SUBJECT: Purchase of Ballistic Vests for the Police Department
Recommendation: Authorize the purchase of 100 Second Chance
Summit Level II ballistic vests, model SM01, for the Police
Department from All State Police Equipment in the amount of
$69,691.25.
SUMMARY
Staff is recommending that the City Council authorize the purchase of 100
ballistic vests in the amount of $69,691.25 from All State Police Equipment. The
formal bidding requirements have been satisfied and funds have been budgeted
in the FY 2009 -2010 and FY 2010 -2011 Capital Improvement budget for this
purchase.
BACKGROUND & DISCUSSION
Body armor is mandated for all police officers, and the Department replaces its
ballistic vests on a five -year cycle as recommended by the National Institute of
Justice (NIJ) standards and warranted by the manufacturer. As in past practice,
the Department budgets the purchase of the vests under the Capital
Improvement budget over two fiscal years. In this instance, money was
allocated in FY 2009 -2010 and FY 2010 -2011. The money from last year's
allocation was held over to insure sufficient funding to purchase the required
number of vests for departmental members.
The Department has selected a ballistic vest with a threat level II that is
lightweight and also meets NIJ standards. Requests for bids were sent to five
vendors and the following are the prices quoted.
All State Police Equipment $635.00 per vest
Aardvark Tactical $683.00 per vest
Quartermaster $845.00 per vest
Tom's Clothing & Uniforms $1,080.00 per vest
L.N. Curtis & Sons No Bid
The price of the ballistic vest is good for two years through June 30, 2013, with
the option to renew on a year by year basis for a maximum of two one -year
periods thereafter. Based on the formal bids received, staff recommends that All
State Police Equipment be awarded the contract since they provided the lowest
price for the vest.
FISCAL IMPACT
Staff has budgeted funds in the FY 2009 -2010 and FY 2010 -2011 Capital
Improvement budget for this purchase. Additionally, staff has applied for a
bulletproof vest partnership grant and has received approval for an amount not
to exceed $25,360 in reimbursement.
RECOMMENDATION
Authorize the purchase of 100 Second Chance Summit Level II ballistic
vests, model SM01, for the Police Department from All State Police
Equipment in the amount of $69,691.25.
