Utilizing Sourcewell, a national cooperative purchasing program, enables the City to streamline the process of procuring these vehicles and receive the best price possible. It is recommended that the City Council approve a Purchase Order with 72 Hour LLC dba National Auto Fleet Group for the purchase of three 2027 Ford Police Interceptor Patrol Utility vehicles in the amount of $192,743.85. BACKGROUND The Fiscal Year 2025-26 Equipment Replacement Budget provides for the replacement of three patrol vehicles in the Police Department. Two vehicles being replaced meet the age and mileage requirements of the City’s Vehicle Replacement Program. The third patrol vehicle was involved in a traffic collision that resulted in a total loss of the vehicle and now requires replacement. The three vehicles to be replaced are one 2016 Ford Patrol Explorer with approximately 111,509 miles; one Purchase of Police Patrol Vehicles July 21, 2026 Page 2 of 3 2019 Ford Patrol Explorer with approximately 140,685 miles; and one totaled 2019 Ford Patrol Explorer. DISCUSSION The Police Department has selected the 2027 Ford Police Interceptor Patrol Utility vehicle to replace the existing vehicles identified in the Fiscal Year 2025-26 Equipment Replacement Budget. The new 2027 Police Interceptor Patrol Utility vehicles will be equipped with a 3.0L V6 EcoBoost engine, 10-speed transmission, all- wheel drive capability, and a 75 mile-per-hour rear-impact crash test rating. These features provide for superior handling during pursuits and best-in-class crash safety. Additionally, this vehicle has a large cargo capacity for storing police gear, high-rated ballistic glass and doors, and wide seats to accommodate gun holsters and belts. This model has also proven to be more fuel efficient than previous police pursuit vehicles and is factory prewired for emergency lighting accessory installations. Utilizing Sourcewell, a national cooperative purchasing program, enables the City to streamline the procurement process for new police pursuit vehicles at a lower cost than traditional competitive bidding. The California Government Code authorizes public agencies to participate in cooperative purchasing agreements, such as those established by Sourcewell, while remaining within the City’s adopted rules and procedures for purchasing. Sourcewell awarded a contract to 72 Hour LLC dba National Auto Fleet Group for police pursuit vehicles. A copy of the agreement between Sourcewell and 72 Hour LLC dba National Auto Fleet Group is attached. The bidding process and the contract have been reviewed by the Public Works Services Department and meet the City’s procurement requirements. The City has previously contracted with 72 Hour LLC dba National Auto Fleet Group and has been satisfied with their services. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), as it can be seen with certainty that it will have no impact on the environment. Purchase of Police Patrol Vehicles July 21, 2026 Page 3 of 3 FISCAL IMPACT The total cost of three 2027 Ford Police Interceptor Patrol Utility vehicles is $192,743.85. Each Ford Police Interceptor Patrol Utility Vehicle is $64,247.95. Funds in the amount of $251,400 have been budgeted in the Fiscal Year 2025-26 Equipment Replacement Budget for the purchase of these vehicles. Safety lighting and communication equipment will be acquired through a separate Purchase Order; sufficient funds have been budgeted to purchase and outfit these vehicles. RECOMMENDATION It is recommended that the City Council determine that this action does not constitute a project under the California Environmental Quality Act (“CEQA”); and approve a Purchase Order with 72 Hour LLC dba National Auto Fleet Group for the purchase of three 2027 Ford Police Interceptor Patrol Utility vehicles in the amount of $192,743.85.
