SUBJECT: AWARD A PURCHASE ORDER TO MUNICIPAL MAINTENANCE
EQUIPMENT COMPANY FOR UPGRADES TO THE SEWER
CLEANING VEHICLE IN THE AMOUNT NOT TO EXCEED

SUMMARY
Staff is recommending that the City Council award a sole source purchase order to
Municipal Maintenance Equipment (MME) Company to replace the rear engine, water
pumps and the pumping system on the Public Works Services Department's existing
sewer cleaning truck in an amount not to exceed $90,000. Funds in the amount of
$130,000 are budgeted in the 2010 -11 Equipment Replacement Budget.
BACKGROUND
The 2010 -11 Equipment Replacement Budget provides funds to replace the rear
engine, water pumps and the pumping system on the 2001 sewer /vacuum cleaning
truck. This vital piece of equipment needs to have the pressure pumps and rear engine
rebuilt due to loss of pressure in the pumps. The pressure that is provided by the rear
engine and pressure pumps are required to efficiently and effectively clean sewer lines
throughout the City of Arcadia. The Public Works Services Department has two (2)
sewer /vacuum cleaning trucks that are responsible for the annual maintenance and
cleaning of approximately 138 miles of sewer lines throughout the City.
The 2001 sewer /vacuum cleaning truck meets the replacement criteria in the City's
Equipment Replacement Program. However, Fleet Maintenance personnel evaluated
the condition of the truck's chassis and main engine and found both to be in excellent
condition. Staff feels that the City can avoid purchasing a new sewer /vacuum cleaning
truck by simply replacing the rear auxiliary engine, water pumps and the pumping
system itself.

The pumps that supply the pressure to clean the sewer lines, manholes, and debris
basins are worn out and cannot provide enough pressure to work properly. Additionally,
the back auxiliary diesel engine that drives the pumps needs to be replaced due to age
and lack of compression. Additionally, the rear auxiliary engine is not in compliance
with emission standards of the California Air Resource Board (CARB).
DISCUSSION
Staff feels that it would be prudent to replace and upgrade the essential worn out
pressure pumps and auxiliary engine versus purchasing a new sewer cleaning machine,
which would cost approximately $329,000. The truck's main diesel engine was recently
equipped with a diesel particulate filter. As a result, the main engine is in compliance
with CARB emissions requirements. Replacing the auxiliary engine and upgrading the
pressure pumps on this piece of equipment will result in a cost savings of approximately
$239,000. In staff's opinion, completing the repairs and upgrades to the sewer /vacuum
truck will extend the life expediency of this piece of equipment another five (5) to seven
(7) years.
Municipal Maintenance Equipment Company is the designer and manufacturer of the
sewer /vacuum truck. As a result, staff feels that a sole source purchase order is
necessary to ensure that the truck's engine and equipment are installed properly and
that the warranties are maintained. It is very important that the specifications on the
pumps are equivalent to the original specifications in order to maintain proper operation.
Staff has therefore reviewed MME's proposal and recommends that the City Council
award a sole source purchase order to Municipal Maintenance Equipment Company in
the amount not to exceed $90,000.
FISCAL IMPACT
Funds in the amount of $130,000 have been budgeted in the 2010 -11 Sewer Equipment
Replacement Fund.
RECOMMENDATION
1. Authorize the City Council to award a sole source purchase order
contract to Municipal Maintenance Equipment Company for upgrades to
the sewer cleaning vehicle in the amount not to exceed $90,000.
2. Waive any informality in the bid or bidding process
