priority overnight delivery, protecting both municipal and public safety data networks from unexpected hardware failures. Security Patching and Continuous Firmware Optimization: Ransomware and cyber-extortion vectors frequently target enterprise backup and infrastructure systems. Active maintenance agreements guarantee immediate access to critical operating system upgrades, cryptographic security hotfixes, and system enhancements that harden storage arrays against emerging exploits. 3. 24/7/365 Tier-1 Engineering Support: For public safety operations, a data outage is a critical emergency. This support contract provides the City's IT engineers with instantaneous, unmitigated access to Tier-1 senior storage architects to rapidly remediate any localized storage area network anomalies. The California Government Code authorizes public agencies to utilize existing cooperative purchasing agreements that have been competitively bid, without conducting a separate formal bid process, resulting in administrative efficiencies and cost savings. NASPO awarded a cooperative purchasing contract to Netsync, Inc. for Pure Storage maintenance services for personal computing devices, servers, and storage. The Information Technology Division has reviewed the contract, and it was determined to meet the City’s procurement and specification requirements. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), under Section 15061(b)(3) of the CEQA Guidelines, as it can be seen with certainty that it will have no impact on the environment. FISCAL IMPACT The total cost for this annual maintenance contract is $43,489. Sufficient funds have been budgeted in the Fiscal Year 2026-27 Operating Budget for this purchase. RECOMMENDATION It is recommended that the City Council determine this action is not a project under the California Environmental Quality Act (“CEQA”); and approve a Purchase Order with Netsync, Inc. for Pure Storage annual maintenance and support in the amount of $43,489.
