PARKING STRUCTURE/TRANSIT PLAZA AND PUBLIC IMPROVEMENTS

SUMMARY
The Metro Gold Line Foothill Extension Construction Authority (Authority) will soon be
starting the process of designing the parking structures for the Gold Line Stations. As the
Authority begins its process, this is an opportune time for the City to become more
involved in the design of the parking structure, as well as the design of the transit plaza.
Staff has already begun studying design concepts for both in anticipation of the Authority's
work. The purpose of this report is to give the City Council an idea of staffs work in
progress and of the upcoming discussion and actions for the various Gold Line related
elements.
BACKGROUND
Design /Build Proposals for the Metro Gold Line Foothill Extension (MGLFE) Main
Alignment (tracks, bridges, stations etc.) are due to be submitted to the Authority on
January 27, 2011. The Authority plans to award a contract by late spring and have
construction begin later in the year. With that element of work under way, the Authority will
turn its attention to contracting for the last portion of work which is the parking structures.
At this point, there are four parking structures and one surface parking lot that will make up
the final contract for the Gold Line Phase 2A segment. The Authority will package all the
parking facilities into a Scope of Services and pursue the design.
As the authority begins the process of parking structure design, this is an opportune time
for the City to become more involved in the design process and consider investing in
upgrades. Closely associated with the Arcadia parking structure is the transit plaza. The

transit plaza is proposed for the remaining MTA property unusable for the parking
structure. Please refer to the attached map. The process of design and construction of
the plaza will be different from the parking structure because the Authority will have little or
no involvement. These two elements along with other miscellaneous items are discussed
in more detail below.
PARKING STRUCTURE
The Arcadia Gold Line parking structure will be the responsibility of the Authority to design
and construct. The Authority has indicated that it will seek a more conventional contracting
approach for the parking structure. The conventional design and construction process will
allow the City to be involved throughout the design process and work closely with the
Authority's consultant. Staff plans to make periodic presentations to the Council to provide
updates and request direction.
The Authority plans to release a Request for Proposals for parking structure design
services in March 2011 and award a design contract in July 2011. They hope to have the
design substantially complete by the end of 2011. Between now and the end of the year,
the City will have the opportunity to be part of the design process and decide on adding
betterments at the City's cost.
One of the first design tasks will be to establish a parking structure footprint. The footprint
will then determine the exact size of the transit plaza, and it will also confirm the location
and visibility of the parking structure's exterior sides. For all parking structures, the
Authority proposes, as a base condition, a very generic smooth concrete exterior with
openings between each level. Arcadia's parking structure is preliminarily planned to have
one level above the ground but this won't be confirmed until the footprint/layout is
determined.
The next step in the process for the City will be to consider upgrades to the exterior
surface. Several months ago, in anticipation of the parking structure design, staff
contracted the services of the IBI Group to consider some alternatives for surface
treatments. The IBI group selected three alternatives using landscaping, painting and
brick facade. See the attached examples for each alternative. Staff will present these
alternatives in more detail along with costs to the City Council at an upcoming meeting to
obtain direction.
TRANSIT PLAZA
The remaining triangular parcel east of the parking structure owned by the MTA has been
identified by the City as an ideal location for a transit plaza. The parcel is a link between
the parking structure and the station. The Authority has recommended that the City take
on the development and maintenance responsibilities for the parcel. At this point, the City

is waiting for the commitment on the parking structure footprint to determine the exact size
and shape of the transit plaza. The City will continue to work with the Authority and MTA
on the ownership, rights and responsibilities.
In 2009, in anticipation of the City obtaining the use of the parcel, staff applied for and
received an MTA Call- for - Projects grant to improve the plaza. Staff proposed a theme of
improvements with hardscape and landscape and complimentary amenities at a total cost
of $454,900. The City will receive $318,400 in grant funding to go along with the City's
match of $136,500. Staff will bring to the Council a plan for the design process including
involving the public in the design.
This project will be administered entirely by the City. The timing is not critical because the
construction must wait until the Gold Line project is complete or nearly complete. In the
interim, the Authority will make minimal improvements to the parcel with the Gold Line
project so that the parcel is clean and safe before turning it over to the City.
RETAIL SPACE IN THE TRANSIT PLAZA
As part of the design of the transit plaza, staff will explore the possibility of creating a
buildable space for future retail in the transit plaza. Staff believes retail such as a coffee
shop or a juice bar would be ideal to occupy the space. The feasibility of retail will depend
on the size and shape of the plaza and will need to wait until the plaza parcel is
determined.
Several months ago, in anticipation of the parking structure and transit plaza design, staff
contracted the services of IBI Group to consider some alternatives for retail space sizes,
locations and configurations. IBI Group proposed alternatives that would work in
connection with and compliment the parking structure. Attached is an example of a retail
space layout in the transit plaza. Staff will present these retail concepts in more detail to
the City Council at an upcoming meeting to obtain direction.
PUBLIC PARKWAY PROJECT
In addition to the transit plaza, in 2009 staff also applied for and received an MTA Call -for-
Projects grant for the Arcadia Gold Line Station Pedestrian Linkage Project. This project
consists of parkway improvements and amenities for pedestrians for the First Avenue,
Santa Clara Street and Wheeler Avenue parkways to connect to the Gold line Station. The
total project cost is $2,379,700 with the grant share of $1,546,800 and the City's share of
$832,900. Like the transit plaza, this project will be administered entirely by the City and
the construction will be held until the Gold Line project is complete or nearly complete so
as not to be damaged by the Gold Line Construction.

FISCAL IMPACT
The level of fiscal impact depends upon the type of improvements selected for the parking
structure. The Santa Anita Bridge may not require all of the reserved Propositions A and C
funds. These unused reserved funds may be used to cover the cost of parking structure
betterments. Additional funding sources available to the City are Proposition A and C,
Measure R and Redevelopment. In addition, the projects with grant funding may be
matched by the City using these same funding sources.
RECOMMENDATION
Staff recommends that the City Council provide direction regarding the Gold Line
Extension Parking Structure/Transit Plaza.
