FOR THE CLOSURE OF THE EASTBOUND 210 FREEWAY BETWEEN
BALDWIN AVENUE AND SANTA ANITA AVENUE FOR THE
CONSTRUCTION OF THE GOLD LINE FOOTHILL EXTENSION ICONIC
FREEWAY STRUCTURE
Recommendation: Approve
SUMMARY
The Iconic Freeway Structure will be the first element of the Gold Line Foothill
Extension to begin construction. The construction is planned to begin in spring 2011
and will require the closure of the eastbound 210 Freeway lanes for three relatively
short periods of time. Skanska /AECOM, the Authority's engineering /construction team,
has provided the City with a tentative schedule for the project and the freeway closures.
The closures will only be for the eastbound direction and will only be allowed at night,
generally between the hours of 12:00 A.M. to 5:00 A.M.
Skanska /AECOM approached the City with a request to select a detour route around
the closure. The team presented several alternatives and asked the City to review them
and /or look at other alternatives. Upon considering all the possibilities, the Committee
recommends using Foothill Boulevard between Baldwin Avenue and Santa Anita
Avenue as the preferred detour route.
Staff recommends that the City Council approve the Foothill Boulevard detour route.
Staff will continue to work with the construction team on the plans and details in
preparation for the closures beginning this summer.
BACKGROUND
In June of 2010, the Gold Line Foothill Extension Authority awarded a contract for the
construction of the Iconic Freeway Structure to the Skanska /AECOM engineering/

construction team. This is a design /build contract where the team will perform all the
necessary tasks such as completing the design, preparing the construction drawings,
obtaining all required permits and clearances and carrying out the construction.
The construction is planned to begin this spring and take approximately 18 months to
complete. During construction, the eastbound 210 Freeway lanes will need to be closed
for three relatively short periods of time. Skanska /AECOM presented the City with a
tentative schedule for the project and the freeway closures. The closures will only be
for the eastbound direction and the requirements are dictated by Caltrans. Caltrans will
only allow the closures at night, generally between the hours of 12:00 A.M. to 5:00 A.M.
with slightly different hours on the weekends. The proposed closure periods and
associated tasks are identified below:

The construction team is currently working on the plans and details for the closure
including preparing detour plans, obtaining Caltrans, County, City and other permits,
preparing a traveler information program and preparing a public outreach program.
The freeway closure is needed between the Baldwin Avenue off -ramp and the Santa
Anita Avenue on -ramp. Caltrans has expressed flexibility on the points of exit and
entrance, which means the final freeway exit point could be further back at Michillinda
Avenue as long as the detour route is relatively direct and is approved by the local
jurisdictions. The closure will include advance warning signs to encourage traffic to exit
the freeway several ramps ahead of the final exit, and will include the use of the
Changeable Message Signs throughout the region, like on the approaching Routes 5,
101, 134 and 210 to display a message warning of the closure ahead in Arcadia and
suggest the use of an alternative route. The construction team proposes to provide all
reasonable traffic control measures that are deemed necessary by the local jurisdictions
to make the detour function successfully like traffic signal timing modifications,
barricades at various side streets and traffic officers to direct traffic.
DISCUSSION
The Construction Team approached the City with a request to determine a detour route
around the closure. The team presented several alternatives and asked the City to
review them and /or look at other alternatives. City staff formed a Freeway Closure/
Detour Committee made up of Police, Fire, Public Works and Engineering/Traffic
representatives to review the detour routes and recommend a preferred alternative.

The Committee identified Foothill Boulevard, Colorado Street and Huntington Drive as
the most reasonable routes for consideration. The Committee based their review on
several key factors that could potentially affect the traffic flow and the City of Arcadia
such as:
• Noise levels adjacent to residential
• Signalized intersections
• Right and left turns
• Potential for traffic problems
• Conflicts with adjacent land uses
• Overall travel distance in the detour
• Potential for deviation to other less desirable routes
Upon considering all the factors, the Committee recommends using Foothill Boulevard.
The recommend route is a left turn exiting the freeway at Baldwin Avenue, northbound
on Baldwin Avenue to Foothill Boulevard, right at Foothill Boulevard, eastbound to
Santa Anita Avenue, right at Santa Anita Avenue, southbound to the freeway, and left
onto the freeway on -ramp. This route has the least amount of turns, the most
convenient access to and from the freeway, the least amount of traffic signals and
avoids high activity commercial areas like the downtown segment of Huntington Drive
with the restaurants, bars, and parallel parking. The downside to Foothill Boulevard is
the potential noise impact to the adjacent residential neighborhoods; however, all detour
routes considered have some adjacent residential.
The Construction team would like to move ahead with the plans for the detour and is
looking for a commitment from the City on a route as soon as possible.
FISCAL IMPACT
There is no fiscal impact to the City for this action. The Construction team will perform
all the work and provide all the necessary traffic control measures.
RECOMMENDATION
That the City Council approve the designation of Foothill Boulevard as a detour route for
the closure of the eastbound 210 Freeway between Baldwin Avenue and Santa Anita
Avenue for the construction of the Gold Line Foothill Extension Iconic Freeway
Structure.
