HomeMy WebLinkAboutItem 09f - Purchase of 2026 Ford Maverick STAFF REPORT PUBLIC WORKS SERVICES DEPARTMENT DATE: September 15, 2026 TO: Honorable Mayor and City Council FROM: Paul Cranmer, Assistant City Manager/Public Works Services Director By: John Corona, Utilities Manager SUBJECT: PURCHASE ORDER WITH ONE NATION DISTRIBUTION, LLC FOR THE PURCHASE OF ONE 2026 FORD MAVERICK IN THE AMOUNT OF $38,557.87 CEQA: Not a Project Recommendation: Approve SUMMARY The Fiscal Year 2026-27 Equipment Replacement Budget provides for the replacement of one compact pickup truck for the Public Works Services Department (“PWSD”), in accordance with the criteria established in the City’s Vehicle Replacement Program. To ensure the City obtains the most competitive pricing, a formal competitive bid process was conducted. One Nation Distribution, LLC submitted the lowest responsive bid. It is recommended that the City Council approve a Purchase Order with One Nation Distribution, LLC for the purchase of one 2026 Ford Maverick in the amount of $38,557.87. BACKGROUND The Fiscal Year 2026-27 Equipment Replacement Budget provides funding for the purchase of one compact pickup truck for the PWSD. The vehicle proposed for replacement is a 2012 Chevrolet Colorado with approximately 81,500 miles. The vehicle meets the age-based replacement criteria established under the City’s Vehicle Replacement Program and is also in poor mechanical and physical condition. Specifically, the vehicle’s body has sustained damage requiring repair, the seats are Purchase Order with One Nation Distribution, LLC September 15, 2026 Page 2 of 3 torn and significantly worn, and the vehicle consistently burns oil, which has adversely affected its reliability and continued serviceability. Based on the vehicle’s age, condition, and ongoing maintenance needs, the 2012 Chevrolet Colorado will be replaced with a new 2026 Ford Maverick. The 2026 Ford Maverick will be assigned to the PWSD Utilities Division to support the operation and maintenance of the City’s water meter infrastructure. The vehicle will be utilized for routine water meter reading, replacement, and troubleshooting activities throughout the City, including field responses to connectivity issues. The compact pickup configuration provides adequate capacity to transport water meters, fittings, gaskets, seals, tools, and required safety equipment to perform field activities efficiently and safely. The vehicle will also support the Utilities Division in responding to customer service requests and other field-related needs associated with the City’s water meter infrastructure. DISCUSSION A Notice Inviting Bids was published in accordance with City Council Resolution No. 7483. In addition, bid packages were distributed to local vendors capable of providing the specified vehicle. On August 13, 2026, the City Clerk received three responsive bids. All bid submissions were reviewed for compliance with the requirements set forth in the bid documents, and the qualifications and business backgrounds of the responding vendors were evaluated. During the review, it was determined that Envision Ford Lincoln of Duarte submitted a bid for a 2027 Ford Maverick, whereas the bid specifications required a 2026 Ford Maverick. The PWSD specified a 2026 model because the vehicle is currently available for purchase and is should allow for expedited delivery to the City. As the vehicle offered Purchase Order with One Nation Distribution, LLC September 15, 2026 Page 3 of 3 by Envision Ford Lincoln of Duarte does not conform to the specified model year requirement, the bid is deemed non-responsive and was not considered for award. Based on the evaluation of the submitted bids, it was determined that One Nation Distribution, LLC submitted the lowest responsive bid and meets all of the City’s specified vehicle requirements. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), as it can be seen with certainty that it will have no impact on the environment. FISCAL IMPACT The total purchase cost for the 2026 Ford Maverick is $38,557.87. The Fiscal Year 2026-27 Equipment Replacement Budget includes an appropriation of $50,000 for the purchase and outfitting of the replacement vehicle. The remaining balance will be used to purchase and install aftermarket equipment necessary for departmental operations, including a radio, warning lights, and other required safety and communications equipment. RECOMMENDATION It is recommended the City Council determine that this action does not constitute a project under the California Environmental Quality Act (“CEQA”); and approve a Purchase Order with One Nation Distribution, LLC for the purchase of one 2026 Ford Maverick in the amount of $38,557.87.
