ENTERPRISES, INC. FOR THE INSTALLATION OF CARPET TILES AT
THE COMMUNITY CENTER AND RECREATION DEPARTMENT
BUILDING AS COMPLETE AND AUTHORIZE THE FINAL PAYMENT
TO BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS
Recommendation: Approve
SUMMARY
As part of annual preventative maintenance program for City -owned facilities, it was
determined that the existing carpeting at the Community Center and Recreation
Department buildings has passed its life expectancy and is in need of being replaced.
The facilities are under a multi -year pro- active Preventative Maintenance Program
administered by the Public Works Services Department.
On December 7, 2010, the City Council awarded a contract to Vargas Olson
Enterprises, Inc. in the amount of $43,471 for the installation of carpet tiles at the
Community Center and Recreation Department buildings. The terms and conditions of
this project have been complied with and the work has been performed to staffs
satisfaction for a total project cost of $43,471.
Staff recommends that the City Council accept all work performed by Vargas Olson
Enterprises, Inc. as complete and authorize the final payment to be made in accordance
with the contract documents, subject to retention of $4,347.10.
DISCUSSION
The Public Works Services Department is responsible for all maintenance and repair of
all City facilities. During yearly inspections, staff evaluates all City -owned facilities to
determine necessary improvements and found that the existing carpet in the Community
Center and Recreation Department buildings were in need of replacement. The
carpeting was over ten (10) years old and the seams were separating causing possible

trip hazards for the patrons. Also the carpet had been re- stretched over the years to
help eliminate the raised sections. However, due to its constant stretching, the carpet
was no longer able to keep its retention on the floor. The foot traffic and heavy duty
utility carts had damaged the carpet so badly that it was completely breaking down.
The new carpet installation is a commercial grade carpet tile which has recently been
installed at other City -owned facilities. These carpet tiles have been very successful in
withstanding high traffic patterns in other City facilities such as the Library, Fire, and
Police Departments. The carpet squares also have no seams that can unravel and can
be easily replaced if a traffic pattern starts to show. In addition, the flexibility to move
carpet tiles around enables the Public Works Services Department to simply change
tiles from the unused section of the building and rotate them into high traffic areas for
replacement.
It is staffs opinion that by using carpet tiles and having the ability to rotate carpet tiles
will extend the life expectancy of carpet in City -owned facilities and save money.
Finally, the new commercial grade carpet tiles come with a lifetime warranty against
runs, edge ravel and de- laminating.
FISCAL IMPACT
Funds in the amount of $50,000 have been budgeted as part of the 2010 -11 Capital
Improvement Plan for the installation of carpet tiles at the Community Center and
Recreation Department buildings.
RECOMMENDATION
1. Accept all work performed by Vargas Olson Enterprises, Inc. for the
installation of carpet tiles at the Community Center and Recreation
buildings as complete.
2. Authorize final payment to be made in accordance with the contract
documents, subject to a retention of $4,347.10
