1. PUBLIC COMMENTS (5-minute time limit per person)
Any individual wishing to speak before the Recreation and Parks Commission is limited to
five (5) minutes per person, unless waived by the Recreation and Parks Commission. Under
the Brown Act, the Recreation and Parks Commission is prohibited from discussing or taking
action on any item not listed on the posted agenda. The matter may automatically be
referred to staff for appropriate response or action or may be placed on the agenda of a
future meeting.

WEDNESDAY, July 8, 2026
RECREATION AND PARKS COMMISSION REGULAR MEETING
CALL TO ORDER – Commissioner Ayala called the meeting to order at 6:05 p.m.
PLEDGE OF ALLEGIANCE – Commissioner Ayala
ROLL CALL OF COMMISSIONERS
PRESENT: Arzate, Ayala, Cheung, and Goldsby
EXCUSED: Mediana
A motion was made by Commissioner Ayala, seconded by Commissioner Goldsby, and
unanimously carried on roll call vote to excuse Commissioner Mediana.
ELECTION OF OFFICERS
Commissioner Goldsby made a motion to nominate Commissioner Ayala as Chairperson,
seconded by Commissioner Arzate and unanimously carried on roll call vote. Chairperson
Ayala made a motion to nominate Commissioner Goldsby as Vice-Chairperson, seconded by
Commissioner Arzate and unanimously carried on roll call vote.

REPORTS FROM RECREATION AND PARKS COMMISSIONERS - None
Chairperson Ayala reported he has been enjoying the local parks. Chairperson Ayala
reported he took the 2026 Electric Bikes and Scooters Safety Survey the City put out in the
July Newsletter. Chairperson Ayala inquired about what City park trails are being referred to
in the survey. Deputy Director Recreation Community Services Department (DDRCSD)
Candice Cheung stated the survey refers to the trails in the residential parks throughout the
City.
Vice-Chairperson Goldsby reported he attended America’s 250th Celebration at Santa Anita
Park. Vice-Chairperson Goldsby reported the event was well organized, well attended, and
had quality entertainment.
Commissioner Arzate introduced himself giving a brief overview of his work history in
community development. Commissioner Arzate stated he has served on several state and
regional boards as well as the Arcadia Senior Citizens Commission. Commissioner Arzate
stated he is looking forward to his time on the Recreation and Parks Commission.

2. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of May 13, 2026.
It was moved by Vice-Chairperson Goldsby, seconded by Chairperson Ayala, and
unanimously carried on roll call vote to approve consent calendar 2.a.
3. REGULAR ITEMS
a. Report from Public Works Services Department
I. Project Updates
Public Works Services Department Street Supervisor (PWSDSS) Dave Thompson reported the
Public Works Services Department met with the geotechnical engineering company who will
be surveying Wilderness Park for a preliminary assessment of the park clean out and
remodel.
b. Report from Recreation and Community Services Department
I. Monthly Report
DDRCSD Cheung reported on several senior activities during the month of June. DDRCSD
Cheung reported senior classes had over 1,300 participants. DDRCSD Cheung reported
Karaoke had 55 individuals participate. DDRCSD Cheung reported the Senior Meals Program
had 957 meals served. DDRCSD Cheung stated a new caterer started on July 1, 2026, and
attendance has already increased. DDRCSD Cheung reported Table Tennis is still popular
with 247 seniors participating in June. DDRCSD Cheung reported the free Tai Chi activity held
every Tuesday morning had 67 individuals participate. DDRCSD Cheung reported Taste the
Town had 61 individuals who participated. DDRCSD Cheung reported Red, White, & Blue
Bingo had 73 participants.
DDRCSD Cheung reported on several recreation programs and activities during the month
of June. DDRCSD Cheung reported 2,755 youths participated in the Summer Fun N Play
program with another 710 youth who participated in the Specialty Camps. DDRCSD Cheung
reported the City-Wide Health Education Series had 44 individuals who attended. DDRCSD
Cheung reported the Summer Concerts and Movies in the Park kicked off with 700 people in
attendance for the concert and 250 people in attendance for the movie. DDRCSD Cheung
reported 1,850 people across eight non-profit organizations rented the Community Center
on weekends in June.
ADJOURNMENT
Chairperson Ayala adjourned the meeting at 6:26 p.m. to August 12, 2026, at 6:00 p.m. in the
Recreation and Community Services Department Conference Room, at 375 Campus Drive,

SENIOR SERVICES DIVISION
Arcadia Senior Services plays an integral part in the wellness of the senior community. The
multitude of programs, services, and activities offered supports the healthy and independent
lifestyle of the participants. A brief description with program attendance is listed below.
PROGRAM DESCRIPTION ATTENDANCE
Billiard Room The billiard room is open Monday through Friday from 7:30
a.m. to 4:30 p.m. for individuals to play. 104
Blood Pressure
Check
In partnership with USC Arcadia Hospital, free blood
pressure checks are available on the second Tuesday of the
month from 10:00 a.m. to 11:00 a.m.

Bridge Bridge is available on Wednesdays from 10:00 a.m. to 1:00
p.m. and Fridays 12:00 p.m. to 3:00 p.m. 234
Exercise
Classes
Exercise plays a vital role in a senior’s health and
contributes to bone density, increased muscle strength,
flexibility, and can reduce stress.

Fit & Talk meets on Thursdays at 10:00 a.m. for easy 30-
minute workouts. July’s schedule included Tai Chi, Chair
Zumba, Balance, and Walk & Groove.

The Information & Referral program assists individuals in
finding resources that address their issues or living

Karaoke meets on the second and fourth Tuesday of each
month. It is a popular program where seniors can sing their
favorite songs in many languages.

The Neighborhood Legal Services of Los Angeles
Organization (NLSLA) is available each month to provide
individuals with a free consultation.

Mahjong
American Mahjong meets Tuesdays at 12:30 p.m. It is a
game of strategy, skill, and luck. 94

Mahjong meets Fridays at 12:30 p.m. It is a game of Chinese
origin played by four people with 144 tiles that are drawn
and discarded until a player secures a winning hand.

Dance
Monday dance is held the first, third, and fifth Monday of
each month. Seniors can dance to a variety of music played
by a live band.

Bus Pass
Dial-A-Ride bus passes are sold for $5 per month. Bus
Passes can also be mailed to customers. 18
Pinochle Pinochle meets on Mondays at 9:00 a.m. It is a card game
of German origin played by two to four people. 16

Free movies are shown on Tuesdays at 12:30 p.m. July
movies were Enola Holmes, The Lovely Bones, Wake Up the
Dead Man, and A Knives Out Mystery.

individuals who are 55+ years old.

Tai Chi is a self-guided practice program available every

gentle movement and calm focus.

Friend
This program provides phone calls to individuals who live
alone or need someone to check in on them. New friends
are made, and great conversations are enjoyed.

Exercise
This class was held from July 13 through July 20, for adults
who wanted to improve mobilization and joint flexibility. 28
Patriotic Picnic On July 2, participants enjoyed a patriotic themed lunch to
celebrate Americas 250th anniversary. 70
Bunco On July 10, participants enjoyed a World Cup themed Bunco
event. Bunco included a light lunch, prizes, and a raffle. 25

Each month participants meet at a different restaurant in
Arcadia to have lunch and socialize. On July 16, participants
enjoyed lunch at Kura Revolving Sushi Bar.

Travelers Club
Support services include registering members for trips,
signing up new members, and managing the club’s
correspondence. A monthly club meeting is held each
month discuss monthly trips.

RECREATION SERVICES DIVISION
The Recreation Services Division is responsible for providing programs and activities which
meet the recreational needs of the community. A diverse selection of programs is offered
for youth, adults, and families to provide the opportunity for positive recreation experiences
and to promote health and wellness. A brief description and attendance totals for the
programs and services is listed below.

Basketball
The Adult basketball league has 28 teams this season. The
league takes place at the Dana Gym on Sundays from 8:00
a.m. to 10:00 p.m. The summer league started on July 12
and will continue through September 20.

N Play
The Summer Fun ‘N Play Program provides children from
ages 5-12 with weekly recreational activities in a group
environment. The program runs for nine weeks from June
8 through August 7. The children enjoy a variety of games,
crafts, and a weekly demonstration from outside
organizations.

Camps
Weekly Specialty Camps are offered in the Summer from
June 8 through August 14 at various facilities in the City.
June Specialty Camps offered tennis and Science,
Technology, Engineering, and Mathematics (STEM) camps.

Sports Camp
Sports Camp is offered for four consecutive weeks, July 20
through August 14. Children 5-12 years old participate in a
variety of sport activities including basketball, soccer,
volleyball, swimming, and more. Campers enjoy a weekly
field trip to a fun adventure. In the first two weeks campers
experienced SPOCHA, an indoor sports facility, and
SPLASH! Water Park.

Basketball
League
The Summer Co-Ed Youth Basketball League takes place
from June 29 to August 15. Two divisions, Division A for
seventh and eighth graders and Division B for fifth and
sixth graders. This internal league practices during the
week, and games on Saturdays.

Movies in the
Park
On Thursday nights in July, the Summer Concerts and
Movies in the Park series continued. A range of music
genres including Country, Motown and Classic Rock
entertained the crowd each night. After the concert, a
classic family friendly movie was viewed under the stars.

Program
The Volunteen Program provides teens, ages 13-16, with
valuable volunteer experiences to help prepare them for

250th
Celebration
On July 4, the City of Arcadia’s America’s 250th celebration
took place with 15,843 people in attendance. Residents and
visitors enjoyed live music, carnival games, a baby crawling
contest, and watermelon eating contests that all led to a
dazzling drone show.
