Under the Brown Act, the Recreation and Parks Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, May 13, 2026 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER – Vice-Chairperson Ayala called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE – Commissioner Goldsby ROLL CALL OF COMMISSIONERS PRESENT: Ayala, Cheung, and Goldsby EXCUSED: Mediana A motion was made by Commissioner Cheung, seconded by Vice-Chairperson Ayala, and unanimously carried on roll call vote to excuse Chairperson Mediana. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS Arcadia Resident Jackie Huang introduced herself. Ms. Huang reported she has recently moved back into the City with her family and is looking to be more connected and involved in the community. Vice-Chairperson Ayala informed Ms. Huang that applications for various City Commission appointments are currently being taken. Director Recreation Community Services Department (DRCSD) Sara Somogy welcomed Ms. Huang and thanked her for coming to the meeting. REPORTS FROM RECREATION AND PARKS COMMISSIONERS Vice-Chairperson Ayala reported he has received comments on the lighting issue at Newcastle Park. Vice-Chairperson Ayala reported he saw an electrician at Newcastle park possibly addressing the issue. Commissioner Cheung thanked DRCSD Somogyi for addressing the lighting issues at Newcastle Park. Commissioner Cheung reported the Arcadia Parks Foundation recently held the Annual Community Campout. Commissioner Cheung reported the sold-out event was enjoyed by all who attended. Commissioner Cheung reported the Arcadia Parks Foundation is hoping to expand the event next year. Commissioner Goldsby reported he recently visited Newcastle Park and was pleased to see the facility is popular and well used by the public. Commissioner Goldsby reported he had a nice time at the Volunteer Appreciation Dinner. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Pro-Tem Paul Cheng reported the recent resignation of former Mayor Eileen Wang. Mayor Pro-Tem Paul Cheng reported his responsibility as Mayor Pro-Tem is to keep the City, its many departments, and staff focused on moving forward while continuing to provide quality services to the community. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of April 8, 2026. It was moved by Vice-Chairperson Ayala, seconded by Commissioner Cheung, and unanimously carried on roll call vote to approve consent calendar 2.a. 3. REGULAR ITEMS a. Report from Public Works Services Department I. Project Updates Deputy Director Public Works Services Department (DDPWSD) Carmen Masud reported the Public Works Services Department inspected the play structure at Bonita Park. DDPWSD Masud reported the structure will be repainted in the necessary areas with safety approved material. DDPWSD Masud reported the Newcastle Park lighting issue is a software issue. The lights will be manually turned on and off while the issue is being resolved. b. Report from Recreation and Community Services Department I. Monthly Report DRCSD Somogyi reported on several senior activities during the month of April. DRCSD Somogyi reported 190 individuals played bridge. DRCSD Somogyi reported the senior exercise classes had 2,479 participants amongst the various classes. DRCSD Somogyi reported the Gift Shop had 234 visitors. DRCSD Somogyi reported the AARP Tax Assistance program concluded with 55 seniors receiving service in the month of April. DRCSD Somogyi reported Mahjong remains popular with more than 170 individuals participating. DRCSD Somogyi reported Sing Along with James had 134 participants. DRCSD Somogyi reported the Spring Fling dance had 109 individuals in attendance. DRCSD Somogyi reported the Fall Prevention Workshop had 24 attendees. DRCSD Somogyi reported the Pasadena City College (PCC) free classes, History of European Art and Sewing, had 72 and 68, respectively, individuals participated. DRCSD Somogyi reported on several recreation programs and activities during the month of April. DRCSD Somogyi reported the Afterschool Program had 3,699 children attend in the month of April. DRCSD Somogyi reported the Youth Girls Volleyball League had 882 participants. DRCSD Somogyi reported 267 children participated in the Spring Camp over the school break. DRCSD Somogyi reported adult and youth classes had over 2,200 individuals participate in April. DRCSD Somogyi was asked about the Volunteen Program and what the Volunteens do. DRCSD Somogyi informed the Commission teens ages 13 and up can apply to volunteer during the summer or the school year. Teens go through an extensive process when applying to gain insight and experience in pursuing jobs in the future. After the application process, teens are checked with fingerprint background before training to begin their volunteer time in the many programs the Department offers. DRCSD Somogyi reported on facility updates and future park projects. DRCSD reported Fairview Avenue Park is not closing, rather a construction site near the park has plans for development, which is being confused with Fairview Avenue Park. There are no plans to demolish the park. DRCSD Somogyi reported the joint use agreement for field allocations with the Arcadia Unified School District (AUSD) will be changing June 1, 2026, with the AUSD allocating all school district managed fields. DRCSD Somogyi reported the following future park projects were recently presented to City Council to be included in upcoming fiscal year budgets. Projects include the County Park Walking Trail, Tierra Verde Park, and Tripolis Friendship Park. The Longden Park project recommended by City Council and the Fairview Park renovation project will be analyzed and presented for consideration in the future. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room There are three pool tables available Monday through Friday from 7:30 a.m. to 4:30 p.m. for individuals to play. 286 Blood Pressure Check In partnership with USC Arcadia Hospital, free blood pressure checks are available on the second Tuesday of the month from 10:00 a.m. to 11:00 a.m. 12 Bridge Bridge is available on Wednesdays from 10:00 a.m. to 1:00 p.m. and Fridays 12:00 p.m. to 3:00 p.m. 233 Exercise Classes Exercise plays a vital role in a senior’s health and contributes to bone density, increased muscle strength, flexibility, and can reduce stress. 1,344 Fit & Talk Fit & Talk meets on Thursdays at 10:00 a.m. for easy 30- minute workouts. June’s schedule included chair Zumba, strength training, circuit training, and a walk to Arcadia County Park. 37 Gift Shop The Gift Shop sells jewelry, decorations, and many items made by hand. Shoppers: 187 Revenue: $469 Information & Referral The Information & Referral program assists individuals in finding resources that address their issues or living concerns. 110 Karaoke Karaoke meets on the second and fourth Tuesday of each month. It is a popular program where seniors can sing their favorite songs in many languages. 55 Legal Assistance The Neighborhood Legal Services of Los Angeles Organization (NLSLA) is available each month to provide individuals with a free consultation. 4 American Mahjong American Mahjong meets Tuesdays at 12:30 p.m. It is a game of strategy, skill, and luck. The objective is to be the first, by drawing and discarding tiles to match tiles to a specific hand from the American Mahjong card. 105 Mahjong Mahjong meets Fridays at 12:30 p.m. It is a game of Chinese origin played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. 112 Monday Dance Monday dance is held the first, third, and fifth Monday of each month. Seniors can dance to a variety of music played by a live band. 356 Monthly Bus Pass Dial-A-Ride bus passes are sold for $5 per month. Bus Passes can also be mailed to customers. 18 Pinochle Pinochle meets on Monday at 9:00 a.m. It is a card game of German origin played by two to four people. 30 Senior Meals Program Lunch meals are provided Monday-Friday. The cost is $3 for individuals who are 55 years or older and $4 for individuals who are 50-54 years of age. 957 Meals 48 Average Meals Senior Cinema Free movies are shown on Tuesday’s at 12:30 p.m. June’s movies were themed to celebrate the incoming 250th birthday of the USA and included Unbroken, Lincoln, Song Sung Blue, The Butler, and The American President. 76 Senior Seminar Free information seminars are available each month. June’s topics were Living Lively with Grief, A guide to Caption Call Services, Your Heart Matters, and Fatty Liver. 100 Sing Along with James Sing Along meets Wednesdays from 1:00 p.m. to 3:00 p.m. James plays guitar as participants sing songs from different generations. 118 Table Tennis Table Tennis is open Monday-Friday, from 8:00 a.m. to 3:30 p.m. Equipment is available at the front desk. 247 Tech Talk The program offers a short presentation about technology. June’s topics were Password Management and How to Video Chat. 6 Tai Chi Tai Chi meets every Tuesday at 8 a.m. Tai Chi is a Chinese exercise that uses relaxation techniques through slow, flowing movements that helps balance, mobility, and coordination. 67 You’ve Got a Friend This program provides phone calls to individuals who live alone or need someone to check in on them. New friends are made, and great conversations are enjoyed. 2 Table Tennis Tournament On June 5, 2026, seniors participated in the All-American Table Tennis Tournament. This double elimination tournament allowed participants to compete in fast paced games of Table Tennis. 10 Luau On June 12, 2026, the annual Summer Luau took place. Attendees enjoyed interactive Polynesian entertainment from Hula Afi, Hawaiian BBQ, and raffle prizes. 153 Taste the Town Each month participants meet at a different restaurant in Arcadia to have lunch and socialize. On June 18, 2026, participants met at 19seventy at the Ovalo at the Hilton Hotel for an all you can eat experience and a tour of the Hilton Hotel. 61 Red, White, and Blue Bingo On June 19, 2026, participants played Red, White, and Blue Bingo. Participants enjoyed the American theme while playing Bingo, having lunch, and winning prizes. 73 Balance & Fall Prevention This workshop offers education to seniors on safe and functional exercises to support mobility and independence. 80 PCC History of European Art The Recreation and Community Services Department partnered with Pasadena City College for a free History of European Art class. Participants meet weekly through June 8, 2026. 27 PCC Sewing Class The Recreation and Community Services Department partnered with Pasadena City College for a free sewing class. The class meets weekly through June 9, 2026. 34 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and managing the club’s correspondence. A monthly club meeting is held each month discuss monthly trips. Meeting: 74 Passes Sold: 122 Passengers: 72 Total: 268 Cumulative Total for Senior Services 5,168 Connection Total number of monthly newsletters distributed this month. 1,300 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM DESCRIPTION ATTENDANCE Adult Basketball The Adult basketball league has 28 teams this season. The league takes place at the Dana Gym on Sundays from 8:00 a.m. to 10:00 p.m. The spring league started on March 22, 2026, and will continue through June 14, 2026. 420 Summer Fun N Play The Summer Fun ‘N Play Program provides children from ages 5-12 with weekly recreational activities in a group environment. The program runs for nine weeks from June 8 through August 7. The children enjoy a variety of games, crafts, and a weekly demonstration from outside organizations. BS 1,365 HR 1,390 Total 2,755 Specialty Camps Weekly Specialty Camps are offered in the Summer from June 8 through August 14 at various facilities in the City. June Specialty Camps offered tennis and Science, Technology, Engineering, and Mathematics (STEM) camps. 710 Summer Concerts & Movies in the Park On Thursday, June 25, the Summer Concerts and Movies in the Park series kicked off. Cold Duck entertained 700 fans with their popular song list and upbeat attitude. The movie, Charlotte’s Web, had 250 people in attendance.
