HomeMy WebLinkAboutItem 1f: Contract with B & P Painting for Painting and Wood Refinishing Services at City Facilities OV li; ,S.193 1 e a 04,4 "++nit y otvvo•P STAFF REPORT Public Works Services Department DATE: March 1, 2011 TO: Mayor and City Council FROM: Tom Tait, Public Works Services Director Prepared by: Dave McVey, General Services Superintendent SUBJECT: AUTHORIZE THE CITY MANAGER TO EXECUTE A ONE (1) YEAR CONTRACT WITH B & P PAINTING, INC FOR PAINTING AND WOOD REFINISHING SERVICES AT VARIOUS CITY FACILITIES IN THE AMOUNT NOT TO EXCEED $43,720 Recommendation: Approve SUMMARY As part of ongoing facility maintenance, the Public Works Services Department has scheduled various painting improvements for City facilities, through the Capital Improvement Program and operating budgets. To ensure these projects are completed in a timely manner, staff conducted a competitive bidding process for painting and wood refinishing services. The City Clerk opened sealed bids on February 8, 2011. Staff has evaluated all of the bid documents and found the most responsive /responsible bidder to be B &P Painting Inc. Staff recommends that the City Council award a contract to B &P Painting Inc. with optional annual extensions for painting and wood refinishing services at various City facilities in an amount not to exceed $43,720. DISCUSSION The Public Works Services Department is responsible for the maintenance of all City facilities. Annual painting and preventative maintenance programs have been implemented at the Library, City Hall, Community Center, Fire Stations, Police and Public Works Services Departments. These are small projects, ranging from $350 to $7,500 and are funded through the Capital Improvement Program and the various departments' Operations and Maintenance Budgets. The Public Works Services Department determined it would be advantageous to award a contract (with annual extensions, pending the City Council's approval) for all facility painting and wood refinishing work to one qualified contractor to eliminate unnecessary down time and Page 1 of 3 Mayor and City Council March 1; 2011 ensure projects are started /completed in a timely manner and the quality of work completed are performed in a professional manner. The bid specifications also include refinishing of wood floors, cabinets, molding and exterior power washing of facilities. Notice inviting bids was published in the adjudicated paper and bid packages were distributed to area contractors. On February 8, 2011, the City Clerk opened sealed bids with the following result: Bidder Location Bid Amount B & P Painting, Inc. Arcadia, CA $43,720 Leo's A -C, Inc. Woodland Hills, CA $136,500 C &M Painters, Inc. Santa Clarita, CA $171,000 C.T. Georgian Painting, Co. Wilmington, CA $176,000 Piana Construction & Painting, Inc. Granada Hills, CA $228,000 Color New Company Woodland Hills, CA $327,500 Staff has reviewed the bid documents submitted and concluded that B & P Painting, Inc. is the lowest, most responsive /responsible bidder. Staff evaluated the differences in the bid amounts and has determined that this is due to the fact that some of the bidders have large overhead costs for mobilization as opposed to other bidders who are smaller in size, thus they have lower mobilization costs. Therefore, staff recommends that the City Council authorize the City Manager to execute a one (1) year contract with optional annual extensions to B & P Painting, Inc. for painting and wood refinishing services at various City facilities in an amount not to exceed $43,720. FISCAL IMPACT Sufficient funds have been budgeted in the departments' operating budgets and in the Capital Improvement Program for this contract RECOMMENDATION 1. Award a one (1) year contract to B &P Painting for painting and wood refinishing services at various City Facilities in an amount not to exceed $43,720 2.
