SUBJECT: AUTHORIZE THE EXECUTIVE DIRECTOR TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH OVERLAND PACIFIC
& CUTLER INC., FOR $67,200, INCLUDING A 10% CONTINGENCY, TO
PROVIDE BUSINESS RELOCATION ASSISTANCE AND A
RELOCATION PLAN FOR BUSINESSES AT 101 -111 AND 121 -159 N.
SANTA ANITA AVENUE.

BACKGROUND
At the July 20, 2010 meeting, the Agency Board authorized staff to purchase the
properties at 101 -111 and 121 -159 N. Santa Anita Avenue. Relocating the existing
businesses is a necessary part of the process of preparing the properties for future
development. The outside expertise provided by Overland Pacific & Cutler will help the
existing businesses find new locations, and assist them with the process of relocation.
This will be beneficial given the large number of businesses to relocate, and Overland
Pacific & Cutler's vast experience in business relocation.
DISCUSSION
At the July 20, 2010 meeting, the Agency Board authorized the purchase of 101 -111
and 121 -159 N. Santa Anita Avenue. The Agency completed the purchases in August
2010. Since that time, the existing tenants have continued to operate their businesses.
The goal for the site is to combine the properties with the Church in Arcadia site at 21
Morlan Place to provide a site for the potential expansion of Rusnak Mercedes Benz.
Relocation of the existing businesses requires outside expertise and special attention in
order to not affect the viability of the businesses and assist them in continued operation.
The proposal from Overland Pacific & Cutler calls for them to assist with the relocation
of 16 existing businesses. The businesses currently occupy 2 buildings, with a gross
leasable area of 18,076 square feet. The existing businesses consist of various uses,
including retail, office, and a martial arts studio. Overland Pacific & Cutler will meet with
each business, assess each businesses particular needs, provide potential new
locations for each business, and assist in the moving process of the businesses to their
new locations.
Providing outside relocation expertise is critical because of the specific needs each
business may have in selecting a new location. Overland Pacific & Cutler will provide
the existing businesses with access to top level expertise in business relocation. This
firm has a proven track record of providing a high quality level of service in business
relocation assistance, as well as experience working with the City of Arcadia on past
projects. Overland Pacific & Cutler assisted the Agency with the relocation of tenants in
the Arcadia Self Storage building, and the tenant at 19 Lucile Street.
FISCAL IMPACT
The cost for Overland Pacific & Cutler to provide relocation assistance and a relocation
plan is $67,200. This contract will be paid from Redevelopment Agency Reserve funds.
There is no impact on the General Fund.
RECOMMENDATION
Authorize the Executive Director to execute a Professional Services Agreement with
Overland Pacific and Cutler Inc., for $67,200, including a 10% contingency, to provide
business relocation assistance and a relocation plan for businesses at 101 -111 and
121 -159 N. Santa Anita Avenue.
