HomeMy WebLinkAboutItem 11h - Gun Range Maintenance Services STAFF REPORT POLICE DEPARTMENT DATE: July 21, 2026 TO: Honorable Mayor and City Council FROM: Roy Nakamura, Chief of Police By: Amber Abeyta, Management Analyst SUBJECT: AMENDMENT NO. 1 TO THE PROFESSIONAL SERVICES AGREEMENT WITH RANGE MAINTENANCE SERVICES, LLC FOR GUN RANGE MAINTENANCE SERVICES FOR FISCAL YEAR 2026-27, IN AN AMOUNT NOT TO EXCEED $38,869 CEQA: Not a Project Recommendation: Approve SUMMARY The City previously entered into a Professional Services Agreement (“Agreement”) with Range Maintenance Services, LLC for gun range maintenance services, which expired on June 30, 2026. It is recommended that the City Council approve, authorize, and direct the City Manager to execute Amendment No. 1 to the Agreement with Range Maintenance Services for gun range maintenance services for Fiscal Year 2026- 27, in an amount not to exceed $38,869. It is further recommended that the City Council delegate the authority to approve future renewals under this agreement to the City Manager, without returning to the City Council for approval, provided that any financial increases remain within recognized inflationary levels. BACKGROUND The Arcadia Police Department’s gun range is a 4,500 square foot indoor training facility that is available 24 hours per day, seven days per week. The facility may only be used by law enforcement agencies and provides a climate controlled indoor range for Arcadia police officers to complete required firearms trainings. Additionally, the gun range is also used for training purposes by neighboring law enforcement agencies. The Amendment No. 1 Range Maintenance Services July 21, 2026 Page 2 of 3 five-lane, 50-yard facility is equipped with a variable lighting system, targeting system, ready room for weapon cleaning and preparation, observation area, armory storage room, and training classroom. It is imperative for the Police Department to keep its gun range facility clean and safe. The City must protect its employees and patrons from lead and gaseous pollutants, which are common dangers of an indoor gun range. To protect the health of all gun range users and preserve the condition of the facility, Arcadia’s gun range undergoes a series of maintenance services: monthly air filter replacements; biannual filter replacements; annual high-efficiency particulate air (“HEPA”) filter replacements; and an annual Gran Bullet Trap maintenance service. The Department maintains a Professional Services Agreement with a contractor to provide these gun range maintenance services. DISCUSSION The previous contract with Range Maintenance Services expired on June 30, 2023. In accordance with the City’s procurement policy, a Request for Proposals (“RFP”) was issued in February 2023. A total of two proposals were received: one (1) from Range Maintenance Services, LLC, and one (1) from HCI Environmental & Engineering Services. Following a comprehensive evaluation of the proposals, Range Maintenance Services, LLC was determined to be the best fit for the City’s needs. Range Maintenance Services offered the most cost-effective solution and was subsequently awarded a contract with a term from July 1, 2023, to June 30, 2026, with the option of three one-year renewals (Attachment No. 1). The first one-year renewal of the contract is proposed as Amendment No. 1 (Attachment No. 2), effective July 1, 2026, to June 30, 2027. The proposed Amendment No. 1 totals $38,869 and represents an increase of approximately 30% from last year’s contract amount of $29,880. This increase in contract costs for range maintenance is attributed to unusual inflationary pressures. Furthermore, the expenses associated with hazardous waste disposal increased significantly. The cost of this service ranges from $3,000 to $6,000, and the final amount will be determined at the time of service. To ensure the anticipated costs are adequately covered, the proposed Amendment includes an estimate at the higher end, set at $6,000. All other terms of the Agreement remain the same. Given that Range Maintenance Services has demonstrated reliability as a service provider and Amendment No. 1 Range Maintenance Services July 21, 2026 Page 3 of 3 consistently meets the needs of the City, it is recommended to continue their services for another year. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), based on Section 15061(b)(3) of the CEQA Guidelines, as it can be seen with certainty that it will have no impact on the environment. FISCAL IMPACT Sufficient funds in the amount of $38,869 have been included in the General Fund Operating Budget for Fiscal Year 2026-27 to support this agreement. RECOMMENDATION It is recommended that the City Council determine that this action does not constitute a project under the California Environmental Quality Act (“CEQA”); and approve, authorize, and direct the City Manager to execute Amendment No. 1 to the Professional Services Agreement with Range Maintenance Services, LLC for gun range maintenance services for Fiscal Year 2026-27, in an amount not to exceed $38,869. The Parties agree as follows: 1.Section 2. (b) of the Agreement, the Compensation is amended for the Extended Term as referenced in the attached Exhibit “C” 2.Section 5. of the Agreement, Term is amended by extending the term from July 1, 2026 through June 30, 2024 (the “Extended Term”). 3.All of the remaining terms and provisions of the Agreement are hereby reaffirmed.
