PUBLIC COMMENTS (5-minute time limit per person) Any individual wishing to speak before the Senior Citizens Commission is limited to five (5) minutes per person, unless waived by the Senior Citizens Commission. Under the Brown Act, the Senior Citizens Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. REPORTS FROM SENIOR CITIZEN COMMISSIONERS REPORT FROM CITY COUNCIL MEMBER LIAISON 2. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. a. SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES August 6, 2026 CALL TO ORDER – Commissioner Mazone called the meeting to order at 4:00 p.m. PLEDGE OF ALLEGIANCE – Commissioner Mazone ROLL CALL OF COMMISSIONERS PRESENT: Liao, Mazone, Salter, Sherman, Yeung ABSENT: Arbour and Meyer A motion was made by Commissioner Liao seconded by Commissioner Mazone and unanimously carried to excuse Commissioners Arbour and Meyer. ELECTION OF OFFICERS Commissioner Mazone made a motion to nominate Steve Sherman as Chairperson, seconded by Commissioner Salter. Commissioner Sherman accepted the nomination, and the motion was carried unanimously. Chairperson Sherman made a motion to nominate Donna Salter as Vice-Chairperson, seconded by Commissioner Yeung. Commissioner Salter accepted the nomination, and the motion was carried unanimously. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS – None 1. PUBLIC COMMENTS – None REPORTS FROM SENIOR CITIZENS COMMISSIONERS Chairperson Sherman introduced himself as a member of the Senior Men’s Club. This is his third appointment to the Senior Citizens Commission. Chairperson Sherman moved to the City of Arcadia in 1992 and retired in 2010 after a career as a radiologist. He also shared that he enjoys traveling. Chairperson Sherman reported that the Senior Men’s Club currently has seven members who meet to play cards every Monday at the Community Center from 9:00 a.m. to 2:30 p.m. Commissioner Yeung introduced himself as the newly appointed At-Large Member of the Senior Citizens Commission. He shared that he has lived in Arcadia for 30 years and is pleased to serve on the Commission. He expressed his enthusiasm for collaborating with fellow Commissioners and contributing diverse perspectives. Commissioner Liao introduced herself as the newly appointed At-Large Member of the Senior Citizens Commission. She currently serves as Treasurer of the Arcadia Chinese Association (ACA) and previously served as ACA President and also served on the Arcadia Library Board of Trustees. Commissioner Liao works closely with the Recreation and Community Services Department to support the Annual Moon Festival by recruiting performers and cultural entertainment. Commissioner Liao reported that this ye ar’s Moon Festival will be held on Saturday, September 26, 2026, at City Hall Lawn. The event will feature traditional Chinese instrumental music, food, mooncake making, entertainment and activities for children. Vice-Chairperson Salter introduced herself as the representative for the Assistance League and said she is happy to be back on the commission. She provided an update on Operation School Bell, which is preparing for the new school year by providing backpacks to children in need. Participating schools in Arcadia and surrounding local districts identify children who may benefit from the program. Vice-Chairperson Salter also reported that the Bargain Box is open Wednesdays from 10:00 a.m. to 3:00 p.m. and Saturdays from 10:00 a.m. to 12:30 p.m. Assistance League Board Members will attend leadership training on August 11, 2026. Commissioner Mazone introduced herself as the representative for the Travelers Club. She shared that she has lived in Arcadia for 69 years, has four children, and volunteers in the Travelers Office every Thursday. Commissioner Mazone reported that the Travelers Board meeting was held on July 16, 2026, and the general meeting was held on July 24, 2026. Curt Tucker of Tucker Tours was the guest speaker and provided information on upcoming trips for 2026 and 2027. Commissioner Mazone highlighted the following upcoming day trips: Trolls, Tombs, and Mysteries will take place on September 3, 2026, featuring visits to two Southern California gardens followed by lunch at Benihana in Encino. Riley’s Farm will take place on September 23, 2026, including lunch and a hayride through the apple orchards. REPORT FROM CITY COUNCIL MEMBER LIAISON - None 2. CONSENT CALENDAR a. Regular meeting minutes of May 7, 2026. Recommended Action: Approve It was moved by Vice-Chairperson Salter seconded by Chairperson Sherman and unanimously carried on roll call vote to approve Consent Calendar Item 2.a. AYES: Liao, Mazone, Salter, Sherman, Yeung NOES: None ABSENT: Arbour and Meyer ABSTAIN: None 3. REGULAR ITEMS a. Report of Recreation Supervisor Recreation Coordinator (RC) Marisol Martinez reported on the following programs and events. Fit & Talk is a free drop-in program held every Thursday, offering participants a 30- minute workout. Monday Dance, a popular social program held on the first, third, and fifth Monday of each month, features live music and songs from various musical eras. The Senior Meal Program participation has doubled under the new catering vendor. The program continues to sell out online within minutes. A total of 1,458 meals were sold in July. Participants have expressed positive feedback regarding the new menu and variety of food options. Patriotic Picnic was held on July 2, with 70 participants in attendance. Lunch was served by the Arcadia Police Department staff. The Moon Festival Lunch Celebration will be held on Friday, September 25, at 11:30 a.m. It will include lunch, mooncakes, and entertainment. Flyers highlighting upcoming programs and events were distributed to everyone. b. Report of Recreation and Community Services Director Deputy Director of Recreation and Community Services (DDRCS) Candice Cheung reported on the following programs and events. Coffee with the Mayor program will be at the Community Center on Tuesday, August 18, 2026, with Mayor Paul Cheng. Mayor Cheng will review the City Council Meeting Agenda and attendees will have an opportunity to ask questions. The upcoming Community Health Fair will take place on Saturday, September 12, 2026, from 9:00 a.m. to 12:00 pm. There will be screenings, flu shots, dental exams, consultation booths, mammogram screening and diabetic retinopathy screenings. Individuals who need a mammogram are encouraged to use the QR code on the flyer to schedule an appointment. The Health Fair provides an opportunity for physicians and medical professionals to come directly into the community, allowing residents to access healthcare services without having to travel to a doctor’s office. DDRCS Cheung encouraged everyone to attend and help spread the word. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room The billiard room is open Monday through Friday from 7:30 a.m. to 4:30 p.m. for individuals to play. 105 Blood Pressure Check Free blood pressure checks are available the second Tuesday of the month from 10:00 a.m. to 11:00 a.m. In partnership with USC Arcadia Hospital. 8 Bridge Bridge is available on Wednesdays from 10:00 a.m. to 1:00 p.m. and Fridays from 12:00 p.m. to 3:00 p.m. 234 Exercise Classes Exercise plays a vital role in health and contributes to bone density, increases muscle strength, flexibility, and can reduce stress. 2,193 Fit & Talk Fit & Talk meets Thursdays at 10:00 a.m. for easy 30-minute low impact cardio workouts. 48 Gift Shop The Gift Shop sells jewelry, decorations, and many knitted items made by hand. Shoppers: 229 Revenue: $911.13 Information & Referral Intakes The program assists individuals finding resources that address their issues or living concerns. 27 Karaoke Karaoke meets the second and fourth Tuesday of each month. It is a popular program where participants sing songs in different languages. 54 Mahjong Mahjong meets Fridays at 12:30 p.m. It is a game of Chinese origin played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. 117 American Mahjong American Mahjong meets Tuesdays at 12:30 p.m. It is a game of strategy, skill, and luck. 100 Monday Dance Monday Dance is held the first, third, and fifth Monday of each month. Seniors can dance to a variety of music played by a live DJ or band. 372 Monthly Bus Pass Dial-A-Ride transit bus passes are sold for $5 per month and can also be mailed to customers. 17 Pinochle Pinochle meets Mondays at 9:00 a.m. It is a card game of German origin played by up to four people. 25 Senior Meals Program Lunch meals are provided Monday-Friday for $3 for individuals 55 or older and $4 for 50-54 years of age. Meals: 1,749 Average Meals: 83 Senior Seminar Free information seminars are available each month. The August topic was A kitchen Garden in SoCal. 36 Sing Along with James Sing Along meets Wednesdays from 1:00 p.m. to 3:00 p.m. James plays guitar and participants sing songs from different generations. 116 Table Tennis Table Tennis is open Monday-Friday, from 8:00 a.m. to 3:30 p.m. Equipment is provided. 190 Senior Cinema Movies are shown Tuesdays at 12:30 p.m. August movies were Ponyo, Titanic, Avatar, and Soul Surfer. 76 You’ve Got a Friend This program provides phone calls to individuals who live alone or need someone to check in on them. New friends are made and great conversations are enjoyed. 3 Tai Chi The self-guided walk-in Tai Chi program meets Tuesdays from 8:00 a.m. to 10:00 a.m. 76 Taste the Town Participants meet at a new restaurant each month for lunch. August location was at Full House Seafood Restaurant. 23 Tech Talk Tech Talk is a one-on-one assistance program that provides individuals help with their phone device. 6 Beach Trip On August 13, participants enjoyed a day at Cabrillo Beach. The outing included a morning treat, lunch, snacks, and refreshments. Participants also enjoyed playing Bingo and a self-guided tour of the Cabrillo Aquarium. 108 Bunco On August 21, participants played several rounds of Baseball Bunco. The program includes a light lunch and raffle. 30 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and managing the club’s correspondence. A monthly club meeting is held each month to discuss monthly trips.
