SUBJECT: PURCHASE ORDER WITH SDI PRESENCE LLC FOR THE REPLACEMENT
OF A PUBLIC NETWORK FIREWALL AND FIVE (5) YEARS OF LICENSING
AND VENDOR SUPPORT IN THE AMOUNT OF $56,500

SUMMARY
The purpose of this report is to recommend that the City Council approve a Purchase
Order with SDI Presence LLC for $56,500 using American Rescue Plan Act (“ARPA”)
funds for the purchase and replacement of the Arcadia Public Library’s public
network firewall, including five (5) years of licensing and vendor support. Replacing
the existing firewall will improve network security, enhance system reliability, and
ensure continued protection of the Library’s technology infrastructure and public
services.
BACKGROUND
The Arcadia Public Library relies on its network infrastructure to provide public
internet access and support essential technology services. The Library serves more
than 369,000 visitors annually, making dependable network connectivity and
cybersecurity essential to maintaining uninterrupted public service.
The Library’s current public network firewall was installed in 2016 and reached the
end of vendor support in 2024. As a result, the device no longer receives software
updates, security patches, and vendor-supported troubleshooting. Additionally, the
management console is no longer accessible or supported, limiting the Library’s
ability to make necessary configuration and security changes.

A firewall is a critical component of network security and serves as a primary line of
defense between the Library’s internal network and external internet traffic. The
firewall monitors, filters, and blocks unauthorized access while allowing legitimate
network communications. Replacement of the unsupported device is necessary to
maintain a secure and reliable public network.
DISCUSSION
The replacement firewall will provide the Library with a current vendor-supported
network security solution with configuration capabilities, performance, and
scalability needed to support the Library’s existing and future technology needs. It
will also provide ongoing manufacturer support and security updates, reducing the
risks associated with operating unsupported equipment.
Replacing the existing firewall will provide several operational and security benefits,
including:
• Enhanced protection against ransomware, malware, phishing, and other
cybersecurity threats.
• Improved network performance and reliability for Library visitors, as well as
staff who depend on secure network access to deliver daily user services.
• Five (5) years of licensing, software updates, technical support, and warranty
services.
• Reduced risk of unexpected equipment failure and network service
disruptions.
• Increased capacity and scalability to accommodate future technology needs.
The replacement will integrate with the Library’s existing network infrastructure and
provide modern security features that are not available with the current equipment.
Replacing the firewall will reduce the likelihood of unexpected equipment failure,
minimize disruptions to Library operations, and help ensure the Library can continue
providing secure and reliable technology services for the community.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California
Environmental Quality Act (“CEQA”), as it can be seen with certainty that it will have

no impact on the environment.
FISCAL IMPACT
The total cost of the upgrade is $56,500 and was included in the Fiscal Year 2026-
2027 adopted budget. The cost to replace the public broadband firewall will be offset
in its entirety by funds received from the American Rescue Plan Act (“ARPA”). As a
result, there will be no financial impact on the City’s General Fund, which would
normally support such expenses.
RECOMMENDATION
It is recommended the City Council determine that this action is not a project under
the California Environmental Quality Act (“CEQA”); and approve a Purchase Order
with SDI Presence LLC for the replacement of a public network firewall and five (5)
years of licensing and vendor support; and authorize and direct the City Manager to
execute any necessary documents to complete the purchase.

2026. As we previously discussed, the purchasing delay has resulted in supply channel pricing
