SPECIAL MEETING MINUTES
THURSDAY, FEBRUARY 12, 2026
CALL TO ORDER - Chairperson Brewer called the meeting to order at 6:01 p.m. in the City
Council Conference Room.
ROLL CALL OF COMMISSIONERS
PRESENT: Gary Brewer, Vivien Watts, Michael Cham, Ashish Guha, Karren Levine,
Lisa Walton, and Uyen Wong
ABSENT: None
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None
PUBLIC COMMENTS - None.
1. CONSENT CALENDAR
a. Approve the Special Meeting Minutes of December 18, 2025
Recommended Action: Approve
It was moved by Commissioner Levine, seconded by Commissioner Walton, and
carried on a roll call vote to approve the minutes.

2. DEBRIEF OF 2025 HOLIDAY DECORATION AWARDS
a. Discussion of any recommended improvements for 2026.
The Commissioners expressed satisfaction with this year's process, including the
length of time required to present the awards. Staff Liaison Bruno noted that only
11 properties were presented with awards this year, instead of the maximum of 16,
which contributed to the time savings.
Commissioner Cham expressed appreciation for the video that was created by Vice
Chairperson Watts, summarizing the awards process.
3. 2026 MEETING CALENDAR

a. Program overview, submission deadlines, and judging date review.
Staff Liaison Bruno reviewed the 2026 Calendar of Events for the Arcadia Beautiful
Commission. Commissioners agreed to changes to the times for the December 10
and December 17 meetings.
Other discussion included engagement activities for the June 25 Concerts and
Movies in the Park outreach event, attendance at various presentations and events
throughout the year, and a new location for the banner advertising the Holiday
Decoration Awards.
b. America's 2501" Celebration - Home Decorating Contest
Staff Liaison Bruno presented an overview of Arcadia's planned America's 250'
Celebration and how the Commission could be involved. It was recommended that
the Arcadia Beautiful Commission serve as the judges for the Patriotic Home
Decorating Contest, and that it follow a similar format to the Spring Home Awards
and Holiday Awards. Staff Liaison Bruno further explained that since this was a one-
off event, submissions could be self -nominated and the Commission could rate the
applicable properties individually, withoutjudging as a group and visiting each
home.
Chairperson Brewer recommended that the winners be presented at the Summer
Concerts and Movies in the Park event. It was the consensus of the Commission to
support a Patriotic Home Decorating Contest to celebrate America's 250tn
Celebration and Arcadia's planned events and programs.
4. DISCUSSION OF 2026 ARBOR DAY CELEBRATION
a. Arbor Day Proclamation at City Council Meeting (Date: March 3).
Commissioners Levine and Walton confirmed their availability to receive the
proclamation.
5. DISCUSSION OF 2026 SPRING HOME AWARDS
a. Assignment of individual judging zones.
b. Individual judging begins (April 18).
C. Group judging (May 7 @ 4:00pm).
d. Spring Home Awards Presentation at City Council Meeting (Date: May 19).
Staff Liaison Bruno presented an overview of the Spring Home Awards process.

7. REPORT FROM COMMISSIONERS
Commissioner Guha mentioned an upcoming event being held at the Arcadia Public
Library and encouraged the other commissioners to attend.
