HomeMy WebLinkAboutItem 09g - Purchase of 2026 Chevrolet Silverado 2500 HD Service Truck STAFF REPORT PUBLIC WORKS SERVICES DEPARTMENT DATE: September 15, 2026 TO: Honorable Mayor and City Council FROM: Paul Cranmer, Assistant City Manager/Public Works Services Director By: John Corona, Utilities Manager SUBJECT: PURCHASE ORDER WITH MOUNTAIN VIEW CHEVROLET FOR THE PURCHASE OF ONE 2026 CHEVROLET SILVERADO 2500HD SERVICE BODY PICKUP TRUCK IN THE AMOUNT OF $63,242.51 CEQA: Not a Project Recommendation: Approve SUMMARY The Fiscal Year 2026-27 Equipment Replacement Budget provides for the replacement of one service body pickup truck for the Public Works Services Department (“PWSD”), in accordance with the criteria established under the City’s Vehicle Replacement Program. To ensure the City receives the most competitive pricing, a formal competitive bidding process was conducted. Mountain View Chevrolet submitted the lowest responsive bid. It is recommended that the City Council approve a Purchase Order with Mountain View Chevrolet for the purchase of one 2026 Chevrolet Silverado 2500HD Service Body Pickup Truck in the amount of $63,242.51. BACKGROUND The Fiscal Year 2026-27 Equipment Replacement Budget provides for the purchase of one service body pickup truck for the PWSD. The vehicle scheduled for replacement is a 2013 Chevrolet Silverado 2500HD Service Body Pickup Truck with approximately 113,948 miles. The vehicle meets the mileage-based replacement criteria established under the City’s Vehicle Replacement Program. Purchase Order with Mountain View Chevrolet September 15, 2026 Page 2 of 3 A new 2026 Chevrolet Silverado 2500HD Service Body Pickup Truck will be purchased to replace the existing 2013 vehicle. The truck is utilized by the PWSD Utilities Division to support a variety of maintenance and repair activities, including responding to customer service requests, performing water meter repairs and replacements, collecting water meter data, and investigating water meter leaks. The new 2026 Chevrolet Silverado 2500HD will be equipped with a service body that provides secure, organized, and weather-resistant storage for tools, meters, fittings, repair parts, personal protective equipment (“PPE”), traffic-control equipment, and other supplies necessary to support field operations. DISCUSSION A Notice Inviting Bids was published in accordance with City Council Resolution No. 7483, and bid packages were distributed to local vendors that provide this type of vehicle. On August 13, 2026, the City Clerk received seven bids. All bid documents were reviewed for completeness and compliance with the specifications, and the background of each vendor was evaluated. During this review, it was determined that Fairfield Chevrolet & CA Police Cars submitted a bid for a 2026 Chevrolet Silverado 2500HD that did not include the service body specified in the bid documents. The required service body is necessary to provide secure, organized, and weather-resistant storage for equipment and supplies used in field operations. Because the Fairfield Chevrolet & CA Police Cars bid did not meet the required specifications, the bid was determined to be non-responsive. Based on the Purchase Order with Mountain View Chevrolet September 15, 2026 Page 3 of 3 evaluation of the remaining bids, Mountain View Chevrolet was determined to be the lowest responsive bidder meeting all the City’s required vehicle specifications. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), as it can be seen with certainty that it will have no impact on the environment. FISCAL IMPACT The total cost of the 2026 Chevrolet Silverado 2500HD Service Body Pickup Truck is $63,242.51. The Fiscal Year 2026-27 Equipment Replacement Budget includes $80,000 for the purchase of the replacement vehicle. The remaining budgeted funds will be used for the installation of necessary aftermarket equipment, including radios, warning lights, and other equipment required to support the vehicle’s field operations. RECOMMENDATION It is recommended that the City Council determine that the proposed action is not a project subject to the California Environmental Quality Act (“CEQA”); and approve a Purchase Order with Mountain View Chevrolet for the purchase of one 2026 Chevrolet Silverado 2500HD Service Body Pickup Truck in the amount of $63,242.51.
