SUBJECT: PURCHASE ORDER AND AMENDMENT NO. 2 TO THE MASTER SOFTWARE
AS A SERVICE (“SAAS”) AND SERVICE LEVEL AGREEMENT WITH LIVEVIEW
TECHNOLOGIES INC., FOR THE LEASE OF THREE MOBILE SURVEILLANCE
TRAILERS THROUGH THE CALIFORNIA GOVERNOR'S OFFICE OF
EMERGENCY SERVICES 1122 PROGRAM, IN AN AMOUNT NOT TO EXCEED
$106,611 FOR FISCAL YEAR 2026-27

SUMMARY
In August 2024, the Police Department entered into a Master Software as a Service
(“SaaS”) and Service Level Agreement with LiveView Technologies Inc., (Attachment No.
1) for the lease of three mobile surveillance trailers. In July 2025, the Agreement was
extended for an additional one-year period. The mobile surveillance trailers enhance
community presence by leveraging technology and equipment that provide access to
real-time information. The mobile surveillance trailers are available through the
California Governor’s Office of Emergency Services (“Cal OES”) 1122 Program, resulting
in significant cost savings. The trailers have proven to be an effective tool for deterring
and combating crime. As a result, the Police Department would like to extend the lease
for an additional one-year period.
It is recommended that the City Council approve, authorize, and direct the City Manager
to execute a Purchase Order and Amendment No. 2 (Attachment No. 2) to the Master
SaaS and Service Level Agreement with LiveView Technologies Inc., for the lease of
three mobile surveillance trailers through the California Governor's Office of

Emergency Services 1122 Program, in an amount not to exceed $106,611 for Fiscal Year
2026-27. It is further recommended that the City Council delegate the authority to
approve future renewals under this agreement to the City Manager, without returning
to the City Council for approval, provided that any financial increases remain within
recognized inflationary levels.
BACKGROUND
In April 2024, the Police Department initiated a three-month trial of mobile
surveillance trailers from LiveView Technologies Inc., equipped with advanced
cameras and sensors. The trailers effectively deterred crime and improved
situational awareness, allowing for quicker response times and better assessments
of incidents. The mobility of the trailers and ease of setup provided flexibility for
various locations. As the trial concluded, the Department evaluated the benefits and
decided to enter into a one-year agreement with LiveView Technologies for
continued use of the trailers. This agreement was approved by the City Council on
August 20, 2024, and further extended for an additional one-year period in July 2025.
DISCUSSION
The one-year lease of the mobile surveillance cameras concluded on June 30, 2026,
and the Police Department is requesting to continue the service for Fiscal Year 2026-
27. LiveView Technologies Inc. will honor the Federal General Services Administration
(“GSA”) pricing provided by the California 1122 Public Safety Procurement Program
(“1122 Program”). The 1122 Program is led by Cal OES and allows state and local
government entities to purchase and lease equipment from specific federal sources,
resulting in an estimated 50-85% cost savings. The 1122 Program establishes sources
for non-IT commodities that have been competitively assessed, negotiated, or bid by
the GSA. The advantage of utilizing the 1122 Program is that it provides the City with
access to the Federal Government’s large purchasing power, offering bigger
discounts than the City could otherwise achieve on its own. Furthermore, the 1122
Program is in compliance with the City’s procurement policy. The leasing expense for
an additional one-year period for the three mobile surveillance units will remain
unchanged from Fiscal Year 2025-26, totaling $106,611 (including sales tax).

ENVIORNMENTAL ANALYSIS
The proposed action does not constitute a project under the California
Environmental Quality Act (“CEQA”), based on Section 15061(b)(3) of the CEQA
Guidelines, as it can be seen with certainty that it will have no impact on the
environment.
FISCAL IMPACT
Sufficient funds in the amount of $106,611 have been included in the General Fund
Operating Budget for Fiscal Year 2026-27 to support this lease.
RECOMMENDATION
It is recommended that the City Council approve, authorize, and direct the City Manager
to execute a Purchase Order and Amendment No. 2 to the Master Software as a Service
(“SaaS”) and Service Level Agreement with LiveView Technologies Inc., for the lease of
three mobile surveillance trailers through the California Governor's Office of
Emergency Services 1122 Program, in an amount not to exceed $106,611 for Fiscal Year
2026-27. It is further recommended that the City Council delegate the authority to
approve future renewals under this agreement to the City Manager, without returning

AMENDMENT NO. 2 TO THE MASTER SAAS AND SERVICE LEVEL AGREEMENT WITH
LIVEVIEW TECHNOLOGIES INC. FOR THE LEASE OF THREE MOBILE SURVEILLANCE
TRAILERS
This Amendment No. 2 (“Amendment No. 2”) is hereby entered into by and between the
City of Arcadia, a charter city organized under the Constitution and laws of the State of
California, and LiveView Technologies Inc. a California Corporation, with respect to that certain
Master Saas and Service Level Agreement between the Parties dated August 28, 2024 (the
“Agreement”).
The Parties agree as follows:
