FOR THE PURCHASE OF STREETLIGHT POLES IN THE AMOUNT OF $70,695.69 CEQA: Not a Project Recommendation: Approve SUMMARY The Public Works Services Department (“PWSD”) replaces streetlight poles throughout the City as they deteriorate or are damaged, including poles located in residential neighborhoods and in the downtown area. Replacement poles are purchased from a third-party vendor and are configured to match the style of the City’s existing streetlight poles. To ensure that the City receives the most competitive price for the purchase of streetlight poles, a formal bid process was conducted. Inland Lighting Supplies Inc. submitted the lowest responsive bid. It is recommended that the City Council approve a Purchase Order with Inland Lighting Supplies Inc. for the purchase of streetlight poles in the amount of $70,695.69. BACKGROUND The PWSD replaces streetlight poles throughout the City as they deteriorate or become damaged, including poles located in residential neighborhoods and in the downtown area. Currently, three residential streetlight poles and three downtown streetlight poles require replacement. To address these needs and maintain an inventory for future replacements, the PWSD requested bids for eight residential streetlight poles and four downtown streetlight poles. Each replacement assembly, Purchase Order for Streetlight Poles July 21, 2026 Page 2 of 3 including the base, pole, arm, and luminaire, was specified to match the style of the City’s existing streetlights. Although only three residential streetlight poles and three downtown poles will be replaced at this time, economies of scale are realized with the purchase of two additional poles, which will be stored at the PWSD Yard and used to replace streetlight poles as needed. DISCUSSION A Notice Inviting Bids was published in accordance with City Council Resolution No. 7483, and bid packages were distributed to local vendors who provide the specified streetlight poles. On May 18, 2026, the City Clerk received four bids with the following results: Bidder Location Bid Amount Inland Lighting Supplies Inc. Artesia, CA $77,627.58 Lighting N Beyond LLC Airmont, NY $95,914.00 All documents were reviewed for content, and the vendor’s background was investigated. Based on this review, it has been determined that Inland Lighting Supplies Inc. is the lowest responsive bidder that meets the City’s required streetlight poles specifications. The City has previously contracted with Inland Lighting Supplies Inc. and has been satisfied with their services. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), as it can be seen with certainty that it will have no impact on the environment. FISCAL IMPACT Sufficient funds have been budgeted in the Fiscal Year 2026-27 Citywide Lighting Assessment District Budget for the purchase of streetlight poles. Purchase Order for Streetlight Poles July 21, 2026 Page 3 of 3 RECOMMENDATION It is recommended that the City Council determine that this action does not constitute a project under the California Environmental Quality Act (“CEQA”); and approve a Purchase Order with Inland Lighting Supplies Inc. for the purchase of streetlight poles in the amount of $70,695.69.
