a. Discussion on Blue Zone Program
Recreation Supervisor (RS) Mike Perez presented an overview of the Blue Zone Program. The
Blue Zone Program is a community -led, well-being improvement initiative designed to make
healthy choices easier through permanent changes to a city's environment, policy, and social
networks. The program focuses on improving places where individuals live, work, eat, gather
or travel. RS Perez covered the power nine principles, life radius concept, typical
implementation timeframe within three to six years, Blue Zone certification criteria, and
lastly what the City of Arcadia is already doing for its community.
A Blue Zone Program assessment takes six months to one year, followed by planning,
implementation, and ongoing monitoring. The initial assessment cost is $150,000 with
ongoing costs totaling $10 to $12 million. The Blue Zone program offers a community health
framework, and it is financially and operationally demanding.
Commissioner Dr. Feng presented a Healthy Arcadia draft that adopts Blue Zone elements
tailored specifically to Arcadia and focuses on eight strategic pillars rather than a full
certification. The approach aims to improve health outcomes sustainably involving
partnerships with City Council, schools, restaurants, healthcare providers, and residents. The
plan emphasizes measurable progress tracking and community engagement to enhance
quality of life and longevity without incurring prohibitive costs. Defining roles between the
Health Commission members and City staff is critical to ensure sustainable workload and
clear accountability.
b. Recommendation for City Council
Chairperson Dr. Feng recommended a special meeting on September 2, 2026, to further
discuss the Healthy Arcadia proposal.
