SPECIAL MEETING AGENDA
NOTICE OF SPECIAL MEETING
As authorized by California Government Code Section 54956 and Arcadia City Charter
Section 408, a Special Meeting of the Arcadia City Council is hereby called to be held at the
City Council Conference Room, 240 W. Huntington Drive, Arcadia, California on Tuesday, July
21, 2026, at 5:30 p.m.
Pursuant to the Americans with Disabilities Act, persons with a disability who require a
disability related modification or accommodation in order to participate in a meeting,
including auxiliary aids or services, may request such modification or accommodation from
the City Clerk at (626) 574-5455. Sufficient notice will enable the City to make reasonable
arrangements to assure accessibility to the meeting.
How to Submit Public Comment:
In accordance with the Brown Act, public comments will be limited to addressing the items
listed on this special meeting agenda. Under the Brown Act, the City Council is prohibited
from discussing or taking action on any item not listed on the posted agenda.
Members of the Public who wish to submit public comment may do so using one of the
following methods. Generally, the allotted time is determined by the number of speakers, in
accordance with the following format: 5 speakers or less – 5 minutes each; between 6 and
20 speakers – 3 minutes each; between 21 and 50 speakers – 2 minutes each; and more
than 50 speakers – 1 minute each.
1. In-Person: Complete a Speaker Card, indicating the agenda item number and submit
it to the City Clerk.
2. Remote Participation: Click on the link or join using the Webinar/Meeting ID. To
provide public comment, select the “Raise Hand” feature in Zoom during public
comment.

When it is your turn to speak, your microphone will be unmuted, and you will be asked to
state your name for the record before providing your comments.
3. Electronic Submissions: Public Comment submitted electronically will not be read into
the record at the posted meeting time but is forwarded to the City Council prior to the
meeting for consideration. Your comments must be received at least 30 minutes prior
to the posted meeting time. Please submit your comments electronically in the
following manner:

At this Special Meeting, the following matters will be discussed.
STUDY SESSION
a. Report, discussion, and direction on policies and protocols for engagement with
foreign governments, foreign officials, and foreign government-related events.
b. Report, discussion, and direction regarding regulations for electric bicycles,
motorized scooters, and group cyclists.
