HomeMy WebLinkAboutItem 09c - Annual Financial Audit Services STAFF REPORT ADMINISTRATIVE SERVICES DEPARTMENT DATE: September 15, 2026 TO: Honorable Mayor and City Council FROM: Henry Chen, Administrative Services Director SUBJECT: PROFESSIONAL SERVICES AGREEMENT WITH VASQUEZ & COMPANY LLP FOR THE CITY’S FINANCIAL AUDITING SERVICES CEQA: Not a Project Recommendation: Approve SUMMARY The City solicited proposals from qualified auditing firms to provide independent auditing services for the City's annual financial audit. Following evaluation of the proposals received, Moss, Levy & Hartzheim LLP ("Moss Levy") was initially identified as the recommended firm based on its qualifications, experience, and proposed cost. Following the selection, Moss Levy notified the City that it was withdrawing its proposal and would no longer be available to provide the requested auditing services. As a result of Moss Levy's withdrawal, the remaining qualified proposals received through the original solicitation process were reviewed. Based on the results of that evaluation, Vasquez & Company LLP ("Vasquez") provided the second lowest priced bid and is qualified to provide the City's required auditing services. Accordingly, it is recommended that the City Council award a Professional Services Agreement to Vasquez for an initial three-year term, with the option to extend the agreement for two additional one-year terms. Total compensation over the five-year term is estimated at $262,900. BACKGROUND On July 21, 2026, the City Council approved a Professional Services Agreement with Annual Financial Audit Services September 15, 2026 Page 2 of 3 Moss Levy for financial auditing services. The agreement was for an initial three-year term, with the option of two additional one-year terms, for a total cost of $198,000. Moss Levy has provided financial auditing services to the City for 11 years. Less than one month following its selection as the City's auditing firm, Moss Levy notified the City that it had decided to withdraw from the engagement. The firm expressed concerns regarding its ability to maintain the appearance and perception of independence throughout the audit. The firm determined that continued questions or challenges regarding its independence could affect the perception of its work and professional judgment during the engagement. The firm’s decision to withdraw was not related to its qualifications, professional reputation, or past work performed for Arcadia. Rather, Moss Levy determined that withdrawing would avoid potential concerns regarding the credibility, independence, or acceptance of the audit. The City respects the firm's decision and recognizes the importance of an audit process in which the selected firm’s work and professional judgment can be evaluated objectively and independently. DISCUSSION Following Moss Levy's withdrawal, the proposals submitted as part of the City's original competitive selection process were revisited. Based on the established evaluation criteria and assessment of the overall proposal, Vasquez is the firm recommended to perform the City's audit services. The firm submitted the second- lowest priced proposal among the firms evaluated. Vasquez & Company LLP is a Los Angeles-based, full-service certified public accounting firm with more than 55 years of experience. Established in 1969, the firm provides audit, accounting, tax, and consulting services to a broad range of clients. Vasquez has extensive experience providing financial and compliance audit services to governmental entities throughout California. The firm's government practice includes over 200 staff with experience in governmental accounting, financial reporting, compliance, and auditing requirements applicable to public agencies. Based on the firm's qualifications, experience, and prior evaluation through the City's competitive selection process, Vasquez is considered well qualified to provide the City's annual financial auditing services. Awarding the agreement to Vasquez will Annual Financial Audit Services September 15, 2026 Page 3 of 3 allow the City to proceed with the required audit services without conducting a new solicitation, while utilizing the results of the City's original competitive procurement process. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), under Section 15061(b)(3) of the CEQA Guidelines, as it can be seen with certainty that it will have no impact on the environment. FISCAL IMPACT The proposed Professional Services Agreement is for a total of $262,900 over the five-year term, consisting of an initial three-year term with two optional one-year extensions. Funding for the first year of the agreement is included in the Fiscal Year 2026–27 Operating Budget. Funding for the remaining years of the agreement will be requested as part of the City's annual budget development process. RECOMMENDATION It is recommended that the City Council determine this action is not a project under the California Environmental Quality Act (“CEQA”); and authorize the City Manager to execute a Professional Services Agreement with Vasquez & Company, LLP for the City's financial auditing services for an initial three-year term, with the option to extend the agreement for two additional one-year terms, for a total of $262,900 over the full five-year period.
